The Curriculum Design & People Development Supervisor, together with the Crew Scheduling Supervisors and Management Team, designs enterprise learning for and aids in the professional growth of Crew Schedulers, Coordinators, and Supervisors using adult learning and leadership concepts as well as operational and educational tools.
  • Bolster the success and cross-utilization of our people by developing individualized training plans, materials, and workshops.
  • Develop curricula and enterprise learning through specialized e-learning software.
  • Aid in the transition from Sabre CrewTrac to Airbus' NavBlue by assisting the Project Team with development of innovative educational materials and instructor-led training.
  • Use instructional design techniques to create rich media experiences to reinforce material used in SOC daily transactions.
  • Create and update Job Aids and the Crew Scheduling Department's operational policies in Knowledge Hub, our department SharePoint wiki.
  • Create realistic learning immersion simulators for Crew Schedulers, Coordinators, and Supervisors so they may experience complex operational situations in a controlled environment.
  • Work with the Flight Information Coordinators and Dispatch to Investigate SOC Scheduling Delays/identify and develop training to mitigate habits/common errors that lead to controllable delays.
  • Maintain contact and create collaborations with Flight Operations, Inflight and Crew Pay and use feedback to streamline communications and processes.
  • Audit Crew Scheduling & Support phone calls to identify areas for process improvement.
  • Assist the Crew Scheduling Training Supervisor with onboarding of new hire candidates.
  • Identify and develop members of the scheduling team for future training opportunities.
  • Assist Crew Scheduling Managers as a secondary FAA and other government contact for internal and FAA audits, and emergency response.
  • Collaborate with AO-IT and the IT Service Center to provide solutions to common Crew Scheduling technical difficulties with SOC applications.
  • Maintain user log-on information for crew scheduling, airline reservation systems and operational tools and grant access according to Training policy and corporate procedures.
  • Assist with interviewing prospective Crew Scheduling candidates.
  • Other duties as assigned by Crew Scheduling Leadership
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

EDUCATION and/or EXPERIENCE.
  • High School Diploma or GED equivalent.
  • 1 year of Crew Scheduling experience.
  • Comprehensive knowledge of FAR 117 and FAR 121

The Veteran Affairs Transition Assistance Program (VA TAP) supports Service members and Veterans as they transition from military to civilian life. Through a structured curriculum and personalized support, VA TAP delivers education and career guidance, benefits briefings, and resources to promote post-service success.
The Project Manager - Curriculum Design and Development Lead oversees the strategic planning, design, and continuous improvement of the VA TAP curriculum. This includes aligning all content to VA directives, ensuring Section 508 compliance, and coordinating across internal and Government stakeholders to ensure that all educational materials meet evolving program standards and audience needs. This role is responsible for guiding instructional design teams, integrating participant feedback, and maintaining curriculum version control across delivery platforms.
Essential Duties and Responsibilities
+ Lead all aspects of curriculum design, revision, and publication in alignment with VA TAP program goals
+ Supervise instructional designers, editors, and content reviewers
+ Coordinate curriculum development timelines and ensure content aligns with VA policies and transition priorities
+ Oversee Section 508 accessibility compliance and coordinate remediation efforts as needed
+ Establish and manage curriculum review boards, including VA and interagency participants
+ Ensure consistent formatting, voice, and branding across all TAP materials
+ Collect and incorporate feedback from facilitators, participants, and VA stakeholders to refine curriculum
+ Track curriculum versions, approvals, and distribution through internal control systems
+ Collaborate with training, quality, and delivery teams to support program fidelity

Required Qualifications

+ 5+ years of experience in curriculum development or education program management

+ Knowledge of accessibility standards including Section 508 compliance
+ Strong project management, content development, and team supervision skills
+ Proficiency in Microsoft Office, Adobe Acrobat, and project management tools.

The program also measures whether cities are publicly and transparently communicating about their use of data and evidence. By aspiring toward Certification and implementing the best practices outlined in the program's criteria, cities across the country are more effectively delivering results for residents. What Works Cities Certification also serves as an international recognition program, which celebrates and accelerates the use of data and evidence in local governments by rewarding achievements and providing a clear path to excellence. Position Overview

This Associate Director role drives the design and quality assurance of the WWC curriculum, which underpins team technical assistance that helps cities advance in their adoption of evidence-based data policies and practices to deliver results for residents. This position entails both the development of content and topical technical assistance workshops, webinars, and other tools that tie directly to the WWC Standard of Excellence. This role will also take a proactive approach to ensuring a high-quality experience for city leaders through consistent quality assurance checks, surveys, and leveraging data from the WWC network to design programming and content that meet existing needs. The individual in this role will be WWC's "go-to" expert on adult learning in synchronous and asynchronous settings and for an international portfolio of cities and local government decision makers.

Travel up to 25% annually may be required.

This is a full time, exempt position, based in a home office anywhere within the U.S.

Position Reporting Relationship

This position will initially report to the Managing Director, WWC and ultimately to the head of the WWC City Experience team. This position will also work closely with colleagues within and across the WWC City Experience team and have at least one (1) direct report to support the various work streams.

