Designing, developing, testing, and implementing Business Intelligence (BI) solutions for the Data Warehouse using SAP Business Objects, Tableau, SQL, Autosys, DB2, Oracle, MS SQL Server, and AWS. Developing and maintaining Python code. Designing and developing financial dashboards and reports for core banking products (loans, deposits, trade finance, treasury, and customer statements). Performing business intelligence (BI) development using SAP Business Objects (designing, developing, testing, and implementing Business Objects Universes, reports, Security, and performance tuning), and using Tableau (designing, developing, testing, and implementing Data Source, Dashboard, Worksheet, LODs, Security, and performance tuning). Writing, evaluating, testing, and performance tuning advanced SQL queries in database technologies such as DB2, Oracle MS SQL Server, AWS, or similar platforms. Developing and scheduling batch jobs using Autosys; and with Waterfall methodology and Agile methodology. Analyzing business requirements and preparing functional and technical specifications, and test cases. Coordinating and interacting with technical and business groups. Assigning work to onshore and offshore contractors, checking their work, and ensuring the project and tasks are delivered on time and with quality. Supporting consultative relationships with key business stakeholders, proactively identifying, and addressing BI needs to meet business needs, along with regulatory and compliance requirements. Supporting the development of a change management process that facilitates the ability for business leaders to propose new metrics or metric modifications per business needs. Supporting the development of a standard process on defining data requirements, managing governance, and creating BI reports and dashboards for use throughout the organization. Supporting the partnership with business stakeholders to streamline and automate existing reporting, crucial for meeting regulatory and compliance requirements; and Providing support to define, design, implement, and maintain key performance indicators (KPIs) to support operational efficiency.
Qualifications - External
Education: Bachelor's degree in Computer Science, Information Systems, Information Technology, Computer Engineering, or a related field (or foreign equivalent degree).
Experience: 5 years of experience performing business intelligence (BI) development using Tableau (designing, developing, testing, and implementing Data Source, Dashboard, Worksheet, LODs, Security, and performance tuning); writing, evaluating, testing, and performance tuning SQL queries in database technologies (DB2, Oracle, MS SQL Server, or AWS redshift); analyzing business requirements, preparing functional and technical specifications, and test cases; and 1 year of experience must include business intelligence (BI) development experience using SAP Business Objects (designing, developing, testing, and implementing Business Objects Universes, reports, Security, and performance tuning); developing and scheduling batch jobs using Autosys; maintaining project deliverables with Waterfall methodology and Agile methodology; and developing and maintaining Python code.
Other: Required to work nights & weekends & be on-call during non-business hours as necessary for technical support & maintenance purposes.
Other: Position requires employment in-office 4 days per week and remotely 1 day per week.
Wage: $134,659 to $156,000 U.S. dollars per year

PURPOSE
This position leads data analytics and insight for a local healthcare coalition. Managing and interpreting healthcare data to support provider contracting, business development, and member experience are primary responsibilities. The Business Intelligence Analyst ensures compliance with all regulatory requirements and provides reporting to assist the President & CEO in strategic planning and best practice business procedures. This position is the liaison between software vendors, the organization and its’ members. Management and configuration of internal and vendor software is a core function.
ACCOUNTABILITIES
Responsible for compliance with all data management and reporting regulations.
Data Analytics:
Analyzing data to identify trends, patterns, and insights that can inform strategic decisions.
Interpreting data to support provider contracting and healthcare provider pricing activities and administration of a managed care network; leads the analysis and reporting of healthcare quality, cost and utilization data.
Collect, analyze and interpret health care data to develop network discount analyses, utilization, cost and quality analyses or other benchmarking analyses and reports.
Manage data collection process for provider contract renewals or pricing: gather, organize, and summarize data; Provide analytical support for managed care network development, including provider pricing and contract base analyses, results summaries and recommendations and assist in other PPO contracting activities as directed. Provide reports and financial analysis/prep to support negotiations.
Predictive analytics, estimate future network costs and develop pricing models and data analysis.
Management and configuration of internal and vendor software.
Evaluation of technology business partners and industry opportunities such as AI.
Establishes key metrics and reporting that provides valuable data to members.
Manages website; updating and ensuring accuracy of information posted publicly.
Develop and generate standard claims repricing reporting; Create data summary reports.
Conduct network performance/administration analysis and prepare network administrative tools.
Work with Request for Proposal (RFP) team on RFP responses and related issues; Review proposal responses for reasonableness, accuracy, and meeting requirements.
Develop awareness of health care plan design, cost factors and the renewal process.
Conduct service area analysis and reporting which may include analyses such as GeoAccess analysis and other provider access analysis.
Complete special projects and ad hoc report requests as assigned.

