TRC is currently seeking a Construction Specialist in Northern CA. The (CS) Construction Specialist is committed to making certain that the project moves smoothly, ensuring teamwork, efficiency and clear communication with project team members including Contractors, Agencies and staff.
Responsibilities- Assist with project documentation is processed in timely manner and is retrievable
- Assist other office technician(s) and/or other administrative staff
- Maintains an organized and complete set of records and procedures for the project
- Timely processing of all documents and work logs including but not limited to weekly statement of working days, submittals for review, information requests, change orders, payments, payment estimates, and project contingency balances
- Monitors and schedules all necessary construction staking/surveys, field and material inspections and preliminary, acceptance, and specialty testing as required throughout the contract
- Assist with maintaining the as-built drawings for change order updates and assists project lead in ensuring field staff updates as-built drawings as required
- Assists the project lead in preparing final project closeout documents, including the resolution of potential claims
- High School Diploma or GED
- 5+ years of construction experience, supervisory experience a plus
- Knowledge and experience with the following: equipment used for inspection, surveying, and construction office engineering management
- Computers, computer applications, and computer software programs in the Microsoft Office Suite (Word, Excel and Outlook)

Qualifications (Knowledge, Skills and Abilities):

Working Conditions:

SUMMARY
Under general supervision, performs a wide range of duties that span multi-trade construction and maintenance. Duties include project management and work scope development for new structures and improvements and remediation for existing structures. When projects are not in progress the position will perform routine and skilled maintenance, repair on buildings, hardscapes, grounds and their related apparatuses; and perform related work as required. The ability to assess structures and identify the root of the issue as well as development of the appropriate steps to address issues in a cost-conscious approach is key to success.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from higher-level supervisory staff and direction from higher-level staff. May guide lower-level staff as subject matter expert. The position will report to the Facilities and Park Maintenance Supervisor.
DISTINGUISHING CHARACTERISTICS
The Construction and Maintenance Specialist has a wide breadth of projects under their prevue. The employee in this specialized class may work with a crew on a project and/or may work independently to perform construction and repair work. Duties require working from plans and using a variety of power tools and equipment such as tractors, dump trucks, carpenter shop power tools and equipment, concrete mixers, laser levels, sign router machines, and compressors to perform assigned duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Troubleshoot construction issues and implement solutions efficiently.
- Receives written and oral instructions from the Facilities and Parks Maintenance Supervisor or the Supervisor's designee.
- Performs skilled duties in the areas of carpentry, pipe fitting, masonry work, drainage systems, landscaping, road work, and other trades work associated with park construction and maintenance of structures and grounds.
- Constructs and repairs structures made of bricks, blocks and plaster; pours concrete retaining walls, walkways, curbs, gutters, and stairs; does concrete finishing work.
- Performs minor electrical work including the installation of conduit, sub panels, and controller enclosures.
- Constructs wooden forms, fences (wood and cyclone), tables, booths, and cabinets; frames buildings and does other carpentry work.

- Properly uses, cleans and maintains all tools and small power equipment.
- Assists in estimating quantity and costs of materials required for projects from blueprints, plans and field work.
- Maintains records and carpentry shop inventory.
- Inspects, installs and repairs tot lot equipment.
- Establishes grade, using blueprints, engineering equipment, tractors and floats.
- Fabricates construction hardware. Provides primary district support in the welding, fencing, and sheet metal trades.
- Uses paints, oils, stains, and adhesives in construction, repair and alteration of structures.
- May assist with irrigation installations and repairs.
- Work collaboratively with project managers, subcontractors, and other trades.
- Some maintenance or mechanical work may be outside specialized field, requiring aptitude, willingness, and adaptability.
- Performs other duties as assigned that pertain to the overall goal of the department.
High school diploma or GED
AND
Five years of increasingly recent experience in construction work that included a wide variety of tasks in multiple construction areas.
OR
Any combination of experience, training, education, that would provide the required knowledge, skills, and abilities.
Preference will be given to candidates with experience with the Division of the State Architect.
Knowledge of:
- Principle, methods, tools and equipment used in maintenance and construction.

Essential Duties:
- Set up new projects in Spectrum, HeavyJobs, and Nice Touch.
- Set up estimated cost by phase, Accounts Receivable by line item, and subcontractor payables in Spectrum.
- Ensure accuracy and completeness of Extra Work billings in Nice Touch and ICAS.
- Review all project specific subcontracts and PO's for accuracy.
- Understand Preliminary Lien and Release procedures.
- Produce monthly Customer Billings.
- Track and provide Project Manager with pending Change Order issues.
- Compare subcontractor invoices against Pay Estimate, input and route subcontractor payment to Project Engineer and Project Manager for payment approval.
- Review and forward Subcontractor Extra Work/Time & Material invoices.
- Aggressively pursue past due Accounts Receivable on projects.
- Provide monthly reports to Project Managers including job cost, Accounts Receivable, Accounts Payable, and profit/loss analysis.
- Provide project compliance forms as needed (i.e.: monthly DBE forms, releases certified payroll, etc.).
