**This position requires full-time work onsite in either our Linthicum, MD OR Annapolis Junction, MD facilities.**
What You'll Get to Do
This is a dual-role manager/digital test execution lead role. Management duties include supporting, developing, and tasking engineering staff; developing engineering process; and providing resources to meet program needs. The manager will also perform technical work on programs. The split between technical and functional management duties will be approximately 80% technical /20% functional, on average. The direct program work may include test execution, technical leadership, or other direct support of a program.
Roles and responsibilities include some or all the following:
+ Lead a team of 6-10 technical staff in management role. Administrative management responsibilities include staffing, performance and compensation management, and career development.
+ Execute in a technical leadership role overseeing the execution of test systems for a digital test team. Responsible for translating requirements into executable test plans.
+ Establish methods for test execution, tracking of test metrics, and engagement with product and engineering discipline leads for communication and continuous improvement.
+ Responsible for labor and material execution through cost account management (CAM) assignments.
+ Partner with program management to track execution and provide technical leadership to the team.
+ Ensure proper engineering processes and procedures are followed.
+ Work with peers and training leads to identify critical skill shortfalls; develop appropriate technical training; and improve team performance.
Basic Qualifications:
+ Bachelor of Science, Technology, Engineering, or Mathematics (STEM related) degree with 5+ years' relevant experience; Master of Science degree in STEM related field with 3 years of relevant experience; PhD in STEM related field with 1 year of relevant experience.
+ Experience in a laboratory setting
+ Experience executing and running experimental test
+ Understanding fundamentals of circuit design, RF concepts, and material properties
+ Strong leadership qualities, including excellent communication and collaboration, team engagement, and organizational skills.
+ This position requires the applicant to be a U.S. Citizen.
+ Ability to obtain and maintain a U.S. government security clearance per customer requirements.
Preferred Qualifications:
+ Significant experience in test troubleshooting
+ Experience with MATLAB and/or Python and version control software like GIT and SVN.
+ Experimental test subject matter expertise in Northrop Grumman's Reciprocal Quantum Logic (RQL)
+ Experience with cryogenic and superconducting test protocols and methods
+ Experience as a technical lead supporting test efforts and staff across multiple test stands
+ Active U.S. government security clearance.
Salary Range: $112,600.00 - $177,000.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. As the follow-on to the GEOINT Repository for Needs (GRFN) Program, the GEOINT Collection neXt (GCX), was recently awarded to Lockheed Martin. The program's priorities established under GRFN will continue to be upheld through 2032. The GCX Program is a critical enabler of efficient and timely GEOINT collection management, facilitating seamless operations across multiple collection providers. Leveraging a hybrid architecture that combines commercial off-the-shelf (COTS) software with custom-built applications, GCX operates on diverse hardware platforms to achieve strategic mission objectives. The program's structure is rooted in DevSecOps and Agile principles, emphasizing collaboration, integration, automation, and measurement to foster effective cooperation between software developers and IT engineering professionals. The paramount priority of the GCX Program is ensuring the operational stability of the GEOINT Information Management Services (GIMS) system.
In support of this effort, we are seeking a highly qualified System Integration / Test Engineering Manager to lead a team of approximately 15 multi-disciplined engineers, comprising both Lockheed Martin personnel and subcontractors. This key leadership position will provide organizational and functional oversight of the Systems Integration Team (SIT), working in close collaboration with the GRFN Test Lead to ensure the successful accomplishment of feature-level verification and system-level testing of the integrated development baseline through Factory Acceptance Testing (FAT), as well as supporting Independent Verification and Validation (IV&V) testing, Enterprise testing, regression testing, and performance testing. Test automation is a key focus area for the program, and the selected candidate will be responsible for driving this initiative forward. Additionally, as a Control Account Manager (CAM), the candidate will have budgetary responsibility for the program work scope allocated to the SIT team.
