The Work
Technical Development:
+ Design and implement scalable, high-performance streaming and batch data processing solutions using Spark Streaming and related technologies.
+ Develop backend applications and services using Java Spring Boot to support data pipelines and integrations.
+ Write, review, and optimize code for data ingestion, transformation, and analytics.
Migration Expertise:
+ Lead the migration of Hadoop-based systems to GCP, ensuring seamless transition and minimal disruption.
+ Implement GCP services such as Dataproc, BigQuery, and Cloud Storage for data processing and analytics.
+ Develop and maintain tools to automate and streamline migration processes.
Performance and Troubleshooting:
+ Diagnose and resolve performance bottlenecks in Spark jobs, SQL queries, and streaming workflows.
+ Optimize resource utilization for cloud-based and on-premises data systems.
+ Analyze system logs and metrics to troubleshoot issues and ensure reliability.
Collaboration and Mentorship:
+ Work closely with cross-functional teams to align on technical requirements and deliverables.
+ Provide technical guidance and mentorship to junior team members to improve their skills in Spark Streaming, Java Spring Boot, and Big Data tools.
Architecture and Design:
+ Architect Big Data solutions that are cost-effective, maintainable, and aligned with organizational goals.
+ Develop reusable frameworks and libraries to accelerate project development and improve code quality.
PLEASE NOTE: Travel may be required for this role. The amount of travel will vary from 25% to 100% depending on business need and client requirements.

We are seeking a highly motivated and talented Data Architect to support enterprise data initiatives by designing, documenting, and enhancing our modern data architecture. The ideal candidate possesses strong analytical and technical skills, including expert SQL proficiency, and a proven ability to effectively communicate complex data insights to both technical and non-technical audiences. How can you make an Impact?

  • Conduct data analysis and generate insights to inform architectural decisions and improve existing pipelines from end to end.
  • Support implementation of the Medallion Architecture (Bronze, Silver, Gold) with structured design and clean data flow across layers.
  • Collaborate with cross-functional teams (e.g., Analytics Delivery, back office, data engineering, data science, strategy, and operations) to understand business needs and translate them into actionable data solutions.
  • Develop and maintain complex SQL queries, data pipelines, diagrams, and models.
  • Design, document, and maintain dimensional models using Kimball methodology to support self-service and reporting use cases.
  • Build and maintain interactive dashboards and reports using Tableau and other visualization tools. Mentor junior data analysts and contribute to the professional development of the team.
  • Conduct in-depth data analysis to identify data quality issues, usage patterns, root causes, and business impacts.
  • Build and maintain data catalogs, metadata definitions, and lineage documentation
  • Assist with data ingestion and transformation using Databricks, Python, and Informatica IICS.
  • Develop semantic models and visualizations in Power BI, with a focus on enabling business-driven analysis.
  • Work with Oracle databases to support both operational and analytical data needs.
    Ensure all data artifacts align to governance standards, quality expectations, and performance benchmarks.

What You Bring:

  • Bachelor's degree in related field or equivalent experience preferred.
  • Minimum of 4+ years of experience in a related field.
  • 5+ years of experience in an analytical or reporting role.
  • 2-5 years of experience in data analyst, data engineering, or advanced analytics.
  • 5+ years expertise with SQL, Data Blending and/or ELT tools such as Informatica or Alteryx.
  • 5+ years of experience with BI tools such as Tableau or Power BI
  • 5+ years of experience in designing database structures and relationships with data modeling techniques and creating Entity-Relationship Diagrams (ERDs) using tools such as Erwin, Lucid Chart
  • 3+ years of cloud experience such as AWS or OCI
  • Proven ability to perform deep data analysis using SQL, Python, or BI tools, identifying patterns, anomalies, and business drivers.

**The selected candidate**

Job Summary: LCG is seeking an experienced Data Architect, Senior to support the modernization of the client Applicant and Administrator Applications. This project involves replacing outdated systems built with DB2 and .NET frameworks with a new, scalable, modern solution. The Data Architect will play a key role in designing and implementing a robust data architecture that enables seamless integration across legacy and new client systems, with a strong focus on DB migration experience, database architecture, and moving from DB2 to SQL Server using both manual and automated methods including Azure Database Migration Service and Azure Migrate.

