Under the direction of a Senior Information Security Analyst, ITS 4 (SG 25), or higher, within the Dedicated Support team, Department of Labor Portfolio, the Senior Information Security Analyst will serve in the role as the
member providing in-depth information security consulting and services aligned with business needs of the client agencies to ensure confidentiality, integrity, and availability of information and systems.
The position requires communicating orally and in writing with various individuals including management, users, vendors, and other IT staff. The incumbent will have to work with ITS teams and upper-level agency management to resolve technically complex and politically sensitive issues under pressure.
The position may require availability during off-shift hours to ensure appropriate response to security incidents or other critical activities that may impact sensitive information, critical systems, NYS agencies, or ITS.
Specific duties include, but are not limited to:
• Implements information security and compliance programs.
• Assists with management and resolution of security threats to agency information systems.
• Serves as information security expert and evaluates systems and contracts for alignment with agency and State information security policies.
• Monitors and stays aware of information security industry trends, tools, and techniques.
• May supervise staff and resources dedicated to the Security Services Teams.
• Performs additional duties as required.
Preferred Qualifications:
• Applicable Information Security or Information Technology certificate(s) such as Security+, Network+, GSEC, etc.
• Knowledge or Experience in one or more of the following areas:
o applying and implementing network, system, or application security
o security policy/standard/guideline development, implementation, or interpretation
o conducting risk assessments and evaluating information technology systems for security controls (SSDLC)
o information security incident response
• Excellent oral and written communication skills including the ability to clearly articulate information technology and information security concepts to a varied audience to facilitate wide understanding
• Demonstrated critical thinking, problem solving and analytical skills
• 1+ years' experience in the following areas:
o developing metrics and key performance indicators
o process development and process improvement
o interpreting and implementing IRS Federal Tax Information safeguards
Minimum Qualifications Bachelor's degree* with at least 15 credit hours in cyber security, information assurance, or information technology; and two years of information technology experience, including one year of information security or information assurance experience**.
* Substitution: bachelor's degree candidates without at least 15 course credits in cyber security, information assurance, or information technology require an additional year of general information technology experience to qualify. Appropriate information security or information assurance experience may substitute for the bachelor's degree on a year-for-year basis; an associate's degree requires an additional two years of general information technology experience.
** Experience solely in information security or information assurance may substitute for the general information technology experience.
Preferred qualifications:
The ideal candidate would possess one or more of the following preferred qualifications:
• Certifications in one or more of the following:
• Cyber Defense (e.g., GCIA, GCIH, GCED, GSOM, GSOC, GMON, GCDA)
• Cyber Threat Intelligence (e.g., GCTI, CTIA, CCIP, GOSI)
• Information Security Management (e.g., CISSP, CISM, CCISO)
• 1+ years' experience in one or more of the following:
• Working as a SOC analyst
• Conducting log analysis (e.g., firewall logs, DNS logs, proxy logs, IDS/IPS logs)
• Using SIEM technologies to support in-depth investigations
• Participating in cyber incident response
• Strong understanding of enterprise IT environments, including but not limited to system administration, network architecture, operating systems, endpoint detection and response tools, and network-based security solutions (e.g., IDS/IPS, firewalls).
• Strong understanding of the foundations of Information Security, such as the CIA triad, information classification, identity and access management, risk management, vulnerability management, secure architecture and engineering, network security, software development security, etc.
• Excellent oral and written communication skills including the ability to clearly articulate information technology and information security concepts to a varied audience to facilitate wide understanding.
• Demonstrated critical thinking, problem solving and analytical skills.
Additional Comments Some positions may require fingerprinting.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description Under the direction of the Manager of Information Technology Services (Information Security) 1 of the Security Operations Unit, the Information Technology Specialist 3 (Information Security) will serve as an Identity and Access Management (IAM) Administrator for Microsoft Entra, managing identity and access systems, and ensuring secure access to both on-premises and cloud-based resources. This role requires expertise in Microsoft Entra, identity governance, and authentication protocols. This role is responsible for maintaining user access, enforcing security policies, and integrating IAM systems with other security tools to ensure the integrity and security of the organization’s identity management infrastructure. By controlling and securing access to critical resources, this position directly enhances the agency's ability to prevent unauthorized access and maintain a strong security framework. The estimated annual base salary range for this position in the United States is $124,960 - $165,572. Individual pay within this salary range is determined by several compensable factors, including performance, knowledge, job-related skills and experience, and relevant education or training. This role is also eligible for S&C's annual incentive plan (AIP), subject to eligibility criteria.
Join Our Team as a Manager-Operations Technology!
The Operations Technology (OT) team within Information Technology develops and deploys technologies that connect manufacturing equipment and processes to enhance safety, quality, traceability, and efficiency across S&C's global Manufacturing Execution System (MES). The team also drives innovation through New Product Development and integration with key business systems such as ERP and PLM.
As the Manager of Operations Technology, you will serve as a subject matter expert and champion for MES adoption and best practices. You'll act as the primary liaison between Operations leadership and the OT team to manage priorities and deliver technical solutions that provide business value.
You will lead a high-performing team, ensuring alignment with strategic goals while fostering innovation and operational excellence across S&C's manufacturing environment. A successful candidate in this role contributes adeptly as a people manager, a product manager, and a project manager in the design and development of new solutions
Key Responsibilities:
- Lead and manage a team of analysts, engineers, developers and consultants, fostering a collaborative and high-performance culture.
- Champion a continuous improvement mindset across all team activities and initiatives.
- Mentor team members and coordinate cross-training to strengthen team capabilities and resilience.
- Contribute to the development of strategic plans, technology roadmaps, and associated budgets.
- Support recruitment efforts and play an active role in onboarding and team growth.
- Lead cross-functional project teams across multiple geographic locations.
- Collaborate with the S&C Cybersecurity team to ensure compliance with secure coding standards (ISO-27001).
- Define and enforce systems-level qualification testing and development standards.
- Provide direction on the creation of functional specifications, test plans, and technical documentation.
- Act as the primary liaison between OT and business stakeholders to align future MES deliverables with business goals.
- Drive MES implementation and continuous improvement efforts, ensuring the system evolves to meet operational needs while streamlining or eliminating features that do not align with S&C's core manufacturing objectives.
- Manage the MES platform as a product, owning its roadmap, defining feature scope, and making strategic decisions about what capabilities are included or excluded to maintain system clarity and long-term value.
- Ensure data integrity and consistency across MES and integrated systems (e.g., ERP, PLM).
- Lead management efforts and support user adoption through training and documentation.
- Manage vendor relationships and oversee service delivery from third-party providers.
- Travel as required, up to 20% during infrequent peak periods, including occasional international travel.
- Be on-site at least three days per week to support team collaboration and operational needs.
- Available during non-business hours for support as needed and when implementing system changes.
- Bachelor's degree in Manufacturing, Mechanical Engineering, other engineering degree, or equivalent work experience including software development.
- 5+ years' experience working in a manufacturing environment, with some experience related to software development and at least 2+ years' management experience.
- Familiarity with integrating MES with ERP, PLM, and SCADA systems.
- Hands-on experience with MES platforms such as Ignition, Oracle, 3DX/Delmia, Aveva, Rockwell, Atlas Copco or similar is preferred.
- Technical management experience.
- Software Development Lifecycle (SDLC) experience plus knowledge in one or more of the following: Microsoft Azure, JSON, API Development, Oracle, Android OS, InTune, Visual Studio, Visual C++, RFID or BLE tracking, Allen Bradley PLC, and PLC Programming.
- Must be self-motivated, well organized, and productive with minimal direct supervision.
- Excellent verbal and written communications skills.
