We are seeking a highly motivated Technical Business Analyst / Delivery Manager with strong experience in data analysis, SQL, and financial services (banking & trading products). This individual will act as a key liaison between the business, QA, and Databricks development teams to ensure successful and timely delivery of data solutions within our enterprise data warehouse ecosystem.This role requires someone who can not only gather and translate requirements but also has the technical depth to engage in data profiling, validate transformation logic, support QA, and work closely with project managers to ensure timely delivery.

Role Objectives

Position Introduction/Key Duties

Cimarron is hiring a Product Data Management Engineer (Configuration & Data Management) to support the Systems Engineering Integration & Test (SEIT) and Mission Systems teams on a DOD proprietary program in Albuquerque, NM . The successful candidate will lead Configuration and Data Management (CM/DM) for the program, ensuring development, management, and compliance of process and product baselines for complex systems.

Key Duties:

  • Lead the implementation of Configuration and Data Management (CM/DM) standards, processes, systems, and tools.
  • Define and allocate CM/DM requirements for hardware, software, and engineering data systems throughout the product lifecycle.
  • Ensure integration of product elements; analyze and resolve complex engineering product structure issues.
  • Assign and maintain product and document identification.
  • Support change control efforts, including ECPs, RFVs, ERBs, CCBs, CDs/CRs, audits, and status reports.
  • Advise and collaborate with CM engineers on principles, practices, and compliance.
  • Coordinate across the program to ensure CM/DM responsibilities and deliverables are met.
  • Manage the change process to incorporate only approved and validated changes into product documents and hardware/software.
  • Control baselines and prepare materials for release and distribution.
  • Define and manage configuration status accounting (CSA) activities.
  • Track problems and changes in product documents, hardware, and software; report on current configuration.
  • Ensure proper archiving, release, and auditability of product documentation.
  • Manage input and retrieval of data in the CM repository.
  • Work with suppliers to ensure CM/DM requirements are included in SSOWs and SDRLs.
  • Serve as the primary customer interface for CM/DM.
  • Operate independently with minimal direction.

  • 9 or more years of related work experience or an equivalent combination of technical education and experience.
  • Proficient in Product Lifecycle Management (PLM) tools (PTC Windchill, ENOVIA, Teamcenter, etc.)
  • Bachelor of Science degree from an accredited course of study in Engineering, Engineering Technology (including Manufacturing Engineering Technology), Chemistry, Physics, Mathematics, Data Science, or Computer Science.
Desired Skills, Experience, and Education:
  • Experience with DOORS, Dassault MSOSA, Siemens Teamcenter, and Gitla.
  • Knowledge of EIA-649-1 and/or MIL-HBK-61.
  • Experience with complex electro-optical and/or optomechanical systems.
  • Ability to accomplish tasks through formal channels and informal networks.
  • Excellent organizational, verbal, and written communication skills.

The Data Management Lab (DML) sits within the Data organization, supporting Data's pursuit of data management excellence by aligning industry best practices with Bloomberg's established expertise in financial market data. DML empowers our data professionals to make their products "ready-to-use" by promoting increased data discoverability, accessibility, appraisability, interoperability, and analysis-readiness.
As a Data Management Professional, you will play a pivotal role in ensuring the delivery of high-quality data to our clients while driving impactful business decisions. You will be an integral member of a collaborative set of teams, Quality Methods & Insights under DML that includes Data Quality, Business Intelligence and Process Engineering serving as a centre of excellence for the rest of the teams in the Data organisation. A key aspect of this role involves leading initiatives to appraise and enhance the quality of our datasets, partnering closely with Data product and Engineering teams to champion effective solutions. Simultaneously, you will leverage your analytical expertise to support the development of scalable methods and tools for analysing product, process, and people data. The analytical insights will directly support data-driven decision-making aimed at achieving quality enhancements and process optimisation across the organization. You will also contribute to the ongoing refinement of data management best practices.

+ Build statistical and analytical capabilities within the team; mentor others in applying best practices in modelling and experimentation
**You'll need to have a strong combination of the following:**

+ A PhD or Master's degree in Data Science, Economics, Statistics or a related quantitative field
+ 3-5 years' experience designing research studies as well as performing analysis such as data profiling, predictive modelling, and causal analysis
+ Strong coding skills ideally in Python and experience with SQL for data querying
+ Familiarity with version control systems (e.g., Git) and a collaborative development workflow (e.g., GitHub, GitLab)
+ Experience working in a data quality, data governance, or data management environment is a major plus (knowledge of DAMA, DCAM, etc. is welcome)
+ Excellent project management skills and the ability to communicate complex findings clearly to both technical and non-technical audiences
+ Knowledge of financial markets and Bloomberg products is a plus

About the Position

Standard Judicial Branch business hours are Monday through Friday from 8 am to 5 pm. This position may offer a hybrid (telework, remote) schedule, depending on the needs of the Judicial Branch.

The Judicial Branch is unable to provide visa sponsorship (i.e. H-1B visa etc.).

The Data Management Analyst provides analytical and technical support to the Court Technology Services department on complex IT-related issues, metrics, special projects, reports, and recommended process improvements. This includes maintaining the quality and consistency of database information and providing technical support to other staff and serving as a liaison to other functional areas of the Judicial Branch.

Position Qualifications

Essential Job Tasks

  • Performs analysis of large and complex data sets; collects, compiles and processes data to prepare clear and comprehensive reports on a variety of metrics on a scheduled and an ad hoc basis

  • Partners with department staff across the Judicial Branch to map and streamline processes and procedures

Roles and Responsibilities

Collects, monitors, audits, evaluates aircraft maintenance data for use in analysis reports, studies, trend analysis and Root Cause Analysis (RCA). Using statistical techniques, interprets findings while identifying trends and significant deviations, and recommends corrective action. Analyzes deficiencies in areas such as equipment performance, materiel consumption, scheduling, management, and resources; their impact on the maintenance mission; and results of corrective actions. Prepares visual aids and synopsis for analysis studies to present to leadership. Performs all other duties as assigned.

Requirements

  • Requires a BA/BS degree in Business Administration or related field and 2 years of experience. In lieu of formal education, at least 10 years of progressive experience in a related field. 4 years of specialized military experience in the relative field can be substituted for a BA/BS degree.

  • A working knowledge of DOD aircraft maintenance data, preferably A-10, F-16, C-5, C-17, C-130, and/or F-15 aircraft mechanical, electrical, or avionics systems and support equipment.

  • Conduct advanced research and analysis on large datasets, utilizing sampling techniques and mathematical modeling to develop actionable forecasts and recommendations.

  • Must have an active Secret clearance, or the ability to obtain one.

Preferred Skills

  • E xperience as a 2R0X1 - Maintenance Management Analyst

  • Has a working knowledge of commonly used Government Maintenance Information Systems and data mining software

  • A working knowledge of Microsoft Office software and similar database/analysis/reporting software is highly desired

  • Ability to establish priorities, work independently, and proceed with objectives with minimal supervision

  • Excellent written and verbal communication skills, with the ability to effectively interact and brief employees at all levels within the organization
