Project/Position Overview:
This project will rehabilitate the former El Portal Trailer Village (Administrative Camp). This site will be repurposed to provide RV sites for construction workforce housing and serve as a contractor staging area. The NPS plans to rehabilitate or replace infrastructure and utility systems to support these RV sites, implementing best practices for RV-based campground design to enhance natural and cultural resource protection.
This role is contingent upon award.
Responsibilities and Duties:
- Provide technical assistance and support to CO during construction
- Read, interpret and understand the construction contract plans and specifications
- Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site
- Document issues encountered and problems experienced with the construction contractor
- Review contractor's baseline and progress schedules
- Draft project related correspondence for NPS to review
- Understand and document inspections during and post construction as well as mock-up inspections
- Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards
- Deliver reports, reviews, evaluations, design work, etc. to CO
- Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up
Required Education, Knowledge and Skills:
- Education and professional qualifications related to construction, architecture, and engineering

Project/Position Overview:
The project is located at George Washington Memorial Parkway in Virginia, Maryland, and Washington DC. The work includes bridge preservation work of 26 bridges along the George Washington Memorial Parkway, Spout Run Parkway, and Clara Barton Parkway, and pavement preservation work on 33 NPS road and parking assets. Although this work is in a park setting, traffic volumes on the respective parkways are very high, and surrounded by urban and suburban development.
Responsibilities and Duties:
- Coordinates technical and administrative activities for the project.
- Reads, interprets, and understands the construction contract plans and specifications.
- Reviews drawings as design reviewers and changes to contract documents.
- Assists the government in providing direction and control of design and construction phase activities.
- Manages the inspections of physical work performance and installations of materials/components.
- Ensures quality and safety standards are met.
- Prepares IGEs and reviews schedules.
- Reviews pay applications.
- Develop and controls budgets and funding strategies.
- Maintains effective communication with project stakeholders and facilitates meetings.
Required Education, Knowledge and Skills:
- Education and/or professional qualifications in construction management or paving and construction practices; minimum 5 years of experience with the three phases of onsite control.
- Knowledge of and experience with construction practices directly related to Bridge Preservation Projects including, but not limited to traffic management, spall repair, crack sealing, bridge joint repair/replacement, scupper drainage repair, bearing restoration, guardrail repair, asphalt patching, microsurfacing, fatigue crack mitigations, and scour countermeasures.
- Experience with on-site field sampling and testing.
- Knowledgeable in paving, concrete, and transportation construction practices, including applicable industry standards, regulations and codes.
- Basic knowledge of building science fundamentals.
- Ability to communicate effective both orally and in writing.
- Experience in preparing correspondence, written reports, and briefing clients and management personnel.
- Knowledge of local and codes.
- Knowledge of construction means and methods.
- Ability to perform and evaluate engineering economic analyses, evaluate proper systems to meet scope requirements, and verify the adequacy of all building systems.
- Ability to interpret Architectural/Engineering plans and specifications.
- Familiarity with modern construction products (quality, uses, and applications).
- Familiarity with federal and local government office building projects.
- Knowledge of commonly utilized construction management software (Kahua, Microsoft Project, Word, Excel, Primavera, etc).

Working Conditions and Physical Demands:
This position requires both office and field work, exposing the employee to various weather conditions and construction site hazards. The ability to lift up to 25 pounds and wear personal protective equipment is essential. Frequent travel to the job site(s) is also required.

