The Forensic Nurse Examiner (FNE) is responsible for providing comprehensive and compassionate care to the victim (female, male, child) of sexual assault. The needs and concerns of victims can differ significantly. FNEs must function autonomously. The successful investigation and prosecution of a case may depend on the FNE. The FNE may be requested by law enforcement to conduct a forensic evidentiary examination of a suspect.

ASSESSMENT
  • Conduct on-site investigations and field reviews of existing buildings.
  • Review background documentation to determine original construction detailing and identify areas of risk (i.e., water penetration, air leakage, and/or condensation, etc.)
    • Focus on critical aspects of structural engineering, building enclosures, commercial roof systems, waterproofing systems, and exterior facades, including masonry.
EVALUATE
  • Prepare reports and presentations of assessment findings that document the existing conditions and extend defects to provide recommended repairs for damage, defect, or existing condition.
  • Conduct peer reviews of findings for direct reports and peers.
DESIGN
  • Participate in and/or lead meetings that verify in size and complexity with owners, developers, architects, adjustors, and/or other consultants.
  • Coordinate with internal designers, drafters, engineers, and consultants for the preparation of construction drawings, specifications, and bid documents.
  • Conduct drawing, detail, and specification reviews.
  • Review shop drawings and submittals for compliance with the project intent, performance with respect to the various building science and engineering principles, and for any scheduling of work issues.
OVERSEE
  • Conduct on-site quality assurance observations to review construction for conformance to contract documents, industry standards, manufacturer requirements, and/or best practices.
  • Prepare site visit reports.
  • Provide oversight of technicians and specialists performing field reviews by providing technical/directional advice and reviewing site visit reports for consistency and technical accuracy.
  • Assume full managerial responsibility for all aspects of the project: scope, schedule, design, budget, quality, staff, execution, and budgets
COMMUNICATION
  • Act as a trusted advisor to clients and prospective clients; own and develop the client relationship.
  • Explore and capitalize on opportunities to enhance service with or upsell existing clients and projects.
  • Proactively keep clients and stakeholders informed of project status and changes.
PERFORMANCE
  • Perform project tracking and quality control , including regular project status reviews of actual vs. planned, facilitating project status and review meetings internally and with the client, take appropriate actions to address variance to project plan, follow standardized procedures for change orders and all Lerch Bates processes/procedures.
  • Manage time, budgets, resources , and schedules effectively using the department tools.
  • Ensure personal utilization and direct report consistently meets established goals.
LEADERSHIP
  • As applicable, manage direct reports , including but not limited to training & mentoring, reviewing reports, managing schedules, regular 1:1's, and developing and leading 90-day and annual reviews.
What You'll Bring:
  • Bachelor's degree in engineering discipline: Civil, Structural, Construction, Architecture.
  • P.E./AIA or another relevant Licensure.
  • A minimum 5 years of experience in the architecture, engineering, and/or construction industry.

  • Preserve evidence in accordance with federal chain-of-custody requirements and support legal or regulatory inquiries

  • Strong understanding of incident response, log analysis, and malware reverse engineering

The salary range for this position is a general guideline and not a guarantee of compensation or salary. It has been benchmarked in relation to the scope of the role, market rate, and internal equity. The salary for this role is expected to be in the $101,000 - $121,000 range. The U.S. Department of Homeland Security (DHS), Customs and Border Protection (CBP) Security Operations Center (SOC) is a U.S. Government program responsible to prevent, identify, contain and eradicate cyber threats to CBP networks through monitoring, intrusion detection and protective security services to CBP information systems including local area networks/wide area networks (LAN/WAN), commercial internet connection, public facing websites, wireless, mobile/cellular, cloud, security devices, servers and workstations.  The CBP SOC is responsible for the overall security of CBP Enterprise-wide information systems, and collects, investigates, and reports any suspected and confirmed security violations.

Leidos is seeking an experienced Insider Threat / Cyber Forensics SME to join our team. As a member of this highly technical Cyber Defense Forensics team supporting U.S. Customs and Border Protection (CBP), you will be responsible for in-depth cyber forensics, root cause analyses, insider threat investigations, management of insider threat tools and processes, spillage investigations, and ensure chain of custody during incident investigations in support of the protection of the customers’ systems, networks, and assets.

Primary Responsibilities:

The candidate shall provide support to CBP OIT’s Cyber Defense Forensics (CDF) team in support of insider threat and security operations according to established policies, handbooks, and CBP CDF Standard Operating Procedures (SOPs). This support includes monitoring activities, conducting threat analysis, investigating policy violations, identifying mitigation and/or remediation courses of action, and assessing risk posed by trusted insiders. The main focus of this task is to work with the OIT tools to process incidents, investigate potential insider threats, spillages of multiple types of classified and/or controlled data, conduct root cause analyses into suspicious or malicious activity, and assist with SOC incidents / OPR investigations as needed.

  • Conduct formal digital forensic investigations supporting insider threat investigations and document findings in formal, forensically sound investigation reports.

  • Provide recommendations for Information Spillage Incident Response efforts on handling and sanitization methods pursuant to industry best practices, NIST 800-88 recommendations, and Federal guidelines.

  • Conduct enterprise and system(s) endpoint analysis (e.g., Windows, Linux, Mac, Cloud, and mobile systems) and network based digital forensic analysis

  • Perform email hygiene activities in support of CBP investigations.

