  • BSc in construction management, quantity surveying or equivalent
  • Membership of the Royal Institution of Chartered Surveyors (MRICS) preferred.
  • A minimum of ten years’ experience within a construction consultancy

Turner & Townsend are looking for an experienced Senior Cost Manager and/or Quantity Surveyor to act as the key, day to day client interface, ensuring that client objectives are met through the delivery of a value-added cost management service.

In this significant position you will be responsible for providing leadership and direction, embedding, and promoting the purpose, values, and vision of Turner & Townsend.

Responsibilities:

  • Estimating and negotiating change orders throughout the construction lifecycle?

  • Provide estimate and cost planning to include producing and presenting the final cost plan?

  • Review and participate with the design services team and general contractor in the development of cost estimates?

  • Reconcile changes and assist the general contractor to ensure that their data is accurate?

  • Communicate or meet with the general contractor and owner of project manager to gather status information to prepare a cost estimate update?

  • Prepare written comments to the general contractor's submissions, including the executive summary?

  • Coordinate all sources of cost information for cost discussions and suppliers direct from NPA, subs, quantities from A/Es?

  • Inform and drive engineering priorities based on cost impact?

  • Manage cost checks and carry out valuations on larger projects. Complete timely, accurate cost checking and valuation processes?

  • Participate effectively with post contract cost variances and the change control processes?

  • Manage Cost impact / contingency management and commitment tracking logs?

  • Prepare funding data presentations and coordinate VE sessions with stakeholders?

  • Developing cost plans and estimates through the design phase, delivering updated cost plans at appropriate design milestones?

  • Reviewing contractor and subcontractor pricing and leading negotiations on behalf of the client to drive fair contract prices?

Qualifications

  • Bachelor's degree in construction management, cost management, quantity surveying, engineering or field related to construction.

  • Minimum 5-7 years of relevant experience working in a cost management role in the construction industry.

  • RICS accredited or working towards it is preferred.

  • Experience of leading cost management on medium or large sized construction projects of medium to high complexity?

  • Construction consultancy experience is strongly preferred.

  • Good knowledge of construction industry technical matters, such as different procurement routes, value management, and value engineering.

  • Excellent communication skills.

Additional Information

The salary range for this full-time role is $105K-$130K per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. Job Description

Turner & Townsend are looking for an experienced Senior Cost Manager and/or Quantity Surveyor to act as the key, day to day client interface, ensuring that client objectives are met through the delivery of a value-added cost management service. 

To be successful in this role you must have great communication skills and be comfortable operating in a client-facing role. The ideal candidate will be self-motivated, driven and able to work independently as well as part of a team. In this significant position you will be responsible for providing leadership and direction, embedding, and promoting the purpose, values, and vision of Turner & Townsend. 

Responsibilities:  

  • Estimating and negotiating change orders throughout the construction lifecycle.  
  • Provide estimate and cost planning to include producing and presenting the final cost plan.  
  • Review and participate with the design services team and general contractor in the development of cost estimates.  
  • Reconcile changes and assist the general contractor to ensure that their data is accurate.  
  • Communicate or meet with the general contractor and owner of project manager to gather status information to prepare a cost estimate update.  
  • Prepare written comments to the general contractor’s submissions, including the executive summary.  
  • Coordinate all sources of cost information for cost discussions and suppliers direct from NPA, subs, quantities from A/Es.  
  • Inform and drive engineering priorities based on cost impact.  
  • Work proactively with minimal supervision to resolve scheduling issues.  
  • Manage cost checks and carry out valuations on larger projects. Complete timely, accurate cost checking and valuation processes.  
  • Participate effectively with post contract cost variances and the change control processes.  
  • Manage Cost impact / contingency management and commitment tracking logs.  
  • Prepare funding data presentations and coordinate VE sessions with stakeholders.  
  • Developing cost plans and estimates through the design phase, delivering updated cost plans at appropriate design milestones.  
  • Providing commercial input to design optioneering and input into value engineering exercises.  
  • Reviewing contractor and subcontractor pricing and leading negotiations on behalf of the client to drive fair contract prices.  
  • Performing quantity surveying, cost controls, and change management activities throughout the project lifecycle.  
  • Ensuring that post-contract cost variances and change control processes are managed effectively.  
  • Ensuring that cost auditing and valuation work is managed effectively and that a robust process for cost validation is in place.  
  • Carrying out the production of monthly cost reports for presentation to the client.  
  • Ensuring that final accounts are negotiated and agreed upon in a timely manner.  
  • Compiling built cost estimate records for benchmarking purposes.  
  • Identify, coach and mentor talent to realize their potential and celebrate the success of others. 
  • Display excellence in leadership and service delivery on commissions is in line with the conditions of appointment 
  • Financial Management - Utilize internal software to track ongoing margin levels and monthly fee/resource forecasts for each commission and financial reports 
  • Implement and maintain the use of internal Business Management Systems and company delivery methodologies and tools in the office to ensure consistent delivery of best practice for Clients and the company 
  • Be a role model that drives a one business culture that achieves great outcomes by striking the right balance for our people, clients, stakeholders, and society.  
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable. 
Qualifications

  • Bachelor’s degree in construction management, cost management, quantity surveying, engineering or field related to construction. 
  • Minimum 5-7 years of relevant experience working in a cost management role in the construction industry. 
  • RICS accredited or working towards it is preferred. 
  • Experience of leading cost management on medium or large sized construction projects of medium to high complexity.  
  • Construction consultancy experience is strongly preferred. 
  • Good knowledge of construction industry technical matters, such as different procurement routes, value management, and value engineering.  
  • Excellent communication skills. 


