This advanced position requires either a bachelor's degree from an accredited institution with two to ten years of experience at the equivalent GS-12 or higher level, or an Associate's degree from an accredited institution with a minimum of twelve (12) years of experience at the equivalent GS-12 or higher level.
The Grants Management Specialist Level IV plays a crucial role in supporting the grants management process, assisting with posting grant applications, assembling documentation, preparing correspondence, and maintaining databases and records. With significant experience at the equivalent GS-12 or higher level, the successful candidate will contribute their expertise to ensure the efficient and effective grants management operations of Koniag Emerging Technologies LLC.
**Essential Functions, Responsibilities & Duties may include, but are not limited to:**
The Grants Management Specialist Level IV will be responsible for the following tasks:
+ Post requests for Grant Applications on Grants.Gov and retrieve applications.
+ Assemble and distribute applications to the evaluation panel.
+ Provide advice and assistance to INL program offices on drafting Requests for Grant Applications (RFAs) and justifications for non-competitive awards.
+ Assemble grant documentation, including completing the grant folder and all necessary documents therein.
+ Prepare correspondence, files, approvals, and other documentation in preparation of and relating to approved grants; aid in drafting regular foreign assistance reports.
+ Create Grant numbers and draft the DS-1909 - Federal Assistance Award form, award and bureau/post specifics, the Grants Officer Representative letter, and supporting negotiation memorandum.
+ Organize and maintain data information within the State Assistance Management System (SAMS) required for Department of State foreign assistance when this system is deployed to INL. File all documentation electronically and hard copy until SAMS is implemented in INL.
+ Upkeep the Grants Management Database; monitor and track the required program and financial reporting for grant and cooperative agreements.
+ Coordinate the official closeout of INL foreign assistance awards, in collaboration with Programs, Post, and other relevant offices.
+ Other duties as assigned.
**Education:**
+ A Bachelor's degree from an accredited institution and two to ten years of experience at the equivalent GS-12 or higher level; or an Associate's degree from an accredited institution and a minimum of twelve (12) years of experience at the equivalent GS-12 or higher level.
**Work Experience, Knowledge, Skills & Abilities:**
+ Proficient in Microsoft Office Suite.
+ Strong multi-tasking and organizational skills.

KEY RESPONSIBILITIES

Grant Prospecting and Writing

  • Collaborate with internal stakeholders to develop and submit high-quality, compelling grant applications, taking ownership of timelines, accuracy, and submissions.
  • Develop and maintain a centralized content bank of organizational information, narratives, and data to support efficient and consistent grant proposals.

Grant Compliance & Reporting

  • Oversee approved funding contracts/grant agreements to ensure that documentation and reporting requirements are met prior to due dates.
  • Prepare information and reports for internal and external stakeholders.
  • Collaborate across departments to design and lead the implementation of policies, procedures, and systems that align with community needs, funder requirements, and organizational goals.

Cross-Functional Collaboration

  • Engage in team, committee, and workgroup meetings through active participation or facilitation, as required.
  • Partner with UWSCMI team members to maintain a centralized tracking system of grant renewal dates, reporting dates, and grant application due dates.
  • Lead collaboration with Finance and Accounting to manage grant budgets and maintain documentation required for audits and financial reporting.
  • Serve as staff liaison for UWSCMI Fiscal Sponsorships as assigned.
  • Support Community Impact team in the management of UWSCMI grant processes as assigned.

Currently ProSidian Consulting seeks qualified professionals to staff multiple Grants Award Administration and Project Management roles on an as needed basis. Specific areas where Grants Award Administration expertise is required are as follows:

Grants Award Administration and Project Management Assistance:

  • Assist in the development and revisions of marketing materials (pamphlets, handouts) to be used by the Federal Agency Department senior leadership at Executive and Congressional briefings.
  • Provide subject matter expertise in regards to grant management and administration principles.
  • Assist with developing tracking tools and mechanisms to ensure that the Federal Agency Department is meeting specified goals and performance measures.
  • Draft standard operation procedures (SOP's) for review and approval by Government staff for all processes and activities being performed under Task 1, and update as needed.
  • Facilitate occasional meetings between the Federal Agency Department staff and external customers within the DC Metropolitan area.

In order to facilitate senior level meetings within the Federal Agency Department, the Grants Award Administration and Project Management Consultants should have great communication and presentation skills/experience, the ability to keep meetings within context and on schedule, as well as possess financial grants management subject matter expertise.

