**Job Title** : **Environmental, Safety and Occupational Health (ESOH) Manager**
**Job Summary:** EMCOR Government Services is seeking an **Environmental, Safety and Occupational Health (ESOH) Manager** to lead and manage our ESOH activities supporting a major customer in the intelligence community located in **Springfield, Virginia.** The ESOH Manager is a key member of a team of dedicated and talented professionals in delivering a wide range of base operations support services - such as installation and facility operations, maintenance and repair; workforce and security support; logistics support; and, project management, as well as others - for a 2.5 million square foo state of the art headquarters building, adjacent customer buildings and over 100 small satellite sites located located throughout the Washington National Capitol Region (NCR).

**Essential Duties and Responsibilities include:**
+ The principal manager responsible for the overall management of all environmental, safety, and occupational health activities and responsibilities - and their compliance - in delivering a wide range of Base Operations Services (BOS) support services
+ Per client direction and in coordination with EGS headquarters, develops, delivers, and maintains required OSHA written management processes to include record keeping requirements per local, state and federal regulations.
+ Develops and conducts safety processes and training which provide ongoing safety awareness, emergency response (e.g. tornado and fire response) and safety orientation for new employees.
+ Schedules/coordinates/follows-up and provides guidance on all regularly scheduled safety meetings and any associated safety issues.
+ Per client direction and in coordination with EGS headquarters, develops and conducts, new Supervisor Orientation Program on Accident Reporting, Accident Investigation, federal/state/local/company policies on Safety Records/Documentation, and Safety Inspections.
+ Audits and monitors all work areas for safety hazards and OSHA compliance.
+ Per client direction and in coordination with EGS headquarters, develops and implements project-level environmental policies in accordance with all existing and new State/EPA Laws and Regulations.
+ Conducts and administers contract activities related to NGA permits and programs pertaining to federal/state/local regulations or permits.
+ Recommends the purchase of all safety equipment.
+ Assesses, develops and implements environmental health and safety programs currently in place to ensure continuity and improvement.
+ Establishes and maintains an effective relationship with the customer to achieve a mutually beneficial business relationship.
+ Ensures legal obligations are followed and ensures compliance with regulatory bodies and with environmental, health and safety guidelines.
+ Keeps accurate documentation and when necessary, performs analysis of activities and processes to improve contract performance.
+ Pro-actively seeks feedback from clients, attends meetings, submits reports, and assists both internal and external auditors and inspectors.
**Security Clearance Requirement: This position requires an Active Top Secret/Sensitive Compartmented Information (TS/SCI) Clearance**
**Qualifications:**
+ Professional certification in one or more fields of Industrial Hygiene, Safety or Environmental Engineering is required (e.g. for Industrial Hygiene - Certified Industrial Hygienist (CIH); for Safety - Certified Safety Professional (CSP); and/or for Environmental Engineering - Professional Engineer (PE)).
+ A minimum of **10** years of experience in the development and application of ESOH principles; at least **3** years managing an ESOH program of similar size, scope and complexity
+ Demonstrated knowledge of ESOH guidelines (e.g. 29 CFR 1910, 29 CFR 1926, etc.) and experience with ESOH operations in U.S. Government facilities.
+ Demonstrated knowledge and experience in the development, maintenance and reporting of ESOH metrics.
+ Highly developed leadership, management, supervisory, interpersonal, analytical and communication (oral and written) skills.
+ Demonstrated ability to lead in a diverse and dynamic environment with short-notice tastings and under high-pressure situations.
+ Demonstrated personnel management experience with both organic and subcontractor staff.
+ A bachelor's degree from an accredited university in Environmental Science, Health, Safety, Engineering (Civil, Environmental), or another related field is desired.

