GovCIO is currently hiring for a Telecommunications Engineer to provide support at SOUTHCOM in Doral, FL.
SOUTHCOM systems are installed at locations such as auditoriums, conference rooms, executive suites, team rooms, mobile VTC carts, portable AV systems, and desktop VTC systems. These systems are networked together with dedicated network switches, bridges, and cabling (Back End) and centrally controlled using specialized VTC/IPTV/AV Software, Hardware, and control appliances (Front End). The team provides video teleconferencing (VTC), Internet Protocol Television (IPTV) and audiovisual (AV) installation and maintenance support for multiple locations.
**Responsibilities**
+ Responds to system outages by implementing alt-routes or failover/backup capabilities to meet VTC client needs.
+ Leads complex troubleshooting efforts during outages, providing technical guidance to mid-level technicians and coordinating with other IT teams for swift resolution.
+ Installs and configures VTC applications, system software, and upgrades, ensuring compatibility and optimal performance.
+ Conducts detailed onsite and remote site surveys for new VTC system installations and upgrades, considering factors like acoustics, lighting, and network infrastructure.
+ Leads onsite VTC installations, including network device configuration, equipment setup, and check-out, while providing expert audio/visual support for Command events and mentoring subordinate staff.
**Qualifications**
High School with 6 - 9 years (or commensurate experience)
Required Skills and Experience
+ HS diploma; a candidate holding a relevant Bachelor's degree may be granted 2 years' experience credit for that extra education.
+ 7+ years of expeirence with 5+ years of position-specific relevant experience.
+ 2+ years of experience, with hands-on/practical experience in the installation, configuration, and operation of classified and unclassified VTC systems.
+ Clearance Required: Secret
Preferred Skills and Experience
+ Bachelor's degree in information technology or a related technical field.
+ Experience supporting DoD programs and in IT service management with ITIL-informed processes.
+ Knowledge of ITSM tools such as ServiceNow and Jira, and experience providing Tier 1 and 2 customer support for VTC systems.
+ Familiarity with audio/video standards (e.g., H.323/SIP protocols).
+ Experience with military/diplomatic operations within a J-6/G-6/S-6 Directorate, or with SOF/DoS facilitating VTC across commands and agencies. Experience at a DoD Combatant Command or component is desired.

**Posted Pay Range**

Our client is one of the Nations leading utilities across the Energy Industry with a strong footprint in the Mid-Atlantic. There are a ton of initiatives across the energy/ utility sectors that are driving the need for increased network bandwidth and capacity such as Grid Modernization, Advanced Meter Infrastructure, Distribution Automation, etc. In order to support the increased demand, a lot of Utilities are deploying a more redundant/resilient backbone for the communication of the devices across their network.
With the utilities main line of business being focused on Power, over the years there has not been as much of an emphasis around the utilities internal communications network between devices. There has consistently been upgrades and MAC work (Move, adds, and changes) but again due to the lack of emphasis and standardized process, a lot of that work has not been updated into the documentation databases.
With all of the upcoming initiatives, and just gaining planning efficiencies in general, TEKsystems is looking to bring on a resource to support the backlog and continual MAC documentation updates in their systems. The resource needs to have solid experience updating documentation and maps within the telecom/ utility industry. They will be partnering with a few local SME's in regards to information access/ validation, and then would perform the updates/ organization of documentation within their systems. That being said, this resource needs to have strong cross functional communication abilities, along with strong experience performing the actual updates/ duties. This company uses Visio in a Microsoft Access environment, but resource should have solid knowledge of KMZ/DNG files (and can also come from a GIS background such as ESRI, Smallworld, etc).

The Telecommunications Engineer provides technical support and coordination for successful designing, planning and implementation and ongoing operational support of District¿s telecommunication infrastructure in full compliance with NRC, FERC/NERC, PCI, FCC and other regulatory entities. The Telecommunications Engineer will be responsible for designing, implementing and maintaining enterprise scale operational networks and the monitoring of network performance. This position provides technical support, implementation services and ensures optimal performance for front-end devices, SONET and MPLS fiber transport and microwave radio transport and other components comprising OPPD¿s Enterprise Operational Technology infrastructure.
Solution Design and Engineering: Collaborate with stakeholders to analyze current state environments, identify solutions to existing issues and/or design new technology solutions
Assignments would typically require anywhere from 3-6 months of independent discretion.
Identifies, develops and/or recommends design principles, frameworks, models, standards, and processes based on industry best practices and solution requirements
Implement telecommunication system designs, traffic engineering and equipment baseline configurations based on best practices both internal and external to OPPD.
Identify technology solutions and design for telecommunication technologies such as fiber and microwave radio based SONET and MPLS transport systems
Analyze technical needs, requirements, and state of the operational networks infrastructure design, integration, and operations which include procurement activities, engineering analysis and quality evaluations and consideration of outsourcing or vended solutions
Perform field work activity and quality reviews
Project Delivery: Participate as a SME and/or lead assigned projects/work efforts to deliver life cycle management programs, enhancements to existing systems or implementation of entirely new technology solutions.
Lead work effort initiatives as assigned by Manager which include the creation of work breakdown structures, schedules, resource estimations, implementation plans and the coordination of personnel during execution.
Serve as a project participant/SME on project initiatives.
Create Bills of Material (BOM), Statements of Work (SOW), Requests for proposals (RFPs) and costing of activities and projects
Systems Administration: Monitor, analyze performance and maintain the functionality and effectiveness of assigned systems, applications, programs and infrastructure. The scope includes TDM SONET and MPLS transport equipment, enterprise monitoring tools and other components comprising the enterprise operational networks.

Operations Support: Fulfil system requests, execute change management activities and respond to system incidents within established service level agreements.
Ensure Business Partner requests are being completed and incidents are being resolved within established target completion dates and with high quality
Ensure systems are running efficiently and optimally. Set system appropriate performance thresholds to monitor and alert on aberrant conditions.

Required:

The Telecommunications Engineer is responsible for planning, deploying, configuring, maintaining, and monitoring corporate telephony systems, primarily within the Microsoft Teams ecosystem. This role provides both technical expertise and process knowledge to deliver seamless hybrid work experiences across meetings, conference calls, large events, VoIP, and related telecommunications functions. **Responsibilities:**
+ Oversees and participates in the design, testing, upgrade and integration of new or existing telecommunication networks, systems and equipment in accordance to the organization's business requirements.

+ Backup to the Telecommunications/Network Administrator, including PBX system and all telecommunication equipment, upgrading, troubleshooting, monitoring, and building of networked services; and provides strategic direction and support for the implementation and maintenance of the facility IP FAX service.

The Senior Telecommunications Engineer position provides advanced technical support and coordination for successful designing, planning and implementation and ongoing operational support of District's telecommunication infrastructure in full compliance with NRC, FERC/NERC, PCI, FCC and other regulatory entities. The Senior Telecommunications Engineer will be responsible for designing, implementing and maintaining complex enterprise scale operational networks and the monitoring of network performance. This position provides technical leadership, expertise and guidance for front-end devices, SONET and MPLS fiber transport and microwave radio transport and other components comprising OPPD's Enterprise Operational Technology infrastructure.
Solution Design and Engineering: Collaborate with stakeholders to analyze current state environments, identify solutions to existing issues and/or design new technology solutions
