Description of Work Unit
The Center for Environmental Management of Military Lands ( CEMML ) is a research, education, and service unit within the Warner College of Natural Resources at Colorado State University ( CSU ). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. A Supervisory Botanist position is available with the CEMML Guam Team. The primary responsibility of the position is to conduct early detection surveys (i.e., baseline inventory and long-term monitoring) for the control of non-native species within the Joint Region Marianas Area of Responsibility ( JRM AOR ). This is a full-time appointment primarily located on Guam, but the employee will be deployable to other areas within the JRM AOR which includes nearby islands in the US Commonwealth of the Northern Mariana Islands ( CNMI ).
Guam has three major military installations - Naval Base Guam, Andersen Air Force Base, and Marine Corps Base Camp Blaz. Additionally, there are a number of smaller facilities throughout the JRM AOR and CNMI . Each year training exercises are conducted within the JRM AOR where large quantities of military equipment and other materials are transported into Guam and the CNMI . The CEMML Guam team supports our military partners through biosecurity inspections, rapid response actions, early detection surveys, and invasive species control and management.
Due to the sensitive ecological balance of island ecosystems, including the Mariana Islands, CEMML provides support to implement biosecurity measures within JRM AOR to prevent unintentional biological movement and introductions. Foremost among the services provided by CEMML is the provision of a Rapid Response capability in the event a significant biological introduction occurs. Early Detection Surveys are also critical to identify potential introductions. The biosecurity inspections and protocols help ensure that equipment and supplies are clean when they enter and leave the military facilities. Invasive species management includes the ongoing management of established invasive species such as the brown tree snake ( BTS ), the little fire ant ( LFA ), and the coconut rhinoceros beetle ( CRB ). A more recent addition to the program is management support for the cycad aulacaspis scale ( CAS ) that is impacting the native cycads on Tinian Island. The Supervisory Botanist will play a critical role in the support of these projects and the overall biosecurity mission.
The Supervisory Botanist will implement management and control actions of invasive and exotic species within the JRM AOR to promote the recovery and stewardship of native species and natural resources and complete the associated data management. Additionally, the position will support the Guam Team's Program Manager with management support for the CAS , invasive species surveys, botanical species project development, field data collection, data entry, analysis, report writing and SOP development (monthly progress reporting, annual updates and annual reports). This position is supervised by the CEMML Program Manager position. Aside from these duties, the Botanist will directly supervise one Biotechnician, four non-student hourly Temp Vegetation Technicians, and two salaried Vegetation Technicians.
The candidate who best fits the position will be the person who: has demonstrated experience working within an island ecosystem, can identify flora in the field and office using dichotomous keys, and enjoys fieldwork in rough and challenging conditions.
Required Job Qualifications
+ Must be a CSU employee on CEMML's Guam team
+ B.S. Degree in botany, biological science, natural resource management, or related field
+ Experience identifying plants using dichotomous keys.
+ Experience with invasive species control methods.
+ Experience in maintaining scientific records and summarizing observations in reports, brief summaries, and graphics.
+ Experience with rugged fieldwork.
+ Demonstrate proficiency with Microsoft Office applications (Word, Excel, Outlook, PowerPoint, Access).
+ Ability to obtain any and all local and federal permits required to conduct services, as required for each required task under the Agreement.
+ Must be able to deploy from Guam to locations in the Commonwealth of the Northern Mariana Islands ( CNMI ), sometimes on short notice.
+ Must be capable of walking several consecutive miles carrying gear of up to 35 pounds and performing light manual labor in a hot tropical environment, often windy/rainy and on uneven terrain.
+ Must have a valid driver's license or the ability to obtain a driver's license by the employment start date.
+ The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

Job Summary:

This position is located in the Office of the Chief Nursing Executive, the incumbent serves as the Director of Performance Improvement for St. Elizabeths Hospital (SEH). As such the incumbent serves as the primary senior Advisor to the Chief Nursing Executive on all issues pertaining to quality and development of plan and progress to address deficiencies of nursing services. The incumbent also acts as Advisor to Chief Nursing Executive on operational issues as they affect quality of nursing care and works closely with the Unit management staff to ensure that quality and performance requirement are understood and implemented. Participates in the development of nursing program goals, resource needs, and allocation of resources in conjunction with CNE. Plans, directs and controls the professional array of nursing services through subordinate supervisors. Monitors and audit employee's documentation and consistently provides reports of same to the Chief Nursing Executive and Nurse Managers for Performance improvement. Serves as liaison between Nursing and Policy Department, leads the Nursing Review Policy Committee and serves as the TJC expert. Prepares and issue 24 Hours daily Nursing report which details events concerning patients and Unit activities. Provides expert consultation, guidance and coaching to nurse managers to develop efficient and effective systems of unit operations. Collaborates with other nursing leaders in the development, implementation and evaluation of nursing procedures. Collaborates with other hospital leaders in the development and revision of patient care programs.

RESIDENCY PREFERENCE AMENDMENT ACT OF 1988

ob Summary:

The incumbent of this position serves as a key management official within the Office of the Chief Nursing Executive with responsibility for performing broad management functions in the areas of fiscal management, personnel management, clinical oversight, strategic planning, and education and research in addition to managing all nursing services and exercising twenty-four hour accountability for assigned unit(s) with responsibility for the operation of all clinical and administrative aspects of the units.
