**Job Description**
The purpose of this position is to perform the essential job duties and functions listed below with the overall objective of helping to improve the Corporation's overall business performance, deliver added value to our shareholders and joint venture partners, reduce leakage, and promote consistent and cost effective solutions across business lines, projects and locations. This position performs duties, as assigned, and may support one or more Contract Administrator with typical routine duties. This position assists in the preparation of contract bids documents by participating in project discussions regarding construction philosophy and issues reports, as required. Executes awarded contracts by enforcing the terms and conditions of those contracts. Performs contract closeout duties and assists in the award of contract documents. This role is typically responsible for up to fifteen (15) complex and/or noncomplex contracts on a Fluor project. This position provides guidance to junior contract administrators on Fluor processes and practices.
- Negotiate contract terms and conditions, coordinate technical scopes of work including interface with all project disciplines (project controls, legal services, project management, construction, engineering, finance/accounting, and client)
- Lead internal Request for Proposal (RFP) and RFP explanation meetings, contract pre-award meetings, final negotiations, and drafting/finalization of contract documents
- Analyze commercial sections of proposals and coordination of technical proposal evaluations. Develop final proposal evaluations and prepare contract recommendations, and present recommendation to project team and/or client
- Perform contract management post-award activities through evaluating and status contractors' productivity, schedule adherence, contract change management, invoicing and claims avoidance
- Perform closeout of contracts, finalize outstanding contract issues, issue of final modifications, invoices and coordinate completion of contractor performance evaluations
- Other duties as assigned
**Basic Job Requirements**
- Accredited four (4) year degree or global equivalent in applicable field of study and five (5) years of work-related experience or a combination of education and directly related experience equal to nine (9) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements

**Preferred Qualifications**

Northrop Grumman is seeking a Contract Administrator (Level 2/3) This is an on-site position located in Rocket Center, WV or Plymouth, MN and there is no remote work.

This position's standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

The successful applicant will become part of Northrop Grumman's contracts organization and will support various Government programs, capture and proposal activities as well as provide contract operations support. The successful candidate will be a direct report to Contracts Leadership and will work closely on a day-to-day basis with the business managers, operations managers, capture managers and other functional teams throughout the department. The successful candidate will be responsible for all aspects of contracts from the business development phase through contract closeout, delivering strong customer satisfaction, successful financial performance, and risk mitigation. Candidate's ability to build strong customer intimacy and employee engagement is key. Candidate must be a self-starter and able to work collaboratively with team members, including in an advisory role to program management, site management and the customers. Candidate will have knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS).

In this role, the selected candidate will:

  • Work complex assignments independently and support Finance, Program Management, and various levels of Management

  • Lead proposal preparation, contract negotiation and contract administration activities from proposal through closeout.

  • Administer daily contract activities for a variety of product lines and contract types, including cost reimbursable and firm fixed price; such activities will include establishing payment terms, initiating, and monitoring invoicing, collections, and funding to support financial objectives.

  • Enter and manage data in the Contract Management System, financial and delivery systems.

  • Participate in customer meetings, performing and monitoring compliance to contract requirements and leading change management process.

  • Ensure non-disclosure agreements and contract terms and conditions are negotiated within company guidelines.

Basic Qualifications Contract Administrator (Level 2):

  • This position emphasizes skills and experience. High School Diploma or equivalent (GED) and at least 6 years of applied experience. Will consider at least 2 years of applied experience with Bachelor's Degree; Masters in a related field.

  • Proficiency with Microsoft Office suite, strong emphasis on Excel

  • Ability to efficiently and effectively research FAR/DFAR information.

  • Ability to understand regulatory changes and their impact on contracts/subcontracts.

Basic Qualification Principal Contract Administrator (Level 3):

**Qualifications:**

About the Role: The Contract Closeout Specialist is responsible for managing and executing the full range of activities required to finalize government contracts through completion and closeout. This role ensures all contractual, financial, property, and administrative requirements are satisfied in accordance with applicable Federal Acquisition Regulation (FAR) requirements and organizational policies.

Additional Responsibilities Include, but are not Limited To:
  • Assess compliance with contract terms and conditions and determine required closeout actions.
  • Confirm all deliverables were accepted by the government and that vendors received full payment; document results in the official contract file.
  • Research and apply applicable FAR Parts when closing expired contracts.
  • Identify and coordinate resolution of excess funding, including de-obligation actions and Release of Claims documentation.
  • Reconcile financial actions (e.g., cancelled funds, inactive obligations) with the Contracting Officer's Representative (COR) using PRISM SOPs.
  • Analyze and address requirements for disposition of Government Furnished Property, Patents, Security Clearances, and Special Equipment in accordance with FAR 45.603.
  • Draft necessary documentation or modifications to ensure proper transfer or disposition.
  • On large dollar or non-FFP contracts, complete pricing revisions, if required.
  • Conduct audits to verify subcontractor payments were completed by the prime contractor.
  • Resolve indirect costs on cost-type contracts in coordination with stakeholders.
  • Confirm resolution of any outstanding Value Engineering Change Proposals (VECP).
  • Track and report closeout process metrics.
  • Conduct quality control reviews of closeout files to ensure accuracy and compliance.
  • Provide closeout guidance and support to program officials (e.g., CORs).
  • Enter zero-dollar requisitions in the OAGS PSC Workload Tracking System and provide weekly status updates until closeout actions are complete.
  • Track and report the number of completed closeouts monthly in the MSR.
  • Perform other duties as assigned.
Experience Requirements:
  • Two (2) years of contract work experience based on the Contract Specialist (GS-1102) Qualification Standard.
Education Requirements:
  • A bachelor's degree from an accredited institution and 24 semester hours of business-related college courses.
Other Required Skills & Abilities:
  • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
