**Responsibilities**
**Change Management:**
+ Develop, implement, and manage structured change management strategies and frameworks (e.g., ITIL, Prosci, ADKAR)
+ Lead change impact assessments, stakeholder engagement planning, and communication strategies
+ Facilitate Change Control Board (CCB) and Change Control Board Working Group (CCBWG) meetings and maintain change request lifecycle oversight
+ Create and maintain detailed change management plans, policies, and escalation paths

**Configuration Management:**

+ Align configuration practices with federal standards such as NIST, RMF, and ITIL
**Audit & Compliance:**
+ Support internal and external audits by ensuring comprehensive documentation, traceability, and logging
+ Perform self-audits and risk assessments, address findings with corrective actions
+ Ensure compliance with regulatory frameworks (e.g., FISMA, DoD 8510, NIST SP 800-53)
**Qualifications**
+ Bachelor's degree in information systems, Business, Engineering, or related field
+ 8+ years of progressive experience in change management, configuration control, or IT governance
+ 5+ years of ITSM experience
+ 3+ years of configuration management experience
+ 2+ years of experience leading or supervising small teams
+ Secret clearance required

I. DESCRIPTION OF SERVICES

Texas Health and Human Services Commission requires the services of 1 Change Management Manager/Organizational Change Management (OCM) 2 , hereafter referred to as Candidate(s), who meets the general qualifications of Change Management Manager/Organizational Change Management (OCM) 2, Information Technology Services Management (ITSM Operations) and the specifications outlined in this document for the Texas Health and Human Services Commission .

ll work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. The Organizational Change Manager will use change management principles and practices to lead and manage the change management activities and integrate change and user adoption initiatives for a large-scale department transition and transformation project. Under the direction of the Texas Health and Human Services Commission's (HHSC) Information Technology (IT) Project Management Office (PMO), this position will provide direct support to the project manager and project team overseeing the successful delivery of the project. This role is essential for ensuring a smooth transition and adoption of new processes, systems, and structures within the IT department. Activities may include assessing potential change impacts, developing change management plans, identifying, and analyzing key stakeholders, tailoring communication to agency stakeholders, training, risk management, and collaboration with other teams to ensure coordination, and feedback collection.

II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission . Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.

The primary work location(s) will be at 4601 West Guadalupe St., Austin, Texas 78739 . The working position is Telework . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

Job Summary:

The Change Management Manager is responsible for helping lead and coordinate change initiatives that drive organizational transformation. This role ensures that changes are effectively implemented and adopted by employees, minimizing resistance and maximizing engagement. The ideal candidate will have a strong background in change management methodologies, stakeholder engagement, communications, and project execution.

Key Responsibilities:

  • Support the development and execution of change management strategies and plans that support business transformation initiatives.
  • Conduct impact assessments and readiness evaluations to identify change risks and mitigation strategies.
  • Collaborate with project teams and relevant stakeholders, Talent, and leadership to integrate change management activities into project plans.
  • Support stakeholder engagement efforts, including communication, training, and support strategies.
  • Monitor and measure the effectiveness of change initiatives and adjust plans as needed.
  • Coach and support senior leaders and managers in their role as change sponsors.
  • Help build and maintain a change agent network to support local adoption and feedback loops.
Qualifications:
  • Bachelor's degree in Business, Organizational Development, Psychology, Public Relations or related field.
  • 5+ years of professional work experience
  • Experience with internal communication tools (e.g., SharePoint, Yammer, Slack, email platforms).
  • Proven ability to manage multiple projects and influence stakeholders at all levels.
  • Excellent communication, facilitation, and interpersonal skills.
  • Experience working in cross-functional teams and matrixed organizations.
Preferred Qualifications:
  • Experience in change management, organizational development, or transformation roles.
  • Familiarity with change management frameworks (e.g., ADKAR, Kotter, Prosci).
  • Change Management certification (e.g., Prosci, CCMP).
  • Experience in large-scale digital transformation or M&A communications.
  • Knowledge of employee engagement and culture-building strategies.
