SEMCO is seeking a Senior Regulatory Affairs Specialist to support our regulatory goals by researching, developing, and implementing case strategies that will reduce risk to earnings and add value for customers and stakeholders.

You Will:

  • Research, develop, implement and support rate design methodologies that support the gas business goals, while retaining customer focus and adding value to customers and stakeholders.

  • Provide witness testimony in the area of regulatory and legislative affairs, including the development of exhibits and rate design calculations.

  • Conduct case preparation through the collection and analysis of research and data of past and present utility cases in Michigan and other jurisdictions.

  • Review alternative revenue requirement and rate making strategies as well as other utility strategies on topics relevant SEMCO.

  • Coordinate with appropriate team members for the filing of regulatory cases and manage case activity including ensuring the implementation of Michigan Public Service Commission (MPSC) filing requirements, review internal testimony and discovery responses, and ensure witnesses meet all deadlines to continue moving the case forward.

  • Provide articulate, comprehensive and concise summary reports of case research, workgroup participation activities, and other projects as assigned.

  • Develop and maintain professional and technical knowledge of industry regulatory filings, orders and issues – including parallel issues in the electric industry - by participating in MPSC workgroups, reviewing filed cases activity, attending educational workshops, reviewing professional publications and establishing professional networks.

  • Develop and maintain a working knowledge of the state and federal laws, regulations, standards and procedures governing the rates and services provided by the Company as well as the Company’s approved Rate Book for Natural Gas Services.

  • Coordinate and file reports and communications to state, federal and industry regulatory agencies.

  • Produce regulatory reports as directed.

You Have:

  • Bachelor's degree in Accounting, Finance, Business Administration, or related field or equivalent.

  • Working knowledge of utility accounting, and utility regulation or equivalent.

  • Proven organizational and analytical skills, including the ability to evaluate data, compile statistics and prepare reports, graphs, tables and charts.

  • Must have a valid driver’s license. Must be able to travel, usually to Lansing for regulatory affairs meetings, and occasional overnight to conferences.

We offer a competitive salary range of $82,000.00 to $118,750.00 per year, commensurate with experience, education, and skills. In addition, we provide a comprehensive benefits package including health insurance, retirement plans, and paid time off.

The Regulation Coach is responsible to maintain a safe, predictable and therapeutic living environment for children in care at Andrus. The Regulation Coach provides close supervision, counseling, and support to the children during all cottage-based activities. The Regulation Coach is responsible to plan and implement individual and group initiatives to build children's skills and self-esteem.

Schedule of Regulation Coach 1:1 : Monday thru Friday from 3:30pm until 8:30 PM

Essential Duties of Regulation Coach 1:1
  • Assuring the safety of each resident and for the cottage community
  • Actively supervising the residents at all times, based on their age and level, to assure everyone's safety.
  • Supervising the residents by participating with them in scheduled activities
  • Enacting the program schedule as written and on time
  • Using all aspects of Sanctuary in the care s/he provides
  • Using all aspects of trauma sensitive care in the services s/he provides
  • Using all techniques of TCI to prevent triggering, to intervene early to prevent escalation to crisis, for safe management of any crisis that does arise, and for assuring safety and learning after any crisis. This includes becoming skilled in LSIs and conflict resolutions, and conducting them for even minor conflicts, to minimize the occurrence of larger conflicts.
  • Assuring that Safety Plans and ICMPs are in place, available to all staff and actively used to guide treatment.
  • Understanding the importance of and takes responsibility for team work and good communication
  • Planning and enacting smooth transitions from one activity to the next
The Regulation Coach works with the residents as equal partners in their own treatment, and in the creation of the therapeutic community and the rules and programming of the cottage.

Regulation Coach actively engages actively in his or her supervision with the Cottage Program Manager. Assures that residents are always actively supervised by staff, based on their age and level, to assure everyone's safety. Enact a consistent, predictable program structure. Teach residents self-soothing techniques and pro-social behavior, including helping residents to practice their Safety Plans while calm multiple times each day.
  • Teach and help children to care for their physical health and hygiene, and supports other staff in doing so. Establish caring, therapeutic, appropriate relationships with all residents, and support other staff in doing so Use the core features of trauma sensitive care.
  • Moving from control/coercion to collaboration, by offering choices to residents rather than "directives," inviting residents to work with their staff, thus giving residents the experience of being "done with" rather than another experience of being "done to"
  • Offering empowerment to residents, in which they are given a real and active voice in the care they receive, the rules and programming of the cottage, and in the creation of the own cottage community.
  • The use of the Public Health Model of Prevention.
  • Focus on the early use to TCI skills to help residents de-escalate when triggered, to avoid escalation to crisis'
  • Following up on crises by assuring everyone's emotional safety and return to baseline, and on debriefing each crisis to learn from it and identify strategies to avoid the likelihood of a recurrence.
  • An active focus on the real and inherent strengths of each resident, including the use of specific, accurate compliments, thus avoiding a negative approach that focuses on pathology or deficit.
  • The active use of data on the cottage program and/or specific residents to identify and address areas that are working and should be bolstered, and on areas needing improvement. Collaborates with the Program Manager to assure that concrete, specific plans for adjustment or corrective action based on the data are enacted
  • A sincere and active interest in including the input of residents and families in an effort to improve our program.
  • Active awareness and verbal expression that recovery is possible for all our residents.

Essential Job Functions (EJFs): Under the direction of a program manager, a nurse III conducts on-site licensure inspections, complaint and incident investigations, and annual comprehensive surveys in facilities to determine compliance with federal and state health and safety regulations in the following areas: admissions, transfers, and discharges; resident rights; quality of care assessment; quality of life assessment; resident care plans; social, psychological and rehabilitative services; provision of medical services. Communicates clearly and accurately with others (internally and externally) to provide, exchange, or verify information, answer inquiries, or resolve issues or complaints in Texas long-term care facilities. Conducts exit conferences with facility staff regarding findings and deficiencies. Completes inspection or survey reports detailing deficiencies, and narratives to support regulatory findings. Revisits home health agencies and hospices to verify correction of previously cited regulatory violations. Performs quality assurance reviews of documents prepared by others, for example, publications, assessments, and reports. Might supervise the work of team members during inspections, and lend expertise to a survey team in the areas identified above. May need to testify at hearings or in court proceedings to provide information regarding policy/procedures, history, findings, or activities. Registrations, Licensure Requirements or Certifications: Must be licensed as a registered nurse by the State of Texas or a state that recognizes reciprocity through the Nurse Licensure Compact. Applicant must complete all training (federal/state) for Home and Community Support Services Agencies Initial Screening Criteria: Experience working as an independent/autonomous health care provider in a home health or hospice setting, long-term care facility, hospital, or as a field nurse or case manager. Prefer two years of experience providing services in a health care setting as a registered nurse. Minimum of one year of experience in institutional care, home health care, hospice care, or other long-term care setting preferred. Additional Information: Flexibility in work hours is required for this position. The job requires 80% travel, with most travel during the day. However, some overnight and weekend travel is required, and occasional on-call duties for emergencies or high-priority situations in facilities. Must have reliable transportation.