  • Support enterprise recovery efforts as necessary to ensure that security events and incidents are properly remediated prior to restitution.

  • Utilize state of the art forensic tools(FTK/Encase,etc.) to perform computer, mobile phone forensics and memory analysis (volatility, rekall) in support of incident response.

  • Conduct reverse engineering of suspicious files utilizing dynamic, automated and static analysis.

  • Properly preserve evidence, maintain chain of custody and write malware analysis or forensic reports.

  • Recognize attacker and APT activity, tactics, and procedures (TTPs) andIndicators of Compromise (IOCs) that can be used to improve monitoring, analysis, and incident response.

  • Install, secure, maintain and recommend forensic software and hardware within a Forensic Lab environment while following established configuration management processes.

  • Develop and build security content, scripts, tools, or methods to enhance forensic processes and insider threat investigations.

  • Effectively investigate and identify root cause findings then communicate findings to stakeholders including technical staff, and leadership.

  • Develop and maintain Standard Operating Procedures (SOPs) and playbooks as deemed necessary.

Basic Qualifications :

  • Requires BS degree and 12 or more years of direct relevant experience.

  • Degree in computer science, IT, Information/Cyber Security field from an accredited college or university.

  • Flexible and adaptable self-starter with strong relationship-building skills

  • Effective communication skills with emphasis on attention to detail, ability to accurately capture and document technical remediation details, and ability to brief stakeholders on incident statuses, recovery and root causes.

  • Demonstrable experience performing forensic analysis, digital media analysis, and in-depth system & network log analysis in support of forensic investigations.

ASSESSMENT

  • Conduct or direct Engineers, Specialists, and Technicians in site investigations and field reviews of existing buildings.
  • Review background documentation to determine original construction detailing and identify the cause of damage/defect.
    • Focus on critical aspects of structural engineering, building enclosures, commercial roof systems, waterproofing systems, and exterior facades, including masonry.
EVALUATE

  • Prepare and present reports and presentations of findings that document the existing conditions and extend defects and provide a rough magnitude of repair to provide recommended repairs for damage/defect, existing condition.
  • Collaborate with clients to determine appropriate next steps following evaluations.
  • Work with the business development team to develop proposals, the scope of services, and budgets.
  • Review necessary permits and codes.
  • Provide peer review reports of findings for direct reports/peers.

DESIGN

  • Communicate complicated design ideas through multiple formats, including hand sketching, to better coordinate team efforts and communicate clients' desired outcomes.
  • Coordinate with internal designers, drafters, engineers, and consultants for the preparation of construction drawings, specifications, and bid documents.
  • Conduct drawing, detail, and specification reviews throughout the design process.
  • Review shop drawings and submittals for conformance with the design intent, performance with respect to the various building science and engineering principles, and for any scheduling of work issues.
  • Perform cursory calculations of repair and/or code upgrades.

OVERSEE

  • Provide oversight of technicians and specialists performing field reviews, including technical and directional advice. Review report of findings Resulting from an onsite investigation and/or document review.
  • Assume full managerial responsibility for all aspects of the project: scope, schedule, design, quality, staff, and execution.
  • Act as the Engineer of record to sign/seal reports of findings.

COMMUNICATION

  • Act as a trusted advisor to clients and prospective clients; own and develop the client relationship.
  • Explore opportunities to enhance service with or upsell existing clients/projects.
  • Proactively keep clients and stakeholders informed of project status and changes.
  • Establishes industry reputation and markets to new clients.

TRACKING

  • Perform project tracking and quality control, including regular project status reviews of actual vs. planned, facilitating project status and design review meetings internally and with the client; take appropriate actions to address variance to project plan; follow standardized procedures for Lerch Bates processes/procedures.

  • 8-10 years of experience in forensics, rehabilitation, or building envelope consulting.

  • A technical and practical understanding of building enclosure systems, specifically roofing, waterproofing, claddings, fenestration, and air/water/thermal/vapor barriers.

  • Excellent skills in technical writing and oral communication.

What You Will Be Doing:

  • Assisting Technicians and Examiners in managing and tracking electronic evidence;
  • Learning to utilize leading forensic software to identify, collect, preserve and analyze electronic data from laptops, desktops, servers, backup tapes, cell phones, PDAs and a wide variety of other media;
  • Assisting with recovering deleted user data, hidden data, file fragments, and temporary files;
  • Creating customized reports of findings and observations; and
  • Email and Efile conversions, culling and keyword searching
Who We Are Looking For:
  • Currently pursuing a 4-year BS or BA degree in the preferred concentrations: Digital/Computer Forensics, Computer Science, Engineering, Information Technology, or Management of Information Systems.
  • Strong hardware and software troubleshooting technical experience
  • Motivated and eager to grow in a fast paced entrepreneurial environment
DESIRED SKILLS AND EXPERIENCE:
  • Strong knowledge of Microsoft Excel, Access, and Word
  • Familiarity with standard computer operating systems, networks and hardware
  • Excellent analytical skills
  • Efficient multi-tasking abilities
  • Excellent written and oral communication skills
  • Ability to create exceptional, detail oriented, client deliverables
  • Familiarity with different programming languages such as: C#, Java, Python, Pearl, Bash scripting, PHP, etc.
