Job Summary: The Director in the second line of defense (2LOD) ORM team reports to the Managing Director (MD) and supports the MD with the development and execution of the operational risk program.This role will be the primary point-of-contact for the oversight of operational risk related matters for multiple business units within Webster Financial Corporation.As the primary point-of-contact, this colleague is expected to partner with the First Line Control Officer function of the respective business unit to assist with, and in some cases review, risk & control self-assessments, operational risk events, risk metrics, issues (also known as control gap identification and mitigation), operational losses, and new activities.The Director helps to drive a control-oriented culture across the organization through their collaboration and partnership with colleagues in each line of defense. Job Responsibilities: Support the Managing Director of the Operational Risk Management team and acts as the primary point-of-contact for operational risk related matters for multiple business units. Review and provide feedback on risk & control self-assessment results from the first line of defense. The Director will analyze results, identify control weaknesses/gaps, and suggest actions to mitigate operational risk. Assist business units with the development of management-level operational risk metrics to monitor the operational risk profile of the respective business unit. Assist business units with the identification and analysis of operational risk events that may have resulted in an operational loss. Analyze operational loss reporting to identify themes, trends, and/or patterns. Encourage first line self-identification of control gaps. Partner with First Line Control Officers to develop action plans to resolve the control gaps. Monitor new activity (also known as new products and/or services) initiatives and provide appropriate second line review, assessment, and challenge. Collaborate with risk partners across the organization to promote a controls-oriented culture. Able to work on multiple projects/initiatives concurrently (e.g., committees, enterprise projects, risk reporting) to be able to understand the team’s strategic objectives and decision making for execution. Understand banking regulations, supervisory expectations, and industry trends for large financial institutions, as it relates to operational risk management. Participate, and in some cases manage ad-hoc projects and/or initiatives within the ORM team. Education, Experience and Skills: Bachelor's degree in related field required. At least 5 years of Risk or Audit related experience in financial institutions. At least 8 years of experience within the financial services industry. Strong knowledge of core Operational Risk Management programs including Risk and Control Self-Assessments, Operational Risk Event reporting and mitigation, Risk Metric reporting, Scenario Analysis, and Emerging Risks. Ability to manage change and effectively influence and consistently build strong lasting working relationships with stakeholders across all levels. Excellent written and verbal communication skills. Overall, Purpose of Job: Reporting to the Director Corporate & Investment Banking and Operations Business Coverage Team, responsible for executing the second line of defense oversight and challenge program across all business activities managed in our Global Corporate and Investment Banking and Japanese Corporate Banking based business lines and our Enterprise Operations functions.

+ Participate as SLoD SME in business aligned scenario workshops

2) Perform sample-based framework compliance testing (e,g, QA, testing or monitoring)
3) Support advisory services for high-priority change initiatives.
4) Support / execute SLoD ORM roles defined by Risk Governance Processes (e.g Risk ID, Strategic Planning review, LoB RAS review and challenge, etc.)
5) Production of periodic operational risk scorecards and reports that provide executive management a consolidated view of the assigned business lines' adherence to the operational risk framework in effectively managing risk as the bank's first line
of defense and the second line of defense ORM's view of the area's operational risk profile and trend.
6) Lead or participate in structured Business Unit Review and 'business as usual' working meetings to foster a deep understanding of the business and changes that impact its operational risk profile. This participation forms a component of the VP's role in monitoring the operational risk profile of the Businesses.
7) Ensure the results of all work performed is documented in accordance with pre-defined standards and is ready for third party review upon request.
8) Support the coordination with internal Operational Risk stakeholders to ensure that program expectations are well understood and incorporated into the business line review and challenge program and are consulted when differences in view of program requirements arise with the business line.
9) As a key partner to the FLoD, support the roll out and execution of ORM programs and applicable changes, including coordination with the ORM program leads and management of the enterprise execution calendar.
10) Support other initiatives periodically assigned by the Operational Risk leadership team.

Third Party Risk Management Framework
  • Establish and enhance the Third Party Risk Framework, ensure it consists of appropriate components to effectively manage third party risks
  • Update third party risk management policies and procedures
  • Develop and execute a third party risk annual work plan to review and challenge risk identification, assessment, control evaluation and testing activities
  • Utilize a consistent risk rating methodology for controls that aligns with the Operational Risk Framework
  • Conduct periodic risk assessment of third party risks
Third Party Risk Management Lifecycle & Implementation of TPRM Second Line Review
  • Assess, monitor and track third party risk management lifecycle activities as second line of defense
  • Provide third party risk management guidance to First Line Units ("FLUs")
  • Ensure the completeness of the central documentations of the bank wide third party population
  • Prepare aggregated third party risk report
  • Keep abreast of current industry tools, trends, and regulatory requirements
  • Work with other SMEs under the third party risk management framework to ensure the third party risk management activities are efficient
  • Ensure third party risk management system is implemented and all updates are installed timely
  • Provide timely training of system upgrades or updates to all system users
Risk Assessment
  • Assist with new product management risk assessment process
  • Assist with RACA quarterly review in the expertise of third party risk management
BSA/AML, Compliance, and Talent Management
  • Complete required BSA/AML, and other compliance trainings as provided
  • Beware of BSA/AML issues, provide risk warnings to First Line Units and internal risk management departments when noticed
Qualifications
  • Bachelor's degree is required, and an advanced degree is preferred
  • Minimum 5 years of work experience in financial service industry is required for AVP level
  • Minimum 5 years of work experience in risk management and minimum 2 years of third party risk management experience are required for AVP level; Minimum 1 year of work experience in third party risk management is required for Associate level
  • Knowledge of operational risk management and assessment, regulatory and compliance, general IT risk/IT operation as well as business lines and workflow in financial/banking industry is required
  • Certified Third Party Risk Professional or Certified Regulatory Vendor Program Manager is preferred but not required

We're seeking an Operational Risk professional to provide analytic support and guidance to the Business Unit Risk Managers (BURMs) and their teams.