Position Responsibilities

Curriculum Design and Development (60%)
  • Design & develop online Content (30%)
    • Lead WWC online Community of Practice platform content development (self-serve resources; webinars; etc)
    • In close consultation and with direct assistance from the City Experience team: develop content for WWC's Forum
    • Maintain a centralized online resource hub for WWC team, partners and city leaders
    • Lead the creation, vetting, translation, release, and maintenance of Self-Serve Resources available to the WWC network and directly work with City Experience team members on execution and implementation; liaising with the City Experience team and expert partners to source relevant content
      • Leading the curation of a resource knowledge hub
      • Ensuring high quality, timely deliverables that are inclusive of the WWC community; this includes leading an internal and external governance model with key stakeholders (WWC staff and external partners)
  • Develop Scope (30%)
    • Lead the design of high-engagement technical assistance (TA) offerings for adult learners across an international portfolio of cities encompassing synchronous & asynchronous learning opportunities such as:
      • City cohorts & peer learning groups (online forums; virtual learning environments)
      • Stand-alone resources/tools
    • Shape scope and sequencing of existing TA offerings based on current/emerging adult learning design principles, inclusive of an international portfolio of cities

    • Serve as the lead with a team of expert partners who deliver technical assistance workshops on behalf of WWC; this includes evaluating and managing existing partnerships to ensure content offering meets the needs of the WWC Standard of Excellence and identifying future SME (subject matter experts).
Content and Curriculum Quality Assurance (Execution) (40%)
  • External provider-partner management
    • Oversee and manage a portfolio of external provider partners to amplify City Experience team delivery model
      • Identify and cultivate relationships with a targeted set of international organizations with a proven track record of supporting data and evidence-based practices
      • Conduct necessary research and due diligence on prospective external provider partners
    • Oversee ongoing external partner management calls with an eye to ensuring strong QA execution against contracted SOW - deliverables.
    • Support the execution of a full lifecycle of external provider-partner contracts
      • Set initial and update scopes of work in alignment with RFA's contracting processes;
      • Manage contract negotiations where needed in alignment with WWC budgets
  • Lead Quality Assurance (QA) of WWC Curriculum content and Technical Assistance Offerings
    • Work closely with City Experience team to ensure all WWC curricular content (from self-serve online resources, to webinars, to peer share in-person visits) are high quality, inclusive, and relevant for city needs
    • Regularly survey and conduct quality checks of WWC curricular content, whether designed in-house or by external partners/consultants
    • Inform WWC's coaching methodology based on adult learning principles, trends, analysis and findings of cities across the full spectrum of the WWC network, cities seeking Certification, and Certified cities; coordinate with City Experience leads to provide and incorporate new resources into staff coaching practices.

  • 10+ years of relevant work experience and Bachelors degree
    • Strongly Preferred: 5-7 years work experience within city or local government
    • Prior experience supervising multiple FTE (full time staff)

  • Significant prior experience developing online, asynchronous learning content, particularly for adult professionals
    • Such as an EdD in adult learning or comparable work experience

Results for America offers a compensation package that includes:
  • A competitive base salary commensurate with relevant work experience; and

The salary range for this position is $14,365- 147,041.

New hires are typically brought into the organization at a salary between the range minimum and the salary range midpoint depending on qualifications, internal equity, and the budgeted amount for the role.

The Senior Learning Design Professional analyzes content, organizes content, designs solutions, and writes storyboards, scripts, performance support, mobile learning and manuals. Analyzes learning needs and partners with subject matter experts to provide input for course content. Writes effective learning objectives and coordinates performance assessments to measure training effectiveness. Ensures course materials are current and relevant to training needs. Tracks and analyzes the training programs effectiveness by examining learner's satisfaction levels, proficiency testing, and job performance improvement. Provides instruction and guidance to Facilitators. Knows how to use social media and collaborative tools to facilitate learning. Plans, organizes, and develops training curriculum, materials, job performance aids and programs to meet specific training needs. Uses consultative skills to commit projects and conduct needs analysis with clients to determine whether learning solutions are necessary or relevant. Begins to influence department's strategy. Makes decisions on moderately complex to complex issues regarding technical approach for project components, and work is performed without direction. Exercises considerable latitude in determining objectives and approaches to assignments.

**Required Qualifications**
+ Bachelor's degree
+ 5 or more years of experience designing and developing online and in-person training materials, including e-learning, multimedia content, instructor and participant guides, presentations, job aids and other collateral materials.
+ Proficiency utilizing technology to create effective learning materials, with proficiency in Articulate, Vyond and other authoring tools, Adobe multimedia digital and print media, AI tools, LMS platforms, and Microsoft 365 applications.
+ Strong learning consulting, project management, problem-solving, communication, and collaboration skills for managing processes and interacting with SMEs, stakeholders, and other partners.
+ Demonstrated ability to work cross functional and with various stakeholders and levels
+ Demonstrated team player and partner
**Preferred Qualifications**
+ Prior experience working in Leadership Development learning design, focusing on creating effective learning experiences that build leadership skills and capabilities.
+ Understanding of design principles, UX best practices, and storytelling to create clear, concise, and engaging content.

The compensation range below reflects a good faith estimate of starting base pay for full time (40 hours per week) employment at the time of posting. $71,100 - $97,800 per year
This job is eligible for a bonus incentive plan. This incentive opportunity is based upon company and/or individual performance.
