Peckham Inc. - Vocational Training Specialist

POSITION SUMMARY

The Vocational Training Specialist (VTS) provides intensive vocational services, case management, and human resources support to individuals with disabilities and other barriers to employment working in a fast-paced production environment. The VTS also provides vocational counseling and coaching to clients in their programming to recommend workplace accommodations and strategies that promote successful outcomes. This position also includes an additional training component including classroom delivery related to employment skills training. The training topics include but are not limited to; employment preparedness, basic computer skills, soft skills, and other relevant training. For the classroom responsibilities the VTS provides facilitation of small group activities and 1:1 activity following assigned curriculum. The VTS may assist in developing training materials and assessments for classroom delivery or recommending changes in assigned courses. The primary work area for this position is on the production floor.

MAIN DUTIES AND RESPONSIBILITIES

  • Provide intensive support and counseling to newly onboarded individuals with disabilities during their first 30 days and make recommendations for needed interventions to promote vocational success

  • Provide person-centered vocational support, counseling, and case management services to a small full-time caseload of individuals with disabilities and other barriers to employment in the Service Contract Act (SCA) Program

  • Work to identify strategies and workplace accommodations for program participants to assist them in maximizing their vocational success

  • Process SCA intake documents and maintain electronic case files for program participants

  • Conduct orientation sessions for new Service Contract Act (SCA) participants

OTHER DUTIES AND RESPONSIBILITIES

  • Conducts training and educational activities for professional/vocational development; such activities could include preparing class materials, administering assessments, and other administrative duties associated with delivering classes.

  • Will be expected to provide written or verbal feedback directly to participants, supervisors and newly assigned VSS.

  • Shows flexibility in training delivery style and method to meet the needs of the class.

  • Maintains, revises, and enhances training programs as directed and may assist in training materials development.

  • Write individualized program plans, progress notes, and vocational evaluation reports for program participants

  • Provide human resources support to program participants, including benefit orientation, annual evaluations, FMLA management, and progressive discipline as needed

  • Provide and/or coordinate translation services for program participants as needed.

  • Work with production staff in training program participants, implementing assistive technology and adhering to medical restrictions as needed

  • Maintain appropriate knowledge of the lines of business connected to the TES caseload.

  • Contribute to improve internal auditing systems (regulatory, CARF, other reporting).

  • Collaborate with community agencies and provide information about community resources to enhance support services for program participants

  • Work with an interdepartmental team to monitor participants’ progress and enhance the quality of services provided

  • Provide individual counseling and crisis intervention for participants as needed

  • Promote Peckham’s vision, value, culture, and commitment to excellent customer services to all team members, staff, customers and stakeholders.

  • Maintain a safe and clean work environment.

  • Other related duties as assigned.

SUPERVISORY RESPONSIBILITIES

This position has no supervisory responsibilities.

MINIMUM QUALIFICATIONS

  • Bachelor’s Degree and 2 years of related experience

  • Ability to understand both the needs of the business line and the needs of the individual on your caseload

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists

  • This position requires passing and maintaining federal and state security background checks.

Competitive Compensation

BASIC FUNCTION:
The Dean of Career and Technical Education (CTE) supervises and administers the College's CTE Division and the District's personnel. Supervised by the Vice President of Academic Affairs, this position may be assigned additional administrative duties by the District to support the needs of the College and/or District as assigned.

