Responsibilities

  • Plans and heads the development effort of a scrum project.
  • Envisions the final product, communicates the vision to the scrum team, motivates the team to subscribe to the vision, and sees the vision through to completion.
  • Describes features, collaborates, and communicates with the delivery team, and accepts or rejects work results, and steers the project by tracking and forecasting its progress.
  • Creates, maintains, and outlines work in the product backlog; determines which activities will produce the most business value; and prioritizes it based on business value.
  • Identifies the market, the customer, the business domain, and the varying needs of different types of users, and works with the user group to make sound decisions and determine what features will be in the product release.
  • Collaborates closely with the development team and customers to ensure there is a clear understanding of what features are needed in the product or application.
  • Ensures management, stakeholders, and sponsors are informed and the vision is aligned with their goals; communicates the business benefits of the entire product and each individual feature.
  • Performs other duties as assigned.

Position Purpose:

This position with Palmetto GBA one of BlueCross BlueShield's South Carolina subsidiary companies will be responsible for defining customer needs in technical and business contexts. Ensuring the proposed technical and business solutions meet the customer's objectives for the work effort. Providing guidance with planning and prioritization of business support-related activities.


Government Clearance:

This position requires the ability to obtain a security clearance.


What You’ll Do :

  • Elicit and document user requirements to meet a business objective. Identify and validate requirements and organize the information into a logical document that is understood by the customer and Information Systems.
  • Guide both technical and customer departments in the development of the systems that support the business solution.
  • Facilitate the transfer of knowledge about the direction of the business units to others who support them.
  • Ensure the accurate deployment of solutions through review of problem logs, assisting with test plans and test matrices, and other analysis activities.
  • Provide input on the business direction for system changes.
  • Validate the business need for solutions to business problems and process improvements.
  • Assist in the development and documentation of training materials. Mentor or train less experienced staff.


To Qualify for This Position, You’ll Need the Following :


Required Education:

  • Bachelor's


Degree Equivalency:

  • Associates degree plus an extra 2 years job related work experience for a total of 6 years of required work experience (see "required work experience")

OR

  • 8 total years required work experience.


Required Work Experience:

  • 4 years of IT business analysis experience.


Required Skills and Abilities:

  • Demonstrated understanding of concepts of the supported business unit. Basic knowledge of standard industry practices.
  • Demonstrated knowledge of procedures for the business unit.
  • Able to communicate effectively with technical and non-technical audiences, including the ability to express complex technical and business concepts to all management levels, peers, and the business units.
  • Strong teamwork and interpersonal skills.
  • Understands how IT affects an organization and is able to link it to business processes.
  • Excellent analytical skills. Good conceptual skills.
  • Able to read and comment on test plans and test matrices, project plans, and scope and design documents.


Required Software and Other Tools:

  • Microsoft Office.


What we Prefer You Have

  • Agile Product Owner or Agile Business Analyst Experience.
  • Transactional Data Experience.
  • Excellent verbal and written communication skills. Will be working with and presenting to other companies, contractors, and CMS.
  • Experience with Jira/Confluence
  • Experience working within Scaled Agile Framework (SAFe) processes.
  • Able to read and comment on test plans and test matrices, project plans, and scope and design documents.
  • CMS and/Or Medicare experience including provider enrollment knowledge.
  • Bachelor's degree-in Computer Science, Business Administration, or other job related field or 4 years of job related experience with government business and/or BCBS companies.
  • Conceptual understanding of project management techniques.
  • Able to influence and negotiate solutions to business problems.
  • Visio, MS Project or similar software, data mining using DB2, SQL, and/or other tools.
  • Certified Business Analysis Professional (CBAP), HIPAA, LOMA.

We are seeking experienced Product Owners/Managers with a proven background in RegTech (Regulatory Technology) and Identity Verification (IDV) to join our growing team at Programmers Force. In this role, you will own product strategy, roadmap execution, and delivery of innovative solutions that meet client needs across compliance, KYC/AML, and fraud prevention. The ideal candidate will combine product management expertise with strong regulatory and customer-focused insights.

Key Responsibilities:

  • Lead the full product lifecycle from discovery to delivery.

  • Translate client compliance needs (AML, KYC, KYB, fraud detection) into product features.

  • Prioritize roadmap initiatives based on customer value and business impact.

  • Collaborate with Engineering, Design, and Sales to deliver high-quality products.

  • Monitor adoption, performance, and client satisfaction with product offerings.

Ensure solutions align with regulatory and industry standards.

Requirements

  • 5+ years of product management experience in SaaS/FinTech/RegTech.
  • Strong understanding of AML, KYC, KYB, fraud detection, and compliance workflows.
  • Proven success in delivering enterprise-grade software solutions.
  • Experience working in agile product development environments.
  • Excellent communication and stakeholder management skills.

Pay Range: $70/hr - $75/hr

Job Description:

Responsibilities:
  • Supports the execution of Compliance and Operational Risk Management program elements, delivering each element on time and to the required standard and assisting with assessing risks, associated controls, and their effectiveness.
  • Contributes to risk assessment of data elements to support appropriate prioritization and scheduling of data testing
  • Interacts with members of Enterprise Independent Testing (EIT) as well as first line unit (FLU) teams to facilitate data testing and observation management
  • Analyzes data and translates test results into recommended actions and can explain results in a manner that resonates across many different audiences
  • Produces quality and timely thematic analysis of findings to further determine impact to data control environment
  • Manages business partner relationships for areas of responsibility across Data Management and Line of Business teams; has real-time dialog on risks identified and testing observations. Must Have: Required Skills
  • Monitoring, Surveillance, and Testing, including transaction and conformance testing
  • Process Management and effective control design
  • Risk Management and audit experience
  • Interpretation of Laws, Rules, and Regulations
  • Issue Management
  • 8+ years working in a related field
  • Experience with data management or data governance concepts
  • Anti-Money Laundering, Client Onboarding Due Diligence and/or Economic Sanctions knowledge and/or experience
  • Demonstrated ability to operate in a fast-paced environment with multiple concurrent priorities
  • Ability to communicate complex test results in a clear, concise and partnering manner
  • Ability to work in a team environment, focus on high quality execution and clear documentation