Position Summary:
The Construction Management Representative (CMR) will provide full-scope on-site support for the Park Service’s Hampton Historic Site project, overseeing the rehabilitation of historic structures. This position is responsible for monitoring contractor performance, ensuring conformance with federal construction standards, and supporting scope, cost, and schedule integrity throughout the project lifecycle. The CMR will coordinate closely with the Denver Service Center (DSC), federal technical leads, and contractor teams to document progress, manage project documentation, and support contract oversight in alignment with historic preservation and safety requirements.
Essential Job Functions
- Conduct daily on-site observation and documentation of construction progress, safety compliance, and contract conformance.
- Review and verify contractor submittals, RFIs, schedules, payrolls, and payment applications for accuracy and completeness.
- Coordinate and facilitate weekly progress meetings, inspections, and technical discussions with government stakeholders.
- Support development of independent government estimates (IGEs), scope documents, and proposal analyses in accordance with FAR Part 15.
- Evaluate contractor schedule updates and time impact analyses to identify delays or discrepancies.
- Document field conditions, safety concerns, and construction activities through photographs and written reports.
- Assist with project closeout activities, including inspection tracking, deficiency resolution, and O&M documentation review.
- Maintain all contract-related records and communications in the designated construction management software system.
Required Qualifications:
- Minimum 10 years of relevant experience providing on-site construction management services for federal or large-scale building projects.
- Completion of OSHA 30-hour construction safety training.
- Demonstrated ability to interpret construction drawings and specifications, as well as assess contractor compliance.
- Proficiency in Microsoft Office Suite (Word, Excel, Project), Adobe PDF, and virtual meeting platforms such as Microsoft Teams.
- Strong written and verbal communication skills, including experience documenting field observations and technical discussions.
Qualifications:

Physical Requirements:
This job requires regular presence at an active construction site and involves both office-based and field-based responsibilities. JMT's Facilities-CM team is seeking a Construction Management Representative (CMR) to be responsible for managing one or more of the following possible construction projects to include, but not limited to: building demolition, site restoration, building rehabilitation and/or new construction, utility work, paving, and waterfront construction. Candidate must be willing to travel to remote locations and work away from home for extended periods of time. A monthly allowance for living expenses (lodging, food, travel, etc.) will be included.
The successful CMR candidate shall be knowledgeable in construction practices including applicable building codes, applicable safety regulations (must have a minimum of Occupational Safety and Health Administration (OSHA) 30-hour construction safety training), cost breakdown estimating and negotiating, and technical writing. What we’re looking for
• Industry related degree and 7+ years of commensurate experience in commercial construction.

Project/Position Overview:
This project will rehabilitate and stabilize the marina waterfront system at Little Sand Bay and Devils Island with reconstruction of a historical boathouse on Devils Island. Demolition included for this work at Little Sand Bay Marina includes removal of finger piers, timber piles, framing and deck along the south, west, and north docks and internal boat docks. Breakwater demolition includes removals of stone on the west and north breakwater and crib and rock removal on the west breakwater to the elevation specified on the project plans. Steel sheet pile removal is needed along a portion of the west breakwater and along the north dock breakwater. Demolition included at Devils Island marina includes removals of the damaged west side wall, debris on the west side, west submerged crib dock structure, west dock, submerged west dock, submerged east crib, and east dock prior to construction of the new structures.
Responsibilities and Duties:- Provide technical assistance and support to CO during construction.
- Read, interpret and understand the construction contract plans and specifications.
- Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site.
- Document issues encountered and problems experienced with the construction contractor.
- Review contractor's baseline and progress schedules.
- Draft project related correspondence for NPS to review.
- Understand and document inspections during and post construction as well as mock-up inspections.
- Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards.
- Organize, facilitate and document preparatory, initial and follow-up inspections for the work tasks that warrant the 3-phase inspection.
- Deliver reports, reviews, evaluations, design work, etc. to CO.
- Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up.
- Bachelor’s degree in Engineering, Construction Technology, Construction Management or other related field from an ABET accredited engineering college or university.
- 5+ years related Construction Management Experience.
- Ability to provide descriptions of recent, relevant experience on projects involving similar scopes of work.
- Minimum of OSHA 30-hour construction safety training preferred.
- Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
- Ability to evaluate payment requests.
- Ability to read and interpret plans, schedules, and other specifications.
- Written and verbal communication, problem-solving, and conflict resolution skills.
- Knowledge of software including MS Teams, MS Word, MS Excel, Adobe Acrobat, ProjectTeam, Primavera, MS Project, and any other software programs typically utilized.
- Ability to maintain a valid driver's license.
- Ability to communicate effectively with a diverse range of individuals.