Key Duties & Responsibilities

ESSENTIAL RESPONSIBILITIES

Administrative
  • Provides leadership in the areas of program and curriculum development, program assessment, program improvement, and staff development. *
  • Facilitates the development of class schedules within the area. *
  • Establishes and maintains relationships with local employers, government bodies, non-profit agencies, economic development organizations, and non-governmental organizations for the purpose of serving the workforce training needs of the District and identifying additional program resources. *
  • Represents the College in local, state, regional, and national professional organizations related to CTE and economic development. *
  • Oversees and manages the District's Strong Workforce and Perkins programs to include program effectiveness and budget management. *
  • Promotes effective communication among faculty, staff, and administration. *
  • Prepares and presents board and attends meetings of the governing board. *
Curriculum and Instruction
  • Supervises the assessment of instructional program outcomes, especially those related to student success, within the area and ensures the development and implementation of improvement plans based on assessed outcomes. *
  • Prepares periodic cost analysis reports for each program in the area. *
  • Coordinates business and industry advisory committees for each program and facilitates the implementation of recommendations from the committee. *
  • Ensures the curriculum and instruction in courses and programs offered by the area are current in relation to industry standards, transfer institutions, and state mandates. *
  • Prepares annual Strong Workforce Program (SWP) and VTEA project plan and other federal and state grant applications; prepares reports required for and by federal and state agencies. *
  • Interprets and administers college policy regarding class size and course offerings, including faculty loads, teaching schedules, office hours, and room assignments. *
  • Works with appropriate faculty, staff, and regional education leaders to assure that instructional program and course articulation is current with high schools, colleges, and universities. *
Personnel
  • Together with District staff, participate in the hiring, onboarding, supervision, and evaluation of assigned area faculty and classified staff according to collective bargaining agreements and the policies and procedures of the District. *
  • Works with faculty to develop teaching assignments. *
  • Assists students with academic issues. *
  • Participates in collective bargaining with faculty and classified unions, if assigned. *
Budget and Planning
  • Prepared annual budget recommendations with the participation of faculty and staff. Participates in the planning processes of the District. *
  • Plans for and anticipates changes to programs based upon local and national trends. *
  • Executes assigned budget centers within the guidelines set by the District. Sets budget priorities for the programs and projects within the area. *
  • Administers VTEA, CTE, and SWP resources. *
  • Reports through established formal channels on how the College's educational goals are being achieved. *
Minimum Qualifications

EDUCATION EXPERIENCE:

  • Master's degree from an accredited institution of higher education; AND
  • One year of formal training, internship, or leadership experience reasonably related to the administrative assignment.
DESIRABLE QUALIFICATIONS:
  • Three or more years of administrative/program coordination experience.
  • Teaching experience in an accredited postsecondary institution.
  • Demonstrated ability in providing educational leadership and developing team building through collegial consultation.

Selection Process

Career and Technical Education Program:

The Career and Technical Education Alternate Route Program at WPUNJ offers courses, seminars, and virtual field supervision leading to state certification in a Career and Technical Education area. Applicants to the Career and Technical Education (CTE) Alternate Route Program must have a Certificate of Eligibility (CE) in a CTE area or domain from the New Jersey Department of Education. Candidates may fulfill the 50-hour pre-professional course requirement before being accepted to the program. For full acceptance to this alternate route program, candidates must gain employment as a full-time CTE Teacher of Record in the area corresponding with their CE. This 350-hour, two-year program is offered in an online format which means that candidates from all areas of New Jersey can attend without traveling to campus. Throughout the program, seminar instructors provide ongoing coaching through virtual observations, opportunities for reflection, and discussion.

Duties and responsibilities include, but are not limited to:

  • Teach Career and Technical Education courses in the areas of Professional Responsibility, The Learner and Learning Environment, The Cycle of Teaching for Planning and Assessment, and Community of Practice, in an online modality.

The CTE Business Developer plays a critical role in connecting education with industry by cultivating and managing employer partnerships that create meaningful work-based learning, internship, and employment opportunities for high school scholars. This position ensures that all students within Career Technical Education programs are exposed to relevant career pathways, graduate on time, and transition successfully into postsecondary education, certification programs, and/or the workforce.

Responsibilities: Employer and Partnership Development

  • Identify, recruit, and maintain relationships with local and regional employers across high-demand sectors.
  • Develop Memorandums of Understanding (MOUs) and partnership agreements that align with CTE program outcomes.
  • Collaborate with employers to design and implement work-based learning opportunities, such as job shadowing, internships, pre-apprenticeships, and employment placements.
  • Host employer engagement events, site visits, and career fairs to increase visibility and student access to opportunities.

2. Student Career Readiness & Outcomes

  • Support scholars in developing employability skills, resumes, and interview readiness.
  • Monitor student progress toward graduation and postsecondary/career transition goals.
  • Coordinate with instructors and career coaches to align technical instruction with workforce needs.
  • Track placement data and student success metrics related to work-based learning and graduation.

Requirements:
  • Associate's degree (at minimum) in Business Management, Workforce Development, Human Services, Career Technical Leadership, or related field.
  • 3+ years of experience in employer engagement, workforce development, or career technical education.
  • Demonstrated success in building and managing partnerships with employers or community organizations.
  • Strong organizational, communication, and presentation skills.
