Are you a driven and experienced IT Project Manager looking to make a meaningful impact in public service? The Department of Labor & Industries (L&I) is seeking a Senior IT Project Manager to join our Workers' Compensation System Modernization (WCSM) Project. This is an exciting opportunity to be a part of transformative initiatives that will modernize and streamline critical systems that support injured workers and employers across Washington State.
About the Project
The WCSM Program is a major agency initiative focused on updating, replacing, and decommissioning legacy systems that support L&I's workers' compensation services. The goal of WCSM is to implement modern technology solutions that enhance efficiency, improve service delivery, and align with the evolving needs of our customers. The program supports L&I's strategic vision by transforming business processes and enabling a more agile, responsive, and integrated system that supports the entire workers' compensation lifecycle.
About the Role
As a Senior IT Project Manager on the WCSM team, you will be responsible for managing all phases of assigned projects within the program, from initiation and planning through execution, control, and closure. You will oversee the development and implementation of technology solutions, system upgrades, and decommissioning activities, ensuring that projects align with the strategic goals of the WCSM Program. Collaboration will be key as you work alongside business units, IT teams, interested parties, project managers, directors, and external partners to define requirements, manage risks, and monitor project progress. You will ensure projects are delivered on time, within budget, and in compliance with established standards, while also developing key success metrics and facilitating issue resolution. This role offers the opportunity to directly influence the modernization and improvement of critical agency systems that serve Washington workers and the community.
This position is primarily teleworking except for required, periodic, in-person meetings at our HQ in Tumwater, WA.
Duties
Some of what you'll do:
- Serve as Senior IT Project Manager for the WCSM Program, integrating or replacing technologies to support Workers' Compensation systems modernization.
- Develop and document the project vision, goals, scope, budget, timeline, and business benefits.
- Define project organization, required skill sets, and project methodology in collaboration with sponsors and interested parties.
- Identify and document project assumptions, constraints, risks, and performance measures.
- Lead IT project planning by coordinating with IT leadership and aligning with agency strategic goals.
- Develop and implement IT project management standards and procedures for consistent execution across teams.
- Collaborate with product and operations teams to prioritize work and integrate project deliverables.
- Manage project execution, including schedule, scope, budget, issue, and risk management.
- Perform integrated change control by assessing change impacts and using this position's decision making authority as appropriate.
- Prioritize resources and negotiate scope and workload across program areas and teams.
- Manage relevant parties' engagement, including working with steering committees, sponsors, and external partners.
- Collaborate and partner with Contract Vendor Management for vendor procurement, contract management, and invoice processing.

Required:
- Ten (10) years of IT experience*
- Bachelor's degree preferably in Information Technology, Business/Public Administration or related degree and six (6) years of IT experience.*
- Associate's degree in Computer Science Information Technology or completion of an accredited vocation training program in information technology or related program and eight (8) years of IT experience.*
- Professional certificate in Project Management from a recognized accrediting body (eg. Project Management Institute or other) or from a University/Community College.
- Progressive experience at the Enterprise level, providing strategic planning, policy development and technical project management to include implementation of software development projects.
- Project Management experience. Fluent in project management methodology and practices in application development or other areas of IT.
- Five (5) years progressive experience at an enterprise level, providing strategic planning, policy development and technical project management to include implementation of development projects.
- Five (5) year of progressive knowledge and experience with project management, project management methodology and practices in application development or other areas of IT.
- Five (5) years' experience at a professional specialist level performing organizational leadership and technical consultation to design, develop and implement mission critical, agency wide, complex application or systems.
- Five (5) years knowledge, experience, training in communication of technical issues to business area(s); meeting facilitation; business systems analysis.
- Five (5) years' experience working in a team environment of application development.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.

The NDC Marysville Project Manager will lead exploration and development of medium to large innovative and competitive projects to deliver next generation of instant coffee for the biggest global brands (NESCAFE & Starbucks) which may involve multiple markets, regions, or zones.
Primary Responsibilities:
- Lead R&D end to end projects for new product launch and lead major R&D exploration projects:
- Ensure project delivery on time, cost, and quality using PM tools (Risk & Opportunity, Stakeholder map)
- Manage cross functional team using transversal leadership
- Manage stakeholders
- Give regular update on projects to Stakeholders
- Collect, understand, and potentially challenge Project business case
- Interact with Coffee experts to scope R&D exploration activities to identify opportunities to fuel new projects, including trial plans definition