The successful candidate will also have organizational and functional oversight of the Systems Engineering team, working closely with Program and Technical Leadership, Finance and Business Operations (F&BO), and Contracts to ensure the continued integration of additional work scope that meets customer requirements and provides a robust backlog of future work for the program.
To be considered for this position, applicants must be U.S. citizens, possess a current Top Secret / Sensitive Compartmented Information (TS/SCI) clearance, and meet the eligibility requirements for access to classified information, as determined by a government security investigation.

HX5 is currently seeking a Test Manager Senior to support the Aerospace Dominance Enabler Division (AFLCMC/WNR) at Hill AFB in Ogden, Utah. WNR functions as the Air Force's technical, acquisition, and sustainment experts, providing unique and comprehensive support to the warfighter. The ADE Division is responsible for a vast array of USAF systems, including Electronic Warfare, Range Systems, Range Instrumentation, Air Combat Training and Aircrew Readiness, Command and Control Systems, Advanced Radar Threat Systems, Combat Survivor Evader Locator, P5 Combat Training Systems, Black Switch and Legacy Voice Systems. Furthermore, the ADE Division provides support to depot-level sustainment and maintenance efforts, FMS, U.S. Army, Navy, Pacific Air Forces, Air Combat Command (ACC), Air Force Materiel Command (AFMC), and Air Education and Training Command (AETC) on a continuous basis.
Essential Duties and Responsibilities: Provide Test Manager support for test planning and validation and verification support services for PEO Digital Directorate activities in compliance with DoD, AF, HB, and AFLCMC test plans, instructions, policies, and procedures. Activities will vary depending upon the current activities of the program/system, scope of the current development/sustainment cycle, and other corporate and program initiatives. The Contractor shall provide test report support services by way of the documentation of test events and shall conduct technical reviews of engineering documentation.
Duties include, but not limited to:
- Prepare test plans and procedures
- Prepare Test and Evaluation Master Plans
- Prepare and review test analyses and reports
- Prepare T&E segments of acquisition documentation
- Monitor test events
- Support certification test activities, including but not limited to Joint Interoperability Test Center testing
- Support training required to execute test activities
- Support the execution of test cases, evaluations, and demonstrations.
- Review and analyze design documentation including engineering drawings and specifications
- Review and analyze engineering performance and technical analysis reports
- Review and analyze measures of effectiveness and measures of suitability
- Review and analyze engineering performance predictions
- Review and analyze trade-off studies
- Support FCAs/PCAs
- Support the collection of test data during developmental and operational test events
- Teach test engineering/management courses
Education and Experience: Must have one of the following combinations of education and experience:
- Master's or Doctorate Degree in a related field and ten (10) years of relevant experience, and five (5) years of which must be in the DoD
- OR Bachelor's Degree in a related field and twelve (12) years of years of relevant experience, and five (5) years of which must be in the DoD
- OR, 15 years of directly related experience and eight (8) of which must be in the DoD
- Test Manager's Course certification or course completion desired
- Experience with Agile methods, including testing methods for CI/CD, DevSecOps and DevOps
- Experience with DoD Test and Processes
- Understanding of cloud architectures and impacts to testing methods
Preferred:
- Master's or Doctorate Degree in a professional engineering discipline from an ABET-accredited educational program and ten (10) years of relevant experience, and five (5) years of which must be in the DoD
- OR Bachelor's Degree in a professional engineering discipline from an ABET-accredited educational program and twelve (12) years of years of relevant experience, and five (5) years of which must be in the DoD
- Active Top Secret clearance OR Active Secret with Top Secret eligibility.
Position Type/Expected Hours of Work: This is a full-time position requiring 40 hours per week and offers a flexible work schedule Monday through Friday during core business hours.
Other Position Requirements:
- Proof of U.S. Citizenship or US Permanent Residency is a requirement for this position.
- Must be able to complete a U.S. government background investigation.
- Must be able to obtain a DoD Secret Clearance by date of hire.
- Must be able to travel, including air travel.
