SUMMARY:

The HR Analyst plays a vital role in supporting the companys human resources operations by managing payroll, performance management, and employee safety programs. ESSENTIAL JOB FUNCTIONS:

The HR Analyst will be responsible for, but not limited to, the following:
•Process bi-weekly, weekly, and monthly payroll for over 200 employees, ensuring accuracy and resolving payroll inquiries promptly.
•Maintain and update employee HR Index files, ADP, and G-HR (HRIS) system data.
•Oversee employee benefits programs (medical, dental, vision, life, AD&D, 401K), providing clear communications and supporting annual health insurance renewals and open enrollment.
•Administer Workers' Compensation claims, ensuring timely processing and compliance.
•Prepare detailed HR reports on labor costs, employee benefits, and payroll analysis, using data to assist in management decision-making.
•Collaborate with the HR team on various employee engagement and wellness initiatives, fostering a positive work environment.
•Perform other general administrative tasks as needed to support HR functions and ensure the smooth operation of HR processes.

QUALIFICATIONS:
•BA/BS degree or equivalent experience in Human Resources required.
•Minimum of 2 years of experience in payroll processing and administration.
•Proficiency in ADP Workforce Now is required.
•High attention to detail and accuracy in handling sensitive data.
•Passion for HR and employee development.
•Bilingual in English and Korean preferred.

UCLA Recreation is a large department with approximately 80 full-time career/contract and 750 temporary/part-time employees in a variety of management, staff classifications and bargaining units, located in various venues on and off-campus. The Human Resource Analyst works as part of the divisional business center supporting UCLA Recreation as their primary client, as well as other departments in the division of Campus Life. Essential Duties

Purpose
Under general direction of the Human Resources Manager, performs a wide variety of professional, administrative, and analytical duties in support of the District's human resources function and programs, including labor relations, employee relations, recruitment and selection, performance management, training, staff development, classification, job evaluation, compensation, benefits management, employee safety and workers' compensation; oversees and coordinates assigned administrative processes, procedures, and programs; provides information and assistance to District employees regarding human resources activities, policies and procedures; and performs related work as required.
About the Role
This is an experienced level professional class responsible for performing the full range of technical and analytical work in all of the following areas: recruitment and selection, classification, compensation, benefits administration, and employee training and orientation, in addition to performing a variety of record-keeping, administrative, and technical support activities. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Successful performance of the work requires the frequent use of tact, discretion, and independent judgment, knowledge of departmental and District activities, and extensive staff, public, and organizational contact. This class is distinguished from the Human Resources Manager in that the latter has supervisory authority for technical, professional, and administrative support staff and participates in strategic planning.

Examples of Duties
  • Administers and coordinates a variety of human resources functions and programs including recruitment, selection, classification, job evaluation, benefits, compensation, employee relations, labor relations, employee safety and workers' compensation.
  • Develops and implements new or revised human resources programs, systems, procedures, and methods of operations.
  • Oversees and manages recruitment and selection process; develops and implements sound recruitment, testing, and selection processes; administers all phases of the examination process including announcement preparations; screens and sources candidates and conducts initial review of all applications; plans examination interview questions, testing and determines relative weights to various parts of the examinations; assists hiring divisions with the employee selection process; may serve on oral interview panels; coordinates background check process; prepares conditional and final offer letters; conducts and coordinates orientations for newly hired employees and answers employee questions regarding benefits, onboarding, and District policies.
  • Coordinates, administers, and supports District employee benefit programs including retirement, long-term disability, health, life, dental, vision, employee assistance program, and worker's compensation; responds to and resolves a wide range of benefit related questions and issues; interfaces with medical insurance providers and insurance representatives as necessary; enters benefit enrollment, contributions, and changes into related databases; prepares reports on utilization and costs; assists in evaluating providers and negotiating contracts.
  • Supports labor relations functions including interpreting MOU language, policy, procedures, and compensation policy; prepares reports in support of labor management meetings; responds to employee inquires, questions, and concerns; serves as liaison between division managers and union representatives; recommends policy changes; supports and may conduct investigations; prepares drafts of performance plans, grievance responses, and may draft disciplinary documents.
  • Supports labor negotiations including providing labor relations support during contract negotiations; collecting information and preparing complex analytical reports and presenting data; supports contract implementation including developing salary schedules, supporting payroll with salary and benefit changes, and preparing employee communications.
  • Collects and prepares compensation studies; recommends appropriate internal and external comparators; participates in the development, implementation, and administration of compensation strategies and programs; responds to external compensation surveys.
  • Conducts and implements classification and job evaluation studies; evaluates and determines appropriate classifications and structures; prepares written reports and recommendations; develops new and revises existing classification specifications.
  • Administers I-9 program, including issuing forms to new employees, verifying eligibility of employment, completing, and signing off on forms, and maintaining accurate files.
  • Processes workers' compensation claims, assigns light duty assignments, and implements workers' compensation benefits.
  • Interprets and applies federal, state, and local laws and regulations, contracts, policies, and procedures concerning human resources programs.
  • Provides guidance and recommendations to management, divisions, and employees on issues related to human resources.
  • Provides general administrative support to the human resources function, including preparing correspondence, memoranda, and reports, maintaining confidential files and records, performing reception functions, processing mail, performing data entry, and maintaining schedules and records.

