**About the Role:**

Astrion has an exciting opportunity for a Software Engineer, Journeyman supporting the Fixed Wing Branch HC/MC-130 Recapitalization Program. This is an ACAT IC program designed to replace the aging fleet of Air Combat Command (ACC) HC-130P/N aircraft and Air Force (AF) Special Operations Command (AFSOC) MC-130E/H/P.
ResponsibilitiesDuties include, but not limited to:
- Support the Government software development activities required for defining, developing, testing, and fielding Operational Flight Program (OFP) upgrades to include requirements analysis, design, coding, testing, and documenting specified changes for the OFP software during Engineering and Manufacturing Development (EMD), Full Rate Production, and Post Deployment phases.
- Ensure the management of total software development efforts of the program's OEM, including subcontractors. This includes the program's OEM development, implementation, and maintenance of software as documented in their Software Development Plan. This will include, but not limited to, platforms, support equipment, training systems, and mission planning systems.
- Support software safety analysis shall assess new and modified functionality of all systems and all functionality of the systems whose functional criticality identified as flight critical, flight essential, or safety critical.

The Journeyman Cybersecurity Engineer will be a key member of a team performing Foreign Military Sales (FMS) Equipment and Software Cybersecurity Systems Engineering along with key functions supporting the Risk Management Framework (RMF) Assessment and Authorization (A&A) process for tactical systems.
The candidate will have the following responsibilities:

Provide accurate technical evaluations of the FMS equipment, software applications, full system, or network and documenting the security posture, capabilities, and vulnerabilities against applicable NIST controls.

Selecting and implementing security controls, timely completion of accreditation packages, formulating and implementing mitigations and maintaining the security posture of systems.

Identify, assess and mitigate system security threats/risks throughout a system’s lifecycle, validate system security requirements, formulate and maintain documentation and system certification and accreditation activities (planning, testing, assessing and coordinating).

Responsible for leading cybersecurity process/tool improvements.

Monitoring and evaluating a system's compliance with Department of Defense (DoD) security, resilience, and dependability requirements including performing validation steps, comparing actual results with expected results and analyze the differences to identify impact and risks at the software application, system, and network levels.

Work with team to provide solutions and to ensure continued functionality of systems within DoD RMF Framework

Required Experience:

Degree: Bachelor’s Degree (Information Technology or Cybersecurity) with 3 to 10 years of experience.

Experience with implementing and evaluating DoD STIG requirements, NIST RMF, IAVMs and Cybersecurity assessment tools (ACAS, Nessus, SCC, STIG Viewer)

Knowledge of the Risk Management Framework (RMF) process and NIST security controls.

Security Control Assessor-Validator (SCA-V) experience.

Experience with Confluence and Jira.

Knowledge of information system architecture and standards as they apply to cyber security

The Opportunity:
The Department of Defense (DoD) is implementing a strategic shift toward fully integrated, multidomain operations (MDO) to maintain decision superiority, operational agility, and technological overmatch in contested environments. To this end, the Collaborative Operations for Battlespace Resilient Architecture (COBRA) contract seeks to advance technologies and modernize capabilities to achieve multi-domain battlespace integration. COBRA provides a broad range of services for the advancement of integrated communications, networking, and SoS technologies within the DoD and its interagency mission partner.
One of the programs supported by COBRA is the U.S. Marine Corps Executive Communications Program and Senior Leader Communications System (HQMC Comms). HQMC Comms is the technical executive arm of the Presidential Policy Directive 40 requirements supporting Marine Corps and Naval Senior Leaders. This work and associated efforts facilitate capabilities that keep those designated individuals engaged with C5ISR capabilities to keep the nation ready for the next challenge.
CACI is seeking a Network Engineer to manage, operate, and maintain the HQMC Comms systems in the Washington DC National Capital Region's physical networks including, but not limited to, Non-Secure Internet Protocol Network (NIPRNET), Secure Internet Protocol Network (SIPRNET), Joint Worldwide Intelligence Communications System (JWICS), commercial Internet Service Providers (ISP), secure and non-secure telephone systems, secure and non-secure Video Teleconferencing (VTC) systems, commercial and military satellite communications (SATCOM) systems, and the badge access system supporting Marine Corps and Naval Senior Leaders.
This position is contingent upon contract award of the COBRA contract.
Responsibilities:

