The Amazon Aviation Security (AvSec) team is seeking an enthusiastic Credentialing leader to join the team as the AvSec Senior Credentialing Program Manager (CPM). The successful candidate will be responsible for developing, implementing and overseeing the Amazon Air (AIR) credentialing system. In the U.S. this requires full compliance with all 49 Code of Federal Regulations (CFR) 1542 and 1544 requirements at regulated and unregulated airports. Outside the U.S. this requires evaluation of host government credentialing standards and developing Amazon policies and procedures to mitigate any gaps between those and U.S. standards.
The successful candidate will develop and provide the AIR team and business partners with necessary tools, resources, and training to build and maintain compliance with the Department of Homeland Security's (DHS) Transportation Security Administration (TSA) regulations in the U.S., International Air Transportation Association (IATA) Aviation Security standards, and engage and support internal Amazon teams and customers.
This position will require strong communication and partnership with senior leaders, managers, peers and team members, both within AIR and with its contract airline and ground handling vendors, federal regulatory agencies, airport security teams as well as with other business partners, to drive effective solutions and mitigate any risks to the operation.
Key job responsibilities
The CPM's responsibilities include creating, establishing, and verifying compliance with security procedures, regulatory standards, physical security design standards, and policies while utilizing Security Management Systems (SeMS) processes for risk mitigation. The successful candidate must have the ability to manage remotely and develop a high-performing team to support the AIR teams, Workforce Staffing, Human Resources (People, Experience, and Technology), and Recruitment.

Additional responsibilities include:
- Engage and influence regulators to recognize and accept Amazon's credentialing program goals.
- Develop policies, procedures, training and quality assurance of credentialing to ensure that Amazon remains fully compliant with regulations at all times that results in a world class program.
- Lead continuous improvement efforts ensuring the Credentialing team meets/exceeds the needs of internal customers.
- Responsible for development of technology to support Credentialing, using best-in-class applications.
- Utilize the Security Management System (SeMS) principles to track all findings and corrective actions and build comprehensive security plans to mitigate risk and cultivate the security culture including leading and lagging indicators, goal setting and key performance indicators (KPI) for AvSec operational teams.
- Develop reporting standards and automated mechanisms for reporting the health of the credentialing business to all business stakeholders.
- Leverage best practices and experience to protect the Amazon brand.
- Ability to travel 30-40% of the time.
Eligibility Requirements:
- At all AIR sites a candidate must successfully complete a Security Threat Assessment in compliance with 49 Code of Federal Regulations § 1540.203.
- At AIR sites with an Exclusive Area Agreement a candidate must successfully complete a fingerprint based criminal history records check in compliance with 49 Code of Federal Regulations § 1542.209.
- This position may be subject to the Department of Transportation (DOT) drug and alcohol testing. Federal law requires Amazon to determine an applicant's history of DOT drug and/or alcohol violation(s) or refusal(s) to test before hiring applicant into a safety-sensitive position.
- This position requires an employee's full and unimpaired skills and judgment to safely execute their job duties to ensure the safety and security of Amazon AIR personnel, third-party contractors, Airport personnel, cargo, and equipment. This position is therefore designated as a safety sensitive position and is subject to mandatory pre-employment and, where permitted, post-hire drug testing.
A day in the life
The CPM position will oversee and manage the credentialing program, and associated functions to develop mechanisms to drive a safe, efficient, and secure operations at AIR sites. The CPM drives Security Excellence & Policy Integration at Exclusive Area Agreement (EAA) sites. This role oversees aviation security standards and credentialing processes while ensuring compliance with regulations. The CPM manages the center of excellence program, developing and implementing security policies across operational sites. Working directly with site leadership, they maintain compliance standards and audit readiness while coordinating with the AvSec Credentialing Senior Manager.
On a daily basis, the CPM executes strategic initiatives for EAA standardization, monitors TSA regulatory compliance, and integrates security policies with field operations. A critical aspect of this role involves implementing insider threat mitigation strategies and ensuring consistent application of security protocols across all operational sites.
The successful candidate will be expected to develop and implement standardized programs and processes that comply with all relevant regulations and policies. This role provides key program management support to the Sr. Manager of AvSec Credentialing and other matters related to the overall strategic goals of the Credentialing team. A typical day may also require the candidate to coordinate meetings, training and guidance that impacts all AIR sites.