Key Responsibilities

  • Led end-to-end database migration initiatives, transitioning enterprise systems from IBM DB2 to Microsoft SQL Server. This included both manual and automated migration strategies using tools such as Azure Database Migration Service and Azure Migrate.
  • Architect and implement the full data lifecycle from ingestion to reporting, including staging, Operational Data Store (ODS), Data Mart, and Data Warehouse (DWH).
  • Designing and implementing scalable and secure database architectures to support enterprise-grade applications and analytics.
  • Overseeing the full data migration lifecycle-from assessment and planning to execution and validation-ensuring data integrity, minimal downtime, and compliance with governance standards.
  • Developing and optimizing ETL processes using SQL Server Integration Services (SSIS) and Azure Data Factory to support seamless data transition and integration.
  • Creating and validating reports using SQL Server Reporting Services (SSRS) and building advanced dashboards and visualizations in Power BI to support business stakeholders during and post-migration.
  • Utilizing data modeling tools such as ERWin and ER/Studio to document and optimize relational models in the target SQL Server environment.
  • Supporting post-migration performance tuning, validation, and cloud optimization leveraging Microsoft Fabric and Azure-native services.
  • Design and oversee the development of Extract, Transform, Load (ETL) pipelines to support the integration of data across a mix of legacy and distributed systems.
  • Lead DB model design and staging strategies to enable scalable, governed data pipelines.
  • Lead the migration of data from legacy DB2 systems to modern SQL Server environments.
  • Collaborate with application developers, business analysts, and system architects to ensure accurate data modeling, mapping, and alignment with business rules.
  • Design and maintain enterprise data models using tools such as ER/Studio or ERwin.
  • Create scalable and secure data structures to support real-time and batch reporting needs, using SQL Server Reporting Services (SSRS) and Power BI.
  • Working in a tech stack of DB2, SQL Server, SSRS, SSIS, Power BI, Azure Data Factory, Microsoft Fabric, ERWin, ER/Studio, Azure Migrate, Azure Database Migration Service.
  • Define data pipeline governance, quality, and security standards for all new data architectures in compliance with client standards.
  • Ensure seamless data synchronization across DOE divisions (e.g., Payroll, HR, etc) and external systems.
  • Develop and enforce best practices for SQL tuning, indexing, database performance, indexing, data archiving, and ETL operations.
  • Provide mentorship and code review for ETL developers and data engineers.
  • Collaborate with the client's Division of Instructional and Information Technology (DIIT) to ensure architecture aligns with long-term IT modernization strategies.

Qualifications

  • Experience: Minimum of 7 years of experience in data architecture and integration in large-scale enterprise environments.
  • Microsoft SQL Server Data Tools (SSDT)
  • SQL Server Reporting Services (SSRS)
  • Microsoft Visual Studio
  • Data modeling tools such as ER Studio or ERwin
  • Power BI for report visualization
  • PLSQL
  • DB migration experience from DB2 to SQL Server (manual, automated, using tools like Azure Migrate and Database Migration Service)
  • DB model design, reporting logic, indexing, and SQL tuning
  • Deep knowledge of ETL architecture principles and tools.
  • Strong experience modernizing legacy systems and migrating databases (preferably from DB2 to SQL Server).
  • Experience integrating transactional systems with data warehouses and reporting platforms.
  • Demonstrated ability to architect solutions that scale to meet performance and data integrity requirements.
  • Experience with public sector modernization projects, preferably in education or large government agencies.
  • Familiarity with cloud-based data solutions (Azure SQL, Synapse, etc.) a plus.
  • Understanding of application modernization within Microsoft .NET environments.
  • Knowledge of client standards (e.g., security, non-functional requirements, third-party vendor integrations) is a strong plus.

Compensation and Benefits

The projected compensation range for this position is $140,500 to $177,400 per year, benchmarked in the New York area. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
