**Responsibilities:**
+ Advising client on strategies, managing prequalification of vendors, assessing proposals, bids, and bid levelling documents, making final recommendations to the client, attending & chairing bid interviews, and managing appointment process
+ Manage estimating services for full project by developing project estimates (relating to construction, fees, direct work and other costs), reviewing estimations prepared by junior team members, presenting estimates to client, presenting value engineering recommendations and risk assessments to client, meeting with vendors to review, validate, and challenge costs, and reviewing estimates by utilizing benchmark data collected from other projects

**Turner & Townsend'** s Southern California team is growing, and we are seeking a **Director level Quantity Surveyor / Cost Manager** SME based in Los Angeles to lead our SoCal team.
Working within our Real Estate Cost Management team, you will be supporting an impressive portfolio of construction projects for commercial, technology, hospitality, pharma, and industrial clients.
The ideal candidate will be self-motivated, driven and able to work independently as well as part of a team. In this significant position you will be responsible for providing leadership and direction, embedding, and promoting the purpose, values, and vision of Turner & Townsend.
**Responsibilities** :
+ Onsite / in-office work is required.
+ Coordinate/assist with the strategic and operational management of Cost Management and Project Controls Services in a variety of Property sectors, including commercial, technology, hospitality, pharma, and industrial clients.
+ Act as a member of the Senior Management team, to create and implement strategic and financial plans focused on the growth and development of the Business Unit.
+ Assist in the leadership of program and project level Management teams and manage staff levels on team to complete current and forecast project deliverables.
+ Participate in meetings with VP of Business Unit, Directors and staff and prepare and deliver presentations.
+ Develop a detailed understanding of the market, acting as a brand ambassador and creating a pipeline of opportunity.
+ Provide effective Line Management to subordinate professionals. Schedule and lead Regular 1:1 meetings, set Key Performance Indicators (KPIs) and train, coach and mentor staff, including recruitment interviews, resource management and staff appraisals.
+ Work with business generation and senior management to construct bids/proposals for new work, and managing the bid teams.
+ Increase company revenue through contract renewals, referrals and service expansion, cross selling services and maintaining delivery quality to achieve profit goals and meet budgets.
+ Provide weekly updates regarding the status of projects, initiatives, and staffing, and propose solutions and obtain approval and agreement from management team.
+ Enforce and maintain the use of internal Business Management Systems and bespoke company delivery methodologies and tools in the office to ensure consistent delivery of best practice for Clients and the company.
+ Undertake internal BMS audits, and coordinate and represent the office for external audits undertaken by the external certification authority.

+ Engage in financial management - Utilize FMS tools provided to track ongoing margin levels and monthly fee/resource forecasts for each commission and financial reports.
+ Develop priority plans including risk mitigation through internal tools, make performance measurements via Key Performance Indicators (KPI) and appraisal documents, management controls and critical success factors based on company goals.
+ Advise on contracting and procurement strategy to the benefit of clients over a variety of industries and procurement routes and program level capital planning and reporting
+ Facilitate value engineering, capital phase planning, risk and/or life cycle costing exercises for all projects/programs.
**Qualifications**
+ Minimum 10 years of relevant working experience in the discipline.
+ Degree holder in Quantity Surveying, or related field (Construction Management, Civil Engineering, Electrical Engineering, etc).
+ RICS qualified (MRICS) - Chartered Quantity Surveyor preferred.
+ Strong leadership skills; experience leading a Cost Management team, ensuring they deliver on all accountabilities.