About the team
AvSec's credentialing team operates in a dynamic environment, where members are tasked with various responsibilities, and are driven by an overarching mission of security compliance, risk mitigation and quality control. The successful candidate will collaborate and engage with a wider and diverse set of teams such as, AIR site leaders, Human Resources (People, Experience, and Technology), Learning Department, and Workforce Staffing to execute and drive the mission of the Credentialing Department. The interaction with support groups drives cohesiveness and creates an environment that fosters camaraderie and teamwork. Basic Qualifications

- Prioritization of the safety and security of the traveling public while honoring their customer service needs.
- Coordination of national and local crisis management and incident response protocols.
- Development of cooperative and collaborative relationships with all airport stakeholders.
- Scheduling of screening personnel.
- Promotion of screener development through ongoing assessment of individual performance and provision of frequent feedback.
- Be available on call to receive and implement orders or special instructions within the scope of the contract and pertaining to security concerning matters which affect the operation, protection, and/or security of assigned areas.
- Responsible for constantly evaluating the performance of all Contractor employed security screening personnel and take appropriate corrective measures for all infractions noted in the course of performing assigned security screening duties.
- At least 7 years of general management experience or 3 years as a certified Supervisory TSO (STSO) or higher position.
- At least 5 years of management experience in aviation security, airport operations, or personnel security services (demonstrated experience in supervising personnel in a Federal government environment is highly desired).
- Ability to oversee a team of 500+ employees.
- Proficient in the use of Microsoft Project (or similar commercially available software) to set a Project/project baseline, measure progress against it, and communicate status to stakeholders.
- Ability to communicate verbally and in writing in an effective, efficient, and professional manner.
- Be proficient in English (defined here as the ability to read, write, speak, and comprehend, with fluency, any information that is presented in English).
- Previous experience as a Federal Security Director, Assistant Federal Security Director for Screening, Transportation Security Manager, Airline/Airport Manager or current/recent certification as a Supervisory Transportation Security Officer
- Must be a US citizen or US National.
- Minimum clearance to start: Ability to obtain/maintain Secret Clearance.
- Bachelors degree in any field; additional years of experience may substitute for a degree.
- Certification: Formal certification in Project Management issued by the Federal Government (such as FAC-PM, DAWIA, or U.S. DHS) or certification issued by a non-government organization such as the PMP credential issued by the Project Management Institute
- Pass a pre-employment Drug Screening and submit to and pass random drug/alcohol testing.

The Amazon Aviation Security (AvSec) team is seeking an enthusiastic AvSec leader to join the team as the Program Manager (PM) - AvSec Policy and Procedure. In this role, you will be responsible for policy, standard, and procedure drafting and distribution for AvSec across Amazon's global aviation activities and reviewing the compliance of programs, manuals, and training with regulatory and Amazon requirements. The position may also serve as an auditor in accordance with the Amazon AvSec Quality Assurance (QA) program. The successful candidate will work in collaboration with the Sr. PM, Security Management System (SeMS), other Policy and Procedure PMs and field AvSec teams in developing the documented frameworks used to execute on global security programs at Amazon. This position will require strong communication and analytical skills with a focus on regulatory compliance, technical writing, and training development.
Key job responsibilities include:
- Drafting policies, standards, procedures and supporting documentation for AvSec in close coordination with Amazon Air (AIR), Prime Air (PA), and Global Security Operations (GSO) teams.
- Acting as a knowledge transfer champion for AvSec ensuring team members have the tools and skills necessary to execute the mission.
- Developing the implementation, training, and communication plans and materials for changes and ensuring they are executed on time and with the appropriate level of support provided to customers in the field.
- Managing AvSec's field intake mechanisms for documentation and communication needs and engaging with the field to provide centralized support in both local and systemic documentation, assessment, and change management.
About the team:
The Amazon AvSec team is responsible for security, loss prevention, and regulatory compliance across Amazon's aviation operations. The organization is built with four core pillars; Security Management Systems, Programs and Quality Assurance, Security Operations, and Credentialing. The organization is committed to identifying and mitigating risk to people, Amazon assets, Amazon brand and regulatory compliance through the development, implementation, and continuous improvement of best-in-class aviation security procedures, standards and guardrails between which Amazon operates.
Basic qualifications:
- Bachelor degree or 3+ years of experience in a security related field.
- 3+ years of experience in one or a combination of the following disciplines: corporate security management, transportation/supply chain operations (airline ops), FAA/TSA interaction or aviation security.
- Understanding of aviation security operating practices, regulations and standards (International Civil Aviation Organization (ICAO), International Air Transport Association (IATA), US and foreign regulatory programs), cargo airline operations, airport operations.
- Experience with all Microsoft Office applications.
Preferred qualifications:
- Master's degree in a related field.
- Experience working within a Security or Safety Management Systems (SeMS/SMS) at a major enterprise.
- Experience in Air Cargo Operations.
- Experience developing and delivery aviation security training materials.
- Excellent verbal communication skills, including comfort interfacing with Senior Leaders.
- Experience with process improvements (Lean process, Kaizen, and/or Six Sigma).

The base pay for this position ranges from $66,800/year in our lowest geographic market up to $142,800/year in our highest geographic market. Pay is based on a number of factors including market location and may vary depending on job-related knowledge, skills, and experience. Amazon is a total compensation company. Dependent on the position offered, equity, sign-on payments, and other forms of compensation may be provided as part of a total compensation package, in addition to a full range of medical, financial, and/or other benefits.