Additional Information

The salary range for this full-time role is $105K-$130K per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package.  Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate’s experience and qualifications.

**Turner & Townsend** is seeking a **Cost Manager** and/or **Quantity Surveyor** to join our Tampa construction management team, supporting cost services across a portfolio of real estate projects, with potential exposure to other sectors. This position offers a hybrid work schedule, combining remote flexibility with in-office collaboration.
**Responsibilities:**
+ Manage cost services across the full project lifecycle, from pre-construction through close-out.
+ Advise clients on procurement strategies, vendor prequalification, bid evaluation, and appointment processes.

**Qualifications**

**Job Description**
**Turner & Townsend** is seeking an experienced **Cost Manager and/or Quantity Surveyor** to work with our talented San Francisco Bay area team. **Responsibilities** :
+ Taking responsibility and being the first point of contact for the reporting of the overall commercial status of a project. Ensure accurate and timely cost reporting at a project and portfolio level, providing regular updates to the client on overall cost position as well as risk and cash flow variances.
+ Own and manage the change process, as well as negotiating change orders throughout the project lifecycle.
+ Communicate effectively and professionally with numerous parties including the general contractor, the owner's representatives and external stakeholders. Taking responsibility for Turner & Townsend coordination within the overall construction process.
+ Manage forensic review of cost and carry out valuations on high value, time critical projects. Complete timely, accurate cost checking and monthly valuation processes.
+ Extract data from several sources including complex spreadsheets, transforming it to fit operational needs to aid the project and portfolio as a whole.
+ Participate effectively with post contract cost variances and the change control processes.
+ Manage Cost impact / contingency management and commitment tracking logs.
+ Prepare funding data presentations and coordinate value engineering sessions with stakeholders.
You will also be responsible for:
Pre-Contract
+ Providing commercial input to design optioneering and input into value engineering exercises.

+ Ensuring that post-contract cost variances and change control processes are managed effectively.
+ Responsible for implementing the required commercial processes and procedures agreed between Turner & Townsend and our clients. Also aiding in continuous development and improvement of these systems.
+ Ensuring that cost auditing and valuation work is managed effectively and that a robust process for cost validation is in place.
+ Carrying out the production of monthly cost and overall project status reports for presentation to the client.
+ Ensuring that final accounts are negotiated and agreed in a timely manner, providing maximum value to the Client.
+ Aiding in the compilation of as-built cost estimate records for benchmarking purposes.
+ Working with numerous stakeholders to follow correct project close out procedures.

**Qualifications**
+ Experience working in a construction cost management role within the construction industry.
+ College and/or post-graduate degree in construction management, cost management, quantity surveying, engineering or a field related to construction.
+ RICS accredited or working towards is valuable, but not required.

The ideal candidate will have a strong background in cost management or quantity surveying, with experience managing complex, fast-paced projects within the construction sector.
**Responsibilities:**
+ Advising client on strategies, managing prequalification of vendors, assessing proposals, bids, and bid levelling documents, making final recommendations to the client, attending & chairing bid interviews, and managing appointment process
+ Manage estimating services for full project by developing project estimates (relating to construction, fees, direct work and other costs), reviewing estimations prepared by junior team members, presenting estimates to client, presenting value engineering recommendations and risk assessments to client, meeting with vendors to review, validate, and challenge costs, and reviewing estimates by utilizing benchmark data collected from other projects
+ Manage cost reporting by establishing reporting schedule, reviewing & presenting cost reports and forecasts, reviewing project budget & spend forecast with the client, developing & maintaining commercial risk register, and hosting periodic meetings with project team & vendors
+ Manage cost control process by reviewing payment application assessments prepared by junior team members, liaising with project managers to recommend contractor entitlements, reviewing requests for change orders from vendors & making recommendations to client, and using dispute prevention/management/resolution procedures to manage payment requisitions, change orders, and contractual disputes
+ Manage & monitor invoicing process
+ Benchmark performance against other successful commissions.
+ Manage all facets of the final accounting process and post contract audits and account close outs.
+ Hold post-contract reviews with the client to establish a lesson learned document and apply lessons to create training manual
+ Develop procedures governing handover of project
+ Perform all the duties above through the use/preparation of Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software
