GSE Construction Divisional Safety Manager Job Description

GSE Construction is looking for a divisional safety manager for the Southern California region. This individual will be overseeing the safety operations of all GSE projects in the Southern California area while being overseen by the Corporate Safety Director. There will be continuous travel from week to week, and this individual will be required to set up, plan, and execute travel arrangements with costs being covered by GSE Construction.

This safety professional will be heading and overseeing all aspects of GSE safety training, which includes performing regular safety trainings in all divisions as needed (with traveling being covered by GSE), documenting and maintaining up-to-date safety certifications for GSE employees, and maintaining a log of training needs. The required responsibilities and requirements are as follows.

Duties and Responsibilities

  • Coordinate and conduct worksite inspections, assessments, surveys, and program evaluations to identify potential hazards and ensure compliance with all applicable safety and health regulations and contract requirements.
  • Assist in the creation and updating of policies to protect GSE Construction as well as GSE employees and maintain compliance.
  • Attend GSE annual safety reviews, provide presentations of risk assessment and management, and assist in following up on corporate recommendations.
  • Ensure subcontractor compliance regarding safety and health requirements.
  • Deliver corrective action & disciplinary measures to employees who fail to comply with expected safety standards.
  • Conduct regular site visits and safety audits:
    • Perform monthly site safety inspections.
    • Assist with Job Hazard Analyses (JHA) on high exposure tasks, as well as pre-construction safety documentation.
    • Ensure and track that each project is performing and documenting the required site safety documentation and inspections.
    • Assist on site with the GSE team when high-risk tasks are being performed or planned, ensuring safe work practices.
  • Injury and Incident Response:
    • Collaborate with superintendents and project managers on investigations of incidents and document properly, assisting in the implementation of corrective actions.
    • Conduct follow-up investigations to ensure hazards and deficiencies are addressed and mitigated.
    • Formulate root cause analysis for accidents/incidents and present it to upper management for review.
    • Conduct retraining for employees that show deficient work performance contributing to incidents.
    • Initiate and assist injured employees with GSE’s back-to-work program to ensure timely return to work.
  • Training:
    • Perform safety trainings in each division for GSE employees to maintain training requirements with all local, state, and federal guidelines.
    • Select and coordinate with the safety team for trainings involving third-party trainers.
    • Maintain all safety training records and ensure they are readily available to project management teams.
    • Maintain an up-to-date and compliant safety training program.
  • Project Support:
    • Assist with project setup for all safety and compliance items.
    • Develop and assist with site-specific safety plans, confined space entries, critical pick plans, excavations, etc.
    • Review and accept sub-contractor safety plans.
    • Attend and represent GSE in site-specific progress meetings as required.
    • Procure and provide safety-related items such as PPE, air monitors, davit arms, fall protection, etc.
    • Assist project staff with requested safety-related items when asked.
  • Equipment:
    • Purchase proper safety equipment for the California division.
    • Update and maintain the inventory of safety equipment and PPE.
    • Coordinate and deliver safety equipment to projects regularly and as requested.
    • Investigate new and improved safety equipment on the market.

Required Certifications and Experience/Knowledge

  • 5+ years of construction safety experience
  • CHST (minimum) from the Board of Certified Safety Professionals
  • OSHA 500 from OSHA Training Institute (required)
  • Experience in training in construction safety
  • Knowledge of confined space entries
  • Knowledge of cranes and rigging

Key Responsibilities
  • Ensure full compliance with OSHA, Cal-OSHA, and other relevant regulations across all business units.
  • Develop, implement, and maintain safety documentation and programs, including IIPP, HazCom, LOTO, EAP, Workplace Violence Prevention, and more.
  • Design and manage the company-wide safety training program; lead training on emergency preparedness, forklift safety, heat illness prevention, CPR/first aid, and other critical topics.
  • Investigate workplace incidents and accidents, conduct root cause analysis, and implement corrective actions.
  • Collaborate with HR, third-party vendors, and workers’ comp carriers to manage claims and drive resolution.
  • Conduct periodic facility safety inspections and risk assessments to identify and correct hazards.
  • Monitor internal safety controls and align safety procedures with corporate goals and legal requirements.

Key Requirements
  • 5–10 years of safety experience in a manufacturing or industrial environment.
  • Bachelor’s degree preferred in Occupational Safety, Risk Management, Environmental Health, or related field.
  • Certification in safety (e.g., BCSP, OSHA training) preferred.
  • Deep knowledge of OSHA/Cal-OSHA regulations, waste management, and environmental health.
  • Valid driver’s license required; ability to travel 20–40% using a company-provided vehicle.