**Position Purpose:**
The primary purpose of this **Occupational Safety Specialist** position is to work toward the mission of the WaNPRC to empower the delivery of leading-edge scientific discoveries to improve human health while promoting the highest standards of care, health, well-being and conservation for primates around the world.
Under co-direction of the Director and the Associate Director for Animal Resources, this Occupational Safety Specialist (Program Operations Specialist (E S 9)) position provides occupational health and biosafety support to personnel working at the Washington National Primate Research Center (WaNPRC) and its two locations, Seattle Washington and Mesa Arizona.
**Position Complexities:**
This position serves as a leader in providing up-to-date information on how staff can protect themselves against injury and exposure to hazardous materials so that research with nonhuman primates (NHPs) can be conducted in a safe manner. The position requires strong teamwork and communication skills as interactions with diverse investigative groups, other WaNPRC staff and University of Washington Environmental Health and Safety Department and the Office of Animal Welfare will be frequent. The successful applicant will collaborate with WaNPRC management to implement changes in policy and practices to reduce potential injuries to employees or animals at WaNPRC.
**Position Dimensions:**
This position supports the objective of ensuring the health and safety of all approximately 170 WaNPRC employees.
**Position Responsibilities:**
**Environmental Health and Safety Program Implementation, Coordination, and Compliance Monitoring (30%):**
- Keep up to date on the UW Environmental Health and Safety Department (EH&S) requirements and recommendations in all areas including biological, chemical, and radiological safety, industrial hygiene including respiratory protection, occupational health, fire and life safety, and physical safety.
- Coordinate with relevant supervisors and staff on implementing recommendations and requirements.
- Identify opportunities for organization-wide changes or improvements to practices, infrastructure, or other program elements with the aim of minimizing exposure to workplace hazards and strengthening the overall safety climate of the center.
- Engage leadership in facilitating systemic changes.
- Communicate results of hazard assessments and exposure monitoring to Training and Orientation Coordinator and assist in developing appropriate and responsive training programs.
- Develop a schedule and assure routine safety equipment and internal facility audits are completed as scheduled and collaborate with EH&S to schedule formal audits.
- Work collaboratively with Training and Orientation Coordinator to develop and deliver a safety training program for supervisors. As part of this training provide supervisors with methods of documenting and tracking safety checks.
- Serve as a resource on health and safety issues. Keep current on occupational health and safety issues in the care and use of nonhuman primates and in the area of research safety practices, particularly biosafety. Use inspections and interview techniques as necessary to review issues of non-compliance and make recommendations to management in this area.
- Implement and monitor the Hazardous Chemicals Program for designated personnel, including required documentation, reports and recommendations.
- Ensure laboratories or other required staff are aware of hazardous waste disposal procedures and that they are followed.
**Occupational Health Program Implementation, Coordination, and Compliance Monitoring (35%):**
- Continually audit the effectiveness of the follow-up to potential exposures at both sites of WaNPRC to infectious agents, injuries, or near misses and coordinate follow up and documentation as per requirements. This includes maintaining the WaNPRC NHP exposure log as required, working directly with UW Employee Health Center staff, developing methods to evaluate injury trend data, and making recommendations to the UW Group 1 Health and Safety Committee as appropriate and needed. Collaborate with EH&S staff in conducting market research for new and improved safety related items or equipment and implement these solutions by trial-based method to determine their effectiveness in the reduction or mitigation of workplace hazards.
- Coordinate with (EH&S) to assure that UW occupational health recommendations and requirements are implemented programmatically at the WaNPRC. This includes assisting EH&S staff in individualized health-based risk assessments as well as coordinating annual visits to the WaNPRC by clinic staff and facilitating necessary medical screenings, surveillance, and testing.
- Provide ongoing program development and oversee effective database documentation necessary for occupational health programs. In coordination with EH&S, track and analyze incident trends and work to implement and monitor prevention efforts
- Compliance monitoring for occupational health requirements mandated by facility or protocol specifications. Work with Employee Health Center to do so.
- Conduct root cause injury and incident investigations, recommend corrective actions and work with WANPRC leadership to support and ensure implementation.