**Turner & Townsend** are looking for an experienced **Senior Cost Manager and/or Quantity Surveyor** to act as the key, day to day client interface, ensuring that client objectives are met through the delivery of a value-added cost management service.
To be successful in this role you must have great communication skills and be comfortable operating in a client-facing role. The ideal candidate will be self-motivated, driven and able to work independently as well as part of a team. In this significant position you will be responsible for providing leadership and direction, embedding, and promoting the purpose, values, and vision of Turner & Townsend.
**Responsibilities:**
+ Estimating and negotiating change orders throughout the construction lifecycle.
+ Provide estimate and cost planning to include producing and presenting the final cost plan.
+ Review and participate with the design services team and general contractor in the development of cost estimates.
+ Reconcile changes and assist the general contractor to ensure that their data is accurate.
+ Communicate or meet with the general contractor and owner project manager to gather status information to prepare a cost estimate update.
+ Prepare written comments to the general contractor's submissions, including the executive summary.
+ Coordinate all sources of cost information for cost discussions and suppliers direct from NPA, subs, quantities from A/Es.
+ Inform and drive engineering priorities based on cost impact.
+ Work proactively with minimal supervision to resolve scheduling issues.
+ Manage cost checks and carry out valuations on larger projects. Complete timely, accurate cost checking and valuation processes.
+ Participate effectively with post contract cost variances and the change control processes.
+ Manage Cost impact / contingency management and commitment tracking logs.
+ Prepare funding data presentations and coordinate VE sessions with stakeholders.
+ Developing cost plans and estimates through the design phase, delivering updated cost plans at appropriate design milestones.
+ Providing commercial input to design optioneering and input into value engineering exercises.
+ Reviewing contractor and subcontractor pricing and leading negotiations on behalf of the client to drive fair contract prices.
+ Performing quantity surveying, cost controls, and change management activities throughout the project lifecycle.
+ Ensuring that post-contract cost variances and change control processes are managed effectively.
+ Ensuring that cost auditing and valuation work is managed effectively and that a robust process for cost validation is in place.
+ Carrying out the production of monthly cost reports for presentation to the client.
+ Ensuring that final accounts are negotiated and agreed upon in a timely manner.
+ Compiling built cost estimate records for benchmarking purposes.

**Job Description**
**Turner & Townsend** is seeking a **Senior Cost Manager** to work as part of our talented Cost Management team. This role will require you to work on a wide portfolio of construction projects, of varying size and complexity. You will be involved from inception through to completion, so will require a broad experience of the construction process and being able to manage multiple projects and competing deliverables at once. To be successful in this position you must have great communication skills and be comfortable operating in a client-facing role.
**Responsibilities:**
+ Lead the end-to-end cost management requirements of the project, liaising with relevant stakeholders and clearly setting and communicating cost parameters to deliver the project within the agreed budget.
+ Conduct scope definition sessions with clients to develop a holistic project budget.
+ Developing cost plans and estimates from concept through detailed design.
+ Delivering and presenting updated cost plans at appropriate design milestones.
+ Reviewing proposed design changes/new technologies and preparing estimates within appropriate accuracy levels.
+ Understanding design stages and estimate levels.
+ Liaise with the Project Manager and Design team to actively manage commercial input to design optioneering and value engineering exercises.
+ Preparing cashflow forecasts for the construction life cycle.
+ Analyzing labor markets and cost drivers such as Unions & Tax.
+ Supporting with the preparation of content for stakeholder monthly presentations.
+ Preparing and presenting monthly cost reports to senior client stakeholders, being able to articulate key movements and risks.
+ Developing procurement strategies and preparation of reports, providing guidance to the client on appropriate procurement routes and the respective strengths, weaknesses, opportunities and risks.
+ Input into risk management activities, with pricing of risks where appropriate and contributing to mitigation measures.
+ Preparation of GC tender documentation.
+ Management of the procurement process including collating responses to tender queries, attending tender interviews, levelling and analyzing tender returns, removing qualifications and assumptions to obtain a compliant like-for-like tender sum.
+ Preparation and presentation of Tender Recommendation Report.
+ Oversight of GC trade package procurement, including agreeing package structure and inputting into levelling and reviews.
+ Provide advice and input into client direct package procurement, with the process managed by others.
+ Conducting and agreeing monthly pencil requisitions with the GC.
+ Reviewing and agreeing variations with the GC to achieve a rolling final account.
+ Agreeing GC Final Accounts.
+ Liaising with client Finance team to provide necessary accounting information as required.
+ Delivering Life Cycle Costing models.
+ Benchmarking integration to ensure accurate data capture.
+ SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
**Qualifications**
+ Demonstrated experience working in a construction cost role and developing estimates throughout the project lifecycle.
+ Demonstrated experience providing construction cost management services throughout the project lifecycle.
+ College and/or post-graduate degree in construction management, quantity surveying, engineering or field related to construction.
+ Excellent communicator and thrives in a client facing role with an ability to present to senior stakeholders.
+ Ability to manage deliverables across multiple projects at the same time.
+ The ideal candidate will have 7+ years of estimating/cost management experience in construction / laboratory environments.
+ Manufacturing experience is strongly preferred.
+ US experience preferred.