Implement network upgrades, system software patching, and security compliance in accordance with Maintenance Task Orders, Information Assurance Vulnerability Management, USCYBERCOM directives and the Department of Defense Cyber Defense Command (DCDC), and WPC policies.

Perform field engineering activities in accordance with project or exercise plans and designs provided by SC, including but not limited to: Operate and maintain all WPC exercise networks and permanent party networks and systems.

Perform activities such as network monitoring (using available network monitoring tools), providing operating system and other software upgrades for network devices, and performing preventative and corrective maintenance on selected network equipment.
-
Configure all switches and routers into nodes for monitoring and troubleshooting.
-
Perform IP packet captures and analysis of network traffic during exercises.
-
Perform system configuration and start up configuration backups of all network equipment.
-
Push out network-wide switch configuration changes.
-
Perform network vulnerability scans. Compile and run compliance policy reports.

Configure switches to direct all network traffic data to be captured in Net Flow.

Perform daily network checks of key network switches and routers to include: physical equipment checks; configuration and installation of switches and routers on all networks in their proper rack location; proper labeling of all network equipment for easy identification and troubleshooting; inventory of switches and routers with Cisco Smartnet; keeping switches and routers up-to-date with latest IOS software to prevent vulnerabilities; troubleshooting all network equipment when connectivity is lost or not operating at full capacity; ensuring all aspects of switch capabilities are configured and operational (e.g., Multicast, Virtual Local Area Networks, Secure Shell); and configuration of all switches on all networks for uniformity and strong passwords.

Maintain all fiber and copper cables in a uniform manner, including: labeling cable for identification and troubleshooting; running fiber between buildings to establish network connectivity for all devices on all networks; installing, maintaining, and repairing fiber patches and panels; troubleshooting fiber when network connectivity is lost, intermittent, or not optimal; terminating network cables used at all layers on all networks; and maintaining and installing network infrastructure for exercise and permanent party on all networks.

Maintain a central management point of control for troubleshooting and monitoring encryption devices; maintain cut sheets with TACLANE configurations for troubleshooting; manage, maintain and operate all encryption devices on all networks; serve as a Local Element (LE) to support Electronic Key Management System (EKMS) Manager to ensure all encryption keys are properly maintained, updated and disposed of in accordance with Communications Security requirements; and troubleshoot encryption devices when network connectivity is lost or when physical layer is not present.

Prepare networks for exercises, including but not limited to: adding routes to and from participating partners on corresponding networks; testing networks and network capabilities prior to start of an event; performing data captures of network traffic flow for participants; and ensuring capability and data integrity exists for multiple simultaneous events.

Configure and administer network devices; install, maintain and operate VTC Systems; install, maintain and operate audio/visual (A/V) requirements for exercise participants; troubleshoot A/V and VTC Systems; and optimize all A/V Systems in accordance with DISA and Joint Interoperability Test Command policies and procedures.

Maintain firewall and Intrusion Detection Systems. Configure and implement approved PPS rules to support events and exercises. Monitor and troubleshoot applicable firewall rules to facilitate successful event execution.

Coordinate with event planners, network management personnel, and end users to ensure firewall rules are functioning properly. Install and update system configurations based on applicable DoD, DISA (including STIG), and USMC security guidelines.
Travel Flexibility:
The selected candidate will be required to perform work at various locations, including Quantico, Pentagon, and Washington Naval Yard. The role demands flexibility and the ability to travel between these sites as needed to fulfill job responsibilities effectively.