- Work with fiscal staff to manage the occupational health budget, ensuring funds are adequately allocated for all occupational health and safety related concerns.
**Training (20%):**
- Develop specialized training programs for WaNPRC as requested with special emphasis in the area of biosafety including bloodborne pathogens and biosafety orientation.
- Identify any areas of concern regarding safety that may require training and work with EH&S/OAW to develop and implement training.
- Work collaboratively with the Training and Orientation Coordinator and UW EH&S to develop the content and delivery of health and safety training.
- Work with EH&S on administering the Respiratory Protection program at the WaNPRC.
**Security (5%):**
- Issue and track facility access in Seattle WA and Mesa AZ sites coordinating with appropriate staff members.
- Work with Building Management to obtain, issue, and manage keycard access.
**Emergency Response and Operations (10%):**
- Perform the duties required of Essential Personnel members in the event of an emergency.
- Stay current on all required training.
- Perform other duties as assigned.
- Serve as fire safety director for I wing of the Health Sciences Building and lead fire safety director for the WaNPRC.
- Review and update all response plans and standard operating procedures annually, or as needed and ensure staff familiarity with and understand plans and procedures.
- Maintain all required fire permits and ensure they are renewed as needed. Coordinate request and approval of all evacuation exemptions and ensure they are maintained and renewed.
- Assist Training and Orientation Coordinator in the recruitment of floor wardens and first aiders and serve as lead for ordering supplies for emergency response.
- Provide training to all assigned fire aiders from each wing within the Primate center, ensuring they are informed of and capable of carrying out their duties.
**Qualifications:**
Bachelor's Degree in science with major study in industrial hygiene, environmental, public health or occupational health and safety, microbiology or related field and four years of work experience in Occupational Health and Safety or equivalent combination of education/experience.
Minimum of four (4) years' experience required.
Equivalent experience can substitute for degree requirement.
**Required Experience:**
- Experience with health and safety program development and implementation.
- Ability to work effectively and with sensitivity and discretion in animal model research setting.
- Excellent written and oral communication skills.
- Ability to work well independently and in collaboration with a diverse staff and with research investigators.

**Working Environmental Conditions:**
Due to the nature of this professional position and the complexities inherent in an academic, multi-site environment, a typical week may exceed 40 hours depending on current priorities and activities.
This position may be required to work with and take specific precautions against and/or be immunized against potentially infectious agents. Specific precautions may include wearing respirators and/or protective clothing. Employee is personally responsible for following health & safety and security policies/procedures and staying current on all required training. Bloodborne pathogen training and compliance with all WaNPRC and UW security policies is also mandatory. The ability to work in an ABSL 2 with 3 practices containment facility is required.
This is an essential position. The employee is expected to report to work under conditions that other employees are not required to report to work, such as inclement weather and UW campus suspended operations.
**Additional Position Information:**
Employment is contingent upon successful completion of health assessment at the UW's Employee Health Clinic. The health assessment may include but is not limited to tuberculosis clearance, measles clearance, immunizations such as tetanus and vaccinia, physical exam and/or review of work health history, x-rays, and/or assessment to wear positive or negative respiratory protective equipment. These health assessments will be repeated periodically during work assignment.
This position must develop a working knowledge of non-human primate behavior and health and disease.