Grants Award Administration Systems and Business Support:

  • Provide Grants.gov posting and user support, which may include managing user accounts, posting solicitations, troubleshooting system issues, monitoring application submissions, providing technical assistance and training to HQ and Regional staff.
  • Assist with systems requirements, which may include documenting and tracking systems requirements, overseeing performance and User Acceptance Testing (UAT), tracking issues through resolution, and ensuring new systems meet all requirements of GPD and grantee user groups.
  • Assists with systems mapping: creating system maps as needed for the current suite of grants management systems.
  • Provide technical customer support for systems: providing grant management system end-user support.
  • Assist in the development and revisions of grant systems procedures and internal projects, as it relates to process improvement.
  • Draft system updates and communications for review and approval by Government staff prior to distribution through announcements and notifications.

In order to successfully deliver training for updates as well as technical assistance as it relates to their specific work streams the Grants Award Administration and Project Management Consultants should also possess good presentation and communication skills.

Training Support: Support The Clients Training Branch for the development and facilitation of grant management training for a wide range of stakeholders and provides internal professional development support to staff. Contractor support is required in the following areas:

  • Evaluate current training programs, design evaluation instruments, compile and analyze data, communicate findings via several methods, and provide updates on an ongoing basis.
  • Provide instructional design support for regional grantee meetings and internal training workshops, as well as assist with on-site facilitation, coordinate logistics, and develop website content for these events.
  • Assist with the development of an onboarding program and provide ongoing support in updating materials and coordinating monthly onboarding meetings.
  • Assist with the development of in-house grants management, administration and business operations training.
  • Draft standard operation procedures (SOP's) for review and approval by Government staff for all processes and activities being performed under Task 3, and update as needed.

Administrative support shall also include services in the following areas:

  • Process grant closeouts and archive project folders after closeouts are complete.
  • Assist with other grant management and administration functions such as the review of program guidance and grant documentation pending approval.
  • Develop briefings and weekly status reports for the Grants Administration and Business Office Leadership Team.
  • Assist in compiling, editing, and distributing the quarterly team newsletter.
  • Coordinate and provide support to working group leaders on the development of deliverables and compile, organize, and distribute group findings.
  • Draft standard operation procedures (SOP's) for review and approval by Government staff for all processes and activities being performed and update as needed.

The candidate must demonstrate a willingness to learn, a comfort with consulting as an industry and abstract thoughts and capable of handling a constantly changing environment where work may be strategic and tactical within a small growing firm. Work can translate to a broad experience base in many industries.

The selected professional shall be responsible for an effective quality control program for all deliverables, work products, and services performed under this contract. The contractor shall institute policies, procedures, and processes that will ensure all products meet contract requirements and will promote Continuous Improvement of the products and processes. The contractor shall submit a Quality Control Plan in the Technical Proposal as part of their Management Approach with annual updates thereafter as necessary.

The Department of Ecology is hiring a Federal Grant Coordinator (Management Analyst 3) within the Financial Services Division.
Location:
  • Headquarters Office in Lacey, WA.
  • Upon hire, you must live within a commutable distance from the duty station.
Schedule:

Duties
In this role, you will manage the intake and workflow of the Ecology internal routing process 'green router' for federal applications, tracks workflow of green routers through Fiscal Office and CFO review and approval and will notify appropriate fiscal staff when applications are ready to 'submit' through federal systems and portals.

Each agency has their own unique IT system to submit applications for federal grant funds. Most systems require an 'administrator' role. This role is designated as the Administrator for current and future federal IT systems. The administrator assigns organizational roles, creates workspaces within federal systems for grant applications and other documents, populates workspaces with prior application materials and standard agency content.

You will be responsible for sub-recipient monitoring and reporting for entities that receive federal funding passed through from Ecology. A Sub recipient is a non-Federal entity that receives a subaward from a pass-through entity to carry out part of a federal program.
What you will do:
  • Manage the agency federal grant application process for all programs throughout Ecology.
  • Create workspaces in
  • Track and coordinate federal grant action notices and communications.
  • Prepare grant packages and system forms for CFO review and approval.
  • Provide high-level review of grant materials to know when to return to program staff to make corrections.
    Ensure documents are in the correct format for final submission.
  • Act as Ecology administrator for any federal systems which allow an Ecology staff to manage system permissions and roles for Ecology fiscal and program staff. This allows fiscal staff to perform their duties to submit applications and financial reports, and program staff to submit progress reports and perform related actions to manage their assigned grants.
  • Update Ecology's System for Award Management account to maintain active registration.
  • Manage the shared federal grant mailbox, including forwarding notifications to applicable staff.
  • Interpret and apply federal and state rules and laws as they apply to the position duties.
  • Assist in developing agency financial-related policies for using state and federal policies and best practices.

Retirement and Deferred Compensation

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
