Responsible for/oversees project staffing, including, but not limited to; recruitment, hiring, development, retention and succession of project staff; development of plan for project staff reporting; and support for performance and compensation reviews.
+ Leads pursuits of mega projects and/or actively involved as part of the pursuit team for super mega projects. Partners with Client Service Leaders to develop long term strategies to identify and pursue additional business opportunities with key clients and with pursuit champions on efforts for mega and super mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the pursuit team and marketing resources to prepare appropriate proposal and presentation materials. Leads interview and proposal presentations to the client as well as general presentations within the industry.

V2X invites applications for the position of Program Director for the NSF Antarctic Science and Engineering Support Contract (ASESC). This position focuses on providing program management of logistical services in support of scientific research in and around the Antarctic region and additional support locations in California, Chile and New Zealand.
This permanent full-time position will be CONUS based out of Colorado Springs, CO (COS). However, remote work is permissible with visits as needed to COS and ASECS support locations.
NOTE: Interim employment offered immediately on a consulting basis. Full time employment contingent upon contract award.
Responsible for all business activity. Provides senior management leadership, balancing corporate V2X objectives with the National Science Foundation (NSF) Office of Polar Programs (OPP) mission to advance science research and education. Responsible for overall contract performance and strategic planning in coordination with the OPP. Provides program leadership, direction, and long-range vision to achieve United States Antarctic Program (USAP) goals and objectives. Responsible for overall project and program planning, cost control, and budgetary matters, interfacing with the OPP, as necessary, to ensure transparency in contract performance.
Responsibilities
Major Job Activities:
+ Promotes the support mission to enable the advancement of world-class polar science through a flexible and fully integrated program management approach.
+ Cultivates program integrity and innovation, combining high ethical standards and professionalism with forward-thinking and creativity.
+ Establishes long-range goals, plans, and policies consistent with OPP objectives.
+ Develops, implements, and enforces policies and procedures to improve the overall effectiveness of the organization.
+ Guides an Antarctic Science and Engineering Support Contract (ASESC) Program effectively using People, Processes, and Technology (PPT) to achieve short- and long-range USAP objectives.
+ The Program Director shall act as overall manager and administrator for contract effort
+ The Program Director shall be the primary interface and point of contact with government program authorities and representatives on program/project and contract administrative issues
+ The Program Director supervises operations by developing management procedures and controls, planning and directing project execution, monitoring and reporting progress
+ Develops positive customer relationships between the NSF, stakeholders and V2X to achieve contract objectives.
+ Maintains close contact with the Contracting Officer at each site(s)

Qualifications
Minimum Qualifications:
+ Must have extensive, thorough knowledge US Governments logistics concepts and procedures.
+ Possess strong communications, interpersonal, leadership and managerial skills with an extensive background in building and leading a diverse team possessing myriad complementary/non-complementary skills to deliver operational, contractual, and financial results
+ Demonstrably strong financial management skills
+ Familiarity with multiple Government contracting types (i.e., cost-plus, CPFF, CPAF, T&M, FPFF, FPAF, and FPIF contracts)
+ Must be able to forecast future budget requirements and concurrently manage execution of the project's budget to achieve established performance objectives
+ Must deal with the customer and company employees in a courteous, professional, and effective manner
+ Must be a US citizen
Education / Certifications:
+ Bachelor's degree in Engineering (PE certification/licensure highly preferred) or Earth and/or Geo Sciences (PhD is highly preferred)
Experience / Skills:
+ Ten years management and supervisory experience within the last fifteen years, in the performance and execution of polar operations or similar expeditionary environments (i.e., remote or austere operating environments); or equivalent NSF, NASA, DOE, NOAA or military experience
Supervisory / Budget Responsibilities:
+ Management and/or supervisory experience of 800+ personnel in expeditionary and/or contingency environments preferred

**What You'll Be Doing**
**Job Scope:** Generally responsible for supervision and technical direction over a team of engineers and designers engaged in the total delivery of the services on time, within performance budget and quality expectations. + Maintaining control of the project by tracking and maintaining discipline performance budget progress, schedule commitments, and quality standards. Understanding and utilizing the project tools that are in place for project control.
+ Validating professional service and construction estimates at the beginning of a project, and then tracking changes as the project progresses.
+ Participating in development of all major technical, cost, scheduling and performance decisions.
+ Familiarity with project scope, specifications, deliverables required by client, and design criteria upon assignment to a project and gaining Hargrove team alignment of schedule and budget in regard to deliverables required. Work with client team to define project scope, goals and deliverables that support business goals in collaboration with stakeholders.
+ Recognizing and communicating scope and design changes promptly by championing the Project Change Notice process and promoting a positive Change Management culture.
+ Leading the effort in building a productive Team both within Hargrove and with the client. Utilize rewards where applicable to recognize outstanding contributions.
+ Coordinating resource requirements with other ongoing project work and insure all parties' expectations are aligned.

Ensuring that standard project work processes are followed by all team members through all phases of engineering, procurement, and construction.
+ Interviewing discipline leads to maintain up-to-date progress against man hour expended analysis recognizing the Project Director is responsible for overall financial health of each project with the respective discipline leads being responsible for producing the required deliverables within the given budget.
+ Assessing the performance of the project team members through the course of the project, and work with resource leadership to organize a qualified and motivated project team.
+ Ensuring project documentation is properly reviewed and approved by the client.
+ Providing Construction Phase Support, start-up assistance, and response to Requests for Information, as needed.
+ Managing timeliness of client team decision making and package approval.

**Ideal Background**

**Job Description**
The Project Director is responsible for the overall execution of a mega project or multiple complex projects with a key Customer. He/She will ensure Customer satisfaction through the management of project related activities and resources and is accountable from the signing of the contract to the finalization of all of GE's contractual obligations.
Roles & Responsibilities:
+ First and primary customer contact
+ Accountable for EHS of the project(s) within the contractual obligations
+ Full P&L responsibility of the project(s)
+ Manages multiple stakeholders to ensure project completion (partner, contractors, customer)
+ Early development of execution strategy with ITO Commercial Manager and ensure successful transition of the project
+ Develops and manages the risk register with mitigation action
+ Timely elevation of issues through Daily management
+ Continuous Risk & Opportunities register maintenance and mitigation actions
+ Contract flip page with the project team to ensure all requirements are understood and alignedUnderstand, drives and hold the project team accountable for ownership of key performance targets i.e. Rev, CM, Cash
+ Align the project team when conflicting requirements arise (cost vs schedule, cost vs risk, etc.)
+ Support Functional project managers in escalation within project (across functions, with Customer, with Partner)
+ Understand the Performance risk ahead of time (not only at the end of the project when official PT are run) and partner with Performance engineering team to mitigate the risks.
Basic Qualifications:
+ Bachelor's Degree from an accredited college or university.
+ Minimum 10 years Project Management experience in Energy or Construction industries.

+ Understanding of large-scale capital project costs and estimates.
+ Demonstrated ability to manage multiple projects simultaneously and to work independently with minimal direction required.
+ Master's Degree in Business Administration or Engineering from an accredited university or college.