The NISC IV program at Leidos is looking for an **Occupational Safety Health Analyst to work in Las Vegas, NV!**
**The selected candidate will** :
+ Take effective steps to ensure that workplace conditions comply with applicable federal and state **Occupational Safety and Health** standard provisions of any labor agreement, ensuring that all required records are prepared and maintained.
+ Participates in Occupational Safety and Health Administration (OSHA) inspections and in any procedures that may follow a citation.
+ Investigates, prepares, and forwards as required.
+ Reports on injuries and fatalities.
+ Conducts safe work procedures training courses.
**Primary Responsibilities:**
+ This position will support the Federal Aviation Administration (FAA), Air Traffic Organization (ATO), Western Service Area (WSA) Environmental, Occupational Safety & Health (EOSH) Program and assist the District Safety and Environmental Compliance Managers (SECMs) for the Los Angeles (LAX) District/Las Vegas Group.
+ The candidate will support the customer's Asbestos, Lead, Environmental Compliance, OSH Compliance, Confined Space, Fall Protection, Safety Training, Drinking Water, Indoor Air Quality (IAQ), and Pandemic programs.
+ The candidate will participate in EOSH investigations related to potential accidental releases, mishaps, and employee complaints, as requested by the Safety & Environmental Compliance Manager (SECM).
**Travel:** up to 50% estimate.
**Must be able to work onsite in Las Vegas, NV.**
**Required Qualifications:**
+ Bachelors degree with 4+ years of relevant work experience **OR** Masters with 2+ years of relevant work experience. Additional years of relevant work experience may be accepted/considered in lieu of degree.
+ Working knowledge and proficiency utilizing Microsoft Office applications to include: MS Word, MS Excel, MS Office and MS PowerPoint.
+ The position requires the candidate to travel approximately 25% - 50% in support of Las Vegas and/or Los Angeles (LAX) District.
+ Ability to obtain a Public Trust Security Clearance Suitability (To be eligible for Public Trust Security Clearance, one **must** be either a U.S. Citizen OR a U.S. Permanent Resident/Green Card holder who has resided in the U.S.A for the **past 3 years of the past 5 years consecutively** with no breaks).
**Preferred Qualifications:**
+ Certified Industrial Hygienist (CIH), Certified Safety Professional (CSP), **OR** Associated Safety Professional is highly desired.
+ Certified in any of the following areas is a plus: Asbestos Hazard Emergency Response Act (AHERA) Asbestos Contractor/ Supervisor; AHERA Asbestos Building Inspector; Certified Lead Professional; Lead Inspector/ Risk Assessor; and Hazardous Waste Operations and Emergency Response (HAZWOPER).
+ Able to be fit-tested and wear respirator, and be enrolled in Respiratory Protection Program (if hired).
+ Able to meet all requirements necessary to climb structures and oversee Fall Protection Program.
+ Confined Space assessment experience, program administration experience; Forklift Operator, Forklift Instructor; Aerial Lift Operator, and Aerial Lift Instructor Experience, are desired.
+ Highly developed presentation skills, comfortable conducting training classes, self-motivated and proactive team player, and excellent written and oral communication skills.

To ensure a safe manufacturing environment, our Occupational Health and Safety Engineering team plays a crucial role in hazard prevention, conducting safety audits, providing training, and implementing risk mitigation strategies.

The person selected for the Powertrain and Battery Manufacturing Engineering (PTME/BME) Safety Engineer position will need to have the following qualifications at a minimum with the understanding the job responsibilities can change.
**What you'll do.**
- Perform tooling/machine and facility safety design reviews and buy offs for launches.
- Review/lead cross functional teams to perform risk assessments.
- Work with vendors/contractors on; Risk Assessment, Pre-Task Analysis (PTA), Workstation Readiness, Energy Control and Power Lockout (ECPL) Placarding reviews, etc.
- Communicate safety lessons learned between Manufacturing Engineering, Plant Safety and submit these into standards and specifications for application into new programs.
- Interpret, clarify and communicate requirements of international standards.
- Represent PTME/BME in a variety of safety forums as needed including construction safety council, manufacturing safety council, engineering alignment meetings, joint communication meetings with the UAW National Ford Department.
- Subject matter expert for machine guarding and control systems to meet regulatory and Ford Machine Guarding Standards.
- Complete plant floor buy-offs utilizing the Ford progressive tagging system (PROTAG).
- Work with PTME/BME Engineers and Plant safety to ensure the PTME/BME Organization and Tooling vendors are following the Safety Buyoff Procedure.
- Follow procedures set out in the Ford Global Standards, conduct design reviews and sign-off material handling equipment for safety and ergonomics.
- Engage and communicate the proactive safety process to the PTME/BME engineering community.
- Drive construction safety processes during all PTME/BME launches.
- Use of the tools governed by the Manufacturing Engineering safety procedures and standards, including but not limited to; Risk Assessment, Pre-Task Analysis, Workstation Readiness and ECPL Placarding.
- Support PTME/BME Safety team in global safety process, training, development and administration.
- Assist/Lead program safety launches including demo, construction and commissioning.
- Conduct 100% design and build reviews and sign off per the Ford safety and engineering standards.
- Engage and communicate the proactive safety process to the PTME/BME engineering community.
- Support PTME/BME functional areas with safety issues when they come up at plants that may not be launch related.
- Work with contractors to help teach & coach during launch activities.
- Participate in standard reviews and be able to find standards and communicate them to the customer to solve problems
- Work with PTME/BME Controls teams to ensure compliance to company standards.
- Flexible for travel to local or out of state and out of state/country up to 30% of the time
