The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Director's Office. The Director's Office provides DCBS with overall leadership. The director and deputy director provide general supervision over DCBS programs and divisions, as well as policy direction for the department. Included in the Director's Office are: Legislative Director, External Affairs Director, Organizational Culture & Employee Engagement Director, Internal Auditor, Office of Equity, Communications Services Section, Employee Services Section, Ombuds Office for Oregon Workers, and Small Business Ombudsman.
This is a management service position and is not represented by a union.

As the Training Specialist, you will serve as the primary agency training specialist. You will plan, design, deliver, and evaluate innovative training strategies that effectively improve individual and organizational performance, and also develop and maintain the appropriate level of educational resources necessary to carry out agency responsibilities.

Minimum Qualifications:
- Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment
- Five years of work experience designing, planning, and implementing organizational development strategies
Requested Skills:
- Proven experience in development or refreshing of learning content for employers to deliver to staff
- Experience with successful delivery of training to managers; leadership training for staff development; train the trainer; etc.
- Expertise in workforce training performance measurement analytics through an HR Information System (such as Workday)
- Providing timely data to monitor progress of agency employees training objectives in accordance with DAS standardization reporting requirements
- Working proficiency using researched based assessment tools (Craybill Conflict Management, MBTI, DiSC, etc.)

- Design professional development programs and oversee their design and delivery
- Identify important learning priorities, skill gaps, and areas of improvement to design engaging and effective learning programs for employees at all levels within the organization
- Manage the budget for learning and development programs, ensuring cost-effectiveness and efficient resource allocation
- Develop high-quality innovative leadership development solutions, incorporating a blended approach to delivery
- Create and implement the career path matrix for our entire organization
- Track and measure the effectiveness of learning and development programs and make updates to curriculum and/or programs as necessary

As a Ketryx Learning & Development Manager, you will build and lead our product training and employee onboarding programs as we scale our fast-growing SaaS startup in the MedTech space. You'll have the autonomy and resources to create impactful learning experiences that drive product adoption and customer success. We offer the opportunity to establish product training best practices from the ground up as we continue to expand our operations in the Boston office, overseeing all aspects of product learning for both internal teams and external customers.

This position will be based in our Boston, MA office. Responsibilities:- Design and implement comprehensive learning strategies that align with Ketryx's business objectives and support our rapid scaling from startup to enterprise
- Create and manage a comprehensive Product Training University featuring multiple learning tracks for internal teams, customers, and partners
- Conduct training needs analyses (TNA) across departments to identify skill gaps and development opportunities for technical, sales, customer success, and support teams
- Build and manage our learning infrastructure including LMS selection, implementation, and optimization for remote and hybrid work environments
- Create and deploy onboarding programs that efficiently integrate new hires into our healthcare technology domain, company culture, and role-specific competencies
- Develop technical and compliance training programs specific to medical software development, including FDA regulations, quality management, and security protocols
- Partner with department heads to create role-specific development paths for engineering, sales, customer success, marketing, and operational teams
- Establish measurement frameworks to track training effectiveness, employee engagement, and ROI on learning investments
- Support L&D budgets and vendor relationships including negotiations with external training providers, content creators, and technology platforms
- Lead cross-functional training initiatives such as leadership development, communication skills, and collaborative work practices essential for SaaS growth
- Create internal knowledge sharing systems to capture and distribute institutional knowledge as we scale rapidly
- 5+ years of L&D experience with at least 2 years in fast-paced technology or SaaS environments
- Proven track record designing and implementing learning programs that scale with business growth
- Experience with learning management systems (LMS) and e-learning content creation tools
- Strong analytical skills for conducting training needs assessments and measuring program effectiveness
- Demonstrated project management abilities including budget management and vendor coordination
- Excellent communication and presentation skills with ability to engage learners at all organizational levels
- Understanding of adult learning principles and various training methodologies (blended learning, microlearning, social learning)