GENERAL INFORMATION
Bachelor’s degree in accounting, finance, business administration, mathematics, economics, statistics or related field required. Master’s Degree Preferred.
Prior healthcare finance or managed care reimbursement experience preferred.
Prior healthcare information technology experience preferred.
Excellent quantitative, analytical, database, and spreadsheet utilization skills required with strong orientation to detail and complex problem solving skills.
Strong experience with managed care and governmental reimbursement methodologies, healthcare financial analysis.
Experience in healthcare industry regulations is required.
Excellent interpersonal skills; strong oral and written communication skills with the ability to communicate effectively with a variety of audiences.

Position Summary:
Oasys is seeking a Business Intelligence Analyst to join our growing team supporting the United States Coast Guard (USCG) at the Aviation Logistics Center's Information Systems Division (ALC-ISD). The Business Intelligence Analyst will focus on transforming data into actionable insights that enable precise configuration tracking, change control, and system performance visibility.
This position is critical in delivering comprehensive dashboards, analytics, and data models to support enterprise application sustainment, hardware/software inventory monitoring, and integration with asset management systems.
Primary Responsibilities:
- Design, develop, and maintain scalable dashboards, cubes, and reporting frameworks using IBM Cognos (Framework Manager, Report Studio) and SAS (DI Studio, Base SAS).
- Develop and manage historical and near-real-time data repositories supporting configuration management, lifecycle tracking, and software versioning across deployed environments.
- Implement and optimize data integration interfaces that consolidate logistics, inventory, and system configuration records from source systems into centralized analytical models.
- Apply data validation, normalization, and transformation techniques to ensure master data integrity and alignment with configuration baselines.
- Support the development and enhancement of BI solutions used to visualize CMDB elements, track deployment activities, and manage component version history.
- Collaborate with Configuration Managers, software developers, and cybersecurity specialists to align reporting outputs with RMF, STIG, and Section 508 compliance.
- Participate in Agile DevSecOps workflows, refining dashboard epics, user stories, and tasks while tracking progress through Jira, Confluence, and Bitbucket.
- Conduct data analysis to identify trends, anomalies, and performance issues; present findings to technical and non-technical stakeholders.
- Support data migration, data archival, and audit preparation activities related to Authorization to Operate (ATO) and Configuration Control Board (CCB) functions.
- Assist in documenting metadata definitions, ERDs, and data dictionaries that support system-of-record governance.

Skills/Qualifications:
- Demonstrated expertise in IBM Cognos (Framework Manager, Report Studio, Transformer, Event Studio) and SAS DI/Base SAS for enterprise analytics.
- Strong understanding of relational database systems (Oracle, Ingres, SQL) and their integration within software/hardware configuration environments.
- Experience with data architecture, data pipelines, and ETL processes supporting logistics and enterprise application datasets.
- Familiarity with CMDB principles, lifecycle data tracking, and asset dependency modeling.
- Skilled in documenting data dictionaries, ERDs, and integrating data governance into DevSecOps workflows.
- Experience applying Section 508 compliance to dashboards and reports.
- Exposure to cloud-based data analytics (Azure, AWS) is highly desirable.
- Strong written and verbal communication skills with an ability to translate complex data findings into business recommendations.
Education/Experience Requirements:
- Bachelor's or Associate's degree in Computer Science, Math, Information Technology, Engineering, or related field. Two (2) years of experience is equivalent to one (1) year of education.
- Minimum of two (2) years of experience in data analytics and functional and technical business experience.
- Minimum of one (1) year of experience in an Agile DevSecOps software and engineering environment and methodologies.