Special Requirements & Working Conditions
License:

SPHR or other Human Resources certifications from NCCIPMA or CALPELRA are highly desirable.
Physical:

Must possess mobility to work in an office setting and use standard office equipment, including a computer; read printed materials and a computer

screen; and effectively communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although

standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a keyboard or

calculator and to operate standard office equipment. Employees in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers

open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 15 pounds

with the use of proper equipment.
Environment:

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical

In this HR Analyst role, you will partner closely with the HR Project Management and HR Data Analytics team, acting as a key execution liaison. This includes supporting divisional data analyses and providing regular reporting to ensure all employment and HR-related projects and activities run smoothly. You will work closely with the Divisional HR community by coordinating and organizing all project tasks. We need you to help us plan, monitor, and manage our project portfolio so we can thrive in execution.

This role will require you to understand project goals and scope, track project tasks and timelines, and help plan the necessary resources to ensure all activities are implemented on time and as designed.

An ideal candidate possesses outstanding communication and organizational, and analytical skills. You should also have more than 3 years of experience coordinating HR programs or projects and experience with working closely with HR data to provide reliable information for stakeholders.

Responsibilities:

Data Management and Reporting

  • Report data analysis findings to stakeholders to inform business decisions and prioritize information system needs.
  • Collect, compile, validate, and audit HR data from a variety of sources including the human resource information system (HRIS).
  • Act as a data liaison with Acrisures HR Data Analytics team.
  • Support projects to update necessary alignments or corrections of HR data elements across the division.
  • Inform accurate, repeatable, and scalable reports to support HR and ensure reliable and valuable reporting.
  • Investigate questions regarding data and provide accurate and timely responses.

Project Coordination

  • Works on more project-based work - effectively serves as the flex muscle of the HR function, agilely working on projects and solving HRs most pressing challenges. This will include working agilely on temporary project assignments, partnering closely with end users HR, employees, and/or managers.
  • Coordinate, oversee, and track project activities to ensure a successful implementation of projects
  • Assist team members by organizing project meetings and other events to boost interaction and information flow, coordinating and monitor the work of assigned tasks to provide the necessary support.
  • Help identify and manage issues and risks to ensure project goals are achieved, including escalating identified issues to resolve problems promptly
  • Assist with the updating and keeping of project documentation
  • Contribute to the creation and maintenance of best practices for effective project management - recommend improvements to project and business processes
  • Reprioritize actions for immediate implementation of ad-hoc topics or assignments.

Requirements

  • Minimum of 3 years of experience coordinating HR programs or projects and/or experience in HR Analytics with foundational understanding of people data.
  • 2+ years of Experience with HR systems (ideally Workday)
  • Proficiency in Microsoft products (PP, Excel, Word, Teams, etc.)
  • Ability to work with business and project stakeholders
  • Ability to coordinate efforts with different stakeholders
  • Excellent time management and organizational skills
  • Excellent interpersonal, communication, and reporting skills

Preferred Qualifications:

  • Bachelors degree in Project Management, Human Resources, or a related field
  • SHRM-SCP, SPHR, or equivalent HR certification

Candidates should be comfortable with an on-site presence to support collaboration, team leadership, and cross-functional partnership.

**Overview**
GovCIO is currently hiring for an HR Analyst to support human resources processes, program management, data analytics, and reporting activities at the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE). This role will be responsible for providing support within a team of analysts to government priorities including personnel hiring, onboarding, tracking, taskings, status reports, data calls, analytics and various other programmatic needs. This role will be a fully remote position.
**Responsibilities**
+ Collaborate with multiple stakeholders to collect and compile information to ensure timely responses to requests and ad hoc assignments.
+ Manage the onboarding process for new hires in specific sectors of DHS ICE, serving as the main point of contact throughout the onboarding experience
+ Be the primary interface between new hires and the rest of DHS ICE
+ Communicate with new hires before their start date to ensure all necessary paperwork completed
+ Track and manage new hires through all steps of the onboarding process
+ Gather and process paperwork, run background checks and I-9 verifications
+ Review and verify background check information to ensure compliance, accuracy and escalate any issues identified
+ Collaborate across multiple teams and departments to ensure completion of new hire onboarding
+ Work with the HR teams, managers, and employees to support employee experience initiatives to improve process, engagement, and people strategies
+ Assist with conducting new hire surveys
+ Gather, analyze, and report on employee onboarding and offboarding data
+ Other special talent-related projects as assigned
+ Support data analytics and reporting requirements for unit teams including weekly and monthly report requirements to the customer as well as real-time response to tasking related data requests.
+ Provide support to HR data requirements within both internal and external data systems
+ Create, draft, and provide updates for the project Standard Operating Procedures (SOPs).
+ Understand the needs, issues, and challenges faced by the clients; perform gap analysis and recommend solutions.
+ Create project deliverables, including artifacts to ensure adherence to team compliance and quality standards.
+ Develop, gather and disseminate information and documentation among both business and technical customers in support of the Project Managers.
+ Establish effective project communication plans and ensure their execution.
+ Verify data and information and analyze it to suit the direction of a project.
**Qualifications**
**Required Skills and Experience**
+ Bachelor's Degree (or commensurate experience)
+ 3 years of experience work in dynamic customer delivery environments
